Introduction
Air Traffic and Navigation Services (ATNS) is offering 117 bursary opportunities to interested candidates to join the Air Traffic Services bursar programme. ATNS will host a total of four bursary intakes for the financial year. The programme provides each bursar with an opportunity to conduct their studies at the Aviation Training Academy in Bonaero Park, Gauteng. The placement of successful trainees will be in line with the operational requirements of the organisation. The various Air Traffic Services bursar streams are listed as follows. Job description
Cyber Security Management - Develop and implement risk-based cybersecurity strategy, governance and protocols able to protect the organisation’s data and information at all times. Manage cybersecurity threats and incidences through the understanding, detection and analysis of potential emerging and actual information security threats and vulnerabilities, and the implementation of control measures to minimize or avoid the impact thereof on systems availability and business operations. Lead and direct the selection, utilisation and adoption of cybersecurity products and associated licensing models for the organization. Guide the development of monitoring and tracking systems for potential and emerging cybersecurity threats and control measures and manage cyber incidents efficiently to minimize its impact on the availability of systems and disruption of business operations. Manage the operations and controls of the Information Security Management System (ISMS) in line with KING III and ISO 27000. Manage the implementation of key information security projects. Obtain internal and external security intelligence for investigation of security incidents. Manage investigations, responses and actions of information security incidents. Write incident reports and submit to the Head for decision-making purposes. Identify, apply and ensure adherence to good information security practices. Source and implement security measures to required business standards and requirements. Ensure that identified Business Continuity risks are mitigated and addressed. Analyze and assess potential security risks, develop plans and put measures in place such as firewalls and encryption, and monitor and audit systems for abnormal activity to deal with security incidents. Make recommendations based on various monitoring outputs to improve the security status of the organization. Scan and monitor all IT cyber security domains on a continuous basis. Monitor the governance aspects related to ICT security within ATNS to ensure the security of data and information and that required standards are maintained. Security Investigation Management - Manage the investigation of security incidents/events to ensure that the IT security posture remains intact. Ensure that forensic investigations receive the support required. Operate and control the Information Security Management System (ISMS) in line with KING III and ISO 27000 governance requirements. Manage the implementation of key information security projects. Conduct information gathering on internal and external security intelligence for investigation into security incidents. Write incident reports and submit to the Head for decision-making purposes. Identify and implement suitable tool sets to manage the security environment. Ensure effective management of security events.
 
Stakeholder Relations Management - Maintain constructive and productive stakeholder relations across the business, and with vendors and relevant external parties to support collaboration and alignment. Manage outputs by third-party suppliers to ensure optimum value.
 
Governance, Compliance, Risk Management & Reporting - Develop, implement and manage organisation-wide ICT security processes, programmes and controls to ensure the availability, integrity and confidentiality of information resources. Ensure compliance with all IT policies, procedures and standards relating to IT Security Systems with applicable security governance and standards. Manage configuration and change control records with regards to IT Security Systems activities. Ensure and report on IT DRP exercises that are conducted with business on all IT Security Systems as well as make recommendations for continues improvement in order to ensure business continuity (all managers governance section). Assist with the development and review of current disaster recovery management plan (all managers governance section). Identify key risks, develop and implement effective mitigating plans and actions in order to avoid or minimise relevant risks, and report and raise these risks in the appropriate forums. Conduct high level security audits. Financial Management - Participate in the planning and development of the security management budget. People Management - Manage employees in accordance with HC policies and processes. Ensure that new employees have been properly on-boarded and trained prior to commencing work. Monitor the time and attendance of subordinates, take appropriate action in the case of absenteeism, and report to the Head and Human Capital. Participate in the conclusion of performance management contract(s) and monitor performance. Manage the performance of direct reports in line with the performance management process. Conduct talent reviews of staff as required by the HC Talent Management process. Mentor and coach staff as required to ensure continuous development and availability of the required at all times. Ensure the transfer of knowledge and skills to enable sustainability within Capacity Planning from a succession management perspective. Ensure that staff remain suitably trained to achieve expected performance outcomes in a dynamic technology environment. Create and maintain a harmonious and effective work environment to support a motivated, high- performance culture. Educate and upskill development teams and managers on secure coding practices, OWASP standards, and other IT security-related subjects.

Job description
Strategy and Implementation - Provides strategic and operational leadership to the region to ensure achievement of Air Traffic Management Service Delivery, and overall ATNS business strategy;  Provide the strategic and operational regional input and insights into the Operations and long-term ATNS strategy; Develop, implement, and articulate the regional strategy and value proposition to the organisation aligned to the operations and business strategies. Support the COO and other thought leaders in the development, implementation and management of the Operations strategy aligned to the vision, culture, and business strategy of ATNS. Lead the designing, implementation and management of the regional operating model, aviation safety strategy including governance and service management capabilities, along with the service catalogue and service level agreements. Manage and own implementation of the regional management strategy post formulation to ensure achievement of the objectives. Drive delivery of the required projects/initiatives within the regional management strategy to be on time, within budget and to the required standard. Lead implementation of processes to collect feedback on how all the aspects of the regional management strategy are being received in the business. Analyses trends and metrics in partnership with COO to develop the required solutions, programs, and policies aligned to the business needs and strategies. Gather and analyse relevant data, trends, and patterns and identify gaps and priorities, particularly in the key ATNS products and services to enable efficient achievement of the ATNS strategy. Set clear targets for the Region and ensure achievement of such targets by cascading the targets throughout all the areas in the region. Operationalization of the Regional ATS - Build and maintain strong business relationships with customers to understand their strategies and plans to ensure alignment of the regional operations to their needs. Ensure continuous collaboration for conducting of research and development to enable continuous enhancement of the Regional Management’s operating model, products and services aligned with trends, technological advances and changes in business strategy. Ensure the effective integration and implementation of all Regional Management’s workstreams to meet the required service delivery capability aligned to customers’ requirements. Ensure the delivery of Air Traffic Services is in accordance to the South African Civil Aviation Regulations and Technical Standards and the International Civil Aviation Organisation’s Standards and Recommended Practises.  Develop, implement, maintain, measure, monitor and continuously review the Regional Management’s policies, procedures, service level agreements, and letters of procedures and/or agreement. Lead the regional inputs and participate in the review of legislations that affects the delivery of Air Traffic Services.  Lead and initiate strategic projects aimed at improving the client experience across the Region in collaboration with the stakeholders in the respective business areas. Ensure communication to all affected parties are in line with the requisite quality, empathy, and timelines to deliver outstanding experiences. Ensure that aviation safety as well as all value-added measures are delivered and monitored at all times. Governance, Risks, Compliance & Reporting - Manage and implement a robust governance framework for the Region. Lead the Region’s projects overall risk assessment and issue management.  Ensure compliance with relevant legislation, policy and standards. Stakeholders Management - Build, maintain and nurture mutually beneficial relationships with all relevant stakeholders. Participate in industry and regulatory forums and workgroups on a regional, national, and international level. Build and maintain effective collaborative relationships with all relevant business functions and teams within ATNS to enable the required alignment and optimal Air Traffic Management service delivery. Lead development, utilisation, and management of the Region’s budget. Ensure effective leadership in the management of operational costs to enable efficient utilisation of financial resources. Ensure compliance to the financial policies and procedures applicable in ATNS. Ensure accountability and reporting on all costs incurred against the approved budget.  Ensure the availability of skilled and competent staff in the Region to meet the current and future needs aligned to the operating model and overall business strategies. Promote high levels of discipline and performance standards to achieve Air Traffic Management service delivery objectives and the ATNS business strategy.   • National Diploma or Degree in Business Management or related field or have successfully completed a Leadership/Management Development Program certificate which is NQF aligned, from an accredited institution of higher learning.

Job description
 
To ensure that all policies and procedures pertaining to procurement and BEE are adhered to. To monitor competency through proficiency assessments and audits to ensure complaints to the BEE and procurement policy. To foresee the adherence of ATNS to the PFMA and other statutory and regulatory requirements.
 
 System enhancement. To develop a criteria for an approved supplier and maintain the approved supplier base. Record the status of all suppliers on a procurement data base and apply relevant criteria. Maintain the BEE score per supplier on the financial system (e.g. excel spreadsheet for quick calculation on BEE). Develop and maintain a BEE procurement statistics report. To develop a user friendly form in terms of supplier verification which will include bank details, vat number and contact person.
 
 Establish an effective relationship with internal and external customers.   To establish and maintain an effective working relationship with supplier’s as and when required which will include sites visits should it be required to do so. To negotiate with preferential suppliers for better payments terms and prices. Identify possible volume purchases at lower prices within certain period. Do tender process on previous identified volume purchases. Evaluate and recommend volume purchases suppliers to System Accountant. Bi annual best quotes obtained as well as quality of goods or services obtained. Reduce number of suppliers: (e.g. assessment on all existing suppliers to check for duplication on services).
