Job description
Simulation Design and Development: Plan, organise and develop project plans to support simulation design and development in accordance with accepted project management principles and frameworks. Design and develop site-specific airport models for use in simulated ATM training activities in accordance with approved regulatory requirements and the ATNS Quality Management System. Design, develop, programme, test, evaluate, and re-engineer site-specific exercises for use in training rating, validation, remedial and continuation training activities in accordance with approved regulatory requirements and ATNS QMS. Design, develop, programme, test, evaluate, and re-engineer, if applicable, appropriate weather scenarios, unusual scenarios and emergencies in exercises to achieve training objectives in accordance with regulatory and Quality Management requirements. Annually review and update training exercises, including administration, for currency, applicability and validity in aircraft types, callsigns, livery, equipment or simulator types, etc. Troubleshoot, test, and evaluate the impact of training software and hardware upgrades on exercise functionality and operations for all training disciplines to ensure training continuity with minimal or no disruption.
 
Training Infrastructure Support and Simulation Deployment: Participate in research activities aimed at identifying future ATM training systems. Participate in the preparation of user requirements and/or technical specifications. Participate in relevant technology acquisition evaluation processes and relevant simulation project meetings. Participate in factory and on-site evaluations and acceptance testing. Write evaluation reports and make recommendations on the suitability of identified simulator systems. Identify system shortcomings and gaps in identified training simulator systems and make recommendations for improvements, additions and changes
 
Training Delivery and Systems Practical Simulation: Create practical content for the identified Engineering Training and Systems platforms. Programme Engineering Training and Systems simulation exercises on systems. Programme training exercises and associated practical assessment tools when required. Assist in the setup of training simulators following ATNS QMS processes. Provide simulator system operation training, in accordance with system specifications and acceptable practices, to simulator support officers, ATS instructors and identified ATSU personnel. Support ATA Engineering Training and Systems technical support personnel by testing new hardware installations, where appropriate. Attend relevant Original Equipment Manufacturing training and facilitate knowledge and skills transfer to identified ATNS personnel. Support the safety improvement initiatives in ATNS through appropriate simulation of safety events to facilitate remedial training activities and awareness programmes. Recreate safety event scenarios on behalf of Aviation Safety and other stakeholders in accordance with specified criteria and objectives to facilitate safety event investigations. Support operational ad hoc and continuation training activities through appropriate simulation.
Support ATNS Operations and Technology and Information departments through appropriate simulation by programming and testing proposed new flight procedures, airspace amendments and CNS systems scenario configuration. Draft and submit monthly, quarterly, annual and/or ad hoc stakeholder engagement reports to the Manager Simulation Support in accordance with the approved management requirements.
 
Quality simulation support delivery: Conduct and execute activities, tasks and duties that support the delivery of quality practical training to all training disciplines in accordance with approved regulatory requirements and ATNS QMS. Effectively manipulate airborne and ground-based aircraft and vehicles to ensure ATS training objectives are achieved. Analyse the complexity and intensity of developing traffic situations through ATS Instructor requests and instructions. Identify situations where incorrect read-back of ATS instructions and/or ATS clearances are appropriate. Identify unusual or emergencies through the appropriate declaration of the emergency status of aircraft under duress and calling Traffic Collision Avoidance System Alerts realistically, when required; by responding appropriately when developing traffic situations and/or weather systems that affect the performance and operation of aircraft. Test and evaluate the impact of the software upgrades on training systems, by troubleshooting identified problem areas and providing feedback to technical support and instructional staff. Provide simulator system operation training to simulator support officers, ATS instructors and identified ATSU staff to ensure that instructional and other relevant staff acquire and maintain competencies and skills to operate simulators accurately. 
 
Governance, Compliance, Risk Management & Reporting: Ensure compliance of site-specific airport models for use in simulated ATM training activities with approved regulatory requirements and the ATNS Quality Management System (QMS). Ensure compliance site-specific exercises for use in training rating, validation, remedial and continuation training activities with regulatory requirements and the ATNS QMS. Draft and submit monthly, quarterly and/or annual activity reports to the Manager in accordance with reporting requirements. Provide accurate data and information to training management to inform decision-making. Report on the progress of tasks allocated against agreed deadlines. Identify and report tactical and operational risks, and implement approved mitigating plans and actions

Job description
Regulatory and Governance Compliance - Ensure compliance with Air Traffic Control Standards and Procedures following ATNS Processes (Policies and Procedures), International Civil Aviation Organization (ICAO) - Annexes, documents, and circulars, and Aviation Legislation requirements Civil Aviation Regulation (CAR) & Civil Aviation Technical Standards (CATS);  Ensure ATNS complies with its internal safety processes, procedures, directives, and instructions;  Ensure regulatory compliance for all rating training, operational validations, and assessments by performing practical assessment oversight at the Aviation Training Academy (ATA) and the Air Traffic Service Units (ATSUs);  Mediate disputes raised from unsuccessful rating assessments;  Ensure that ATNS adheres to approved alternative means of compliance, exceptions, and special approvals (designated examiner procedures, and visiting Designated Examiner procedures);  Assist the development, implementation, and maintenance of a Safety Management System;  Lead safety assessments in all change management areas which are subject to the Hazard Identification and Risk Mitigation process;  Monitor and ensure compliance with OHS Act No 85 of 1993 within ATNS;  Represent ATNS at Designated Examiner (DE) workshops;  Distribute all South African Civil Aviation Authority (SACAA) and Accident and Incident Investigation Division (AIID) requests and documents to unit management for actioning;  Facilitate SACAA and AIID enquiries concerning the Safety Management System components and elements;  Conduct investigations when there are identified regulatory and licensing breaches to establish the cause, and provide feedback to the Head of Safety to report to the SACAA.
 
Safety Reports and Safety Investigations - Receive, evaluate and validate Mandatory Occurrence Reports (MORs), Air Safety Reports (ASRs), Hazard Reports (HAZREPS), and Unfavourable Condition Reports (UCRs) daily and ensure that these are actioned accordingly;  Distribute MORs and investigation reports to the SACAA and AIID respectively a required.  Action all received ASRs, UCRs, and HAZREPS and provide feedback to relevant internal and external parties and stakeholders (e.g.  ATS, OT, etc., and airlines or airport authorities); Conduct safety investigations and/or reviews with the associated risk analyses and determination of causal factors. Collect all the supporting data and materials where relevant for ATNS-attributed safety events and other selected reports (ASR etc.);  Develop safety recommendations based on the findings of investigations;  Conduct safety investigations when requested by AIID (Accidents, Incidents and Investigations Division);  Collect, collaborate, and distribute safety-related data for the AIID and South African Air  Force (SAAF) to assist in accident and incident investigations;  Compile reports and supporting documentation for events which have no Air Traffic Service (ATS) attribution but impact aviation safety;    Compile and distribute investigation reports to ATSU management. Monitor, track and update the associated safety recommendations;  Evaluate recommendations of previous events with similar findings for implementation and effectiveness;  Assess the efficacy of implemented recommendations;  Participate in the peer review process;  Consolidate safety occurrence data for statistical output when requested;  Identify and monitor safety data trends and report to management;  Coach, mentor and guide unit investigators.
 
Coordinate internal and external safety audits - Conduct annual and follow-up safety audits for all areas of safety assurance;  Compile safety audit reports containing findings and observations identifying non-compliance and systemic failures within the system;  Formulate recommendations to support findings and observations and to improve the safety of the Air Traffic Management (ATM) system;  Generate a corrective action plan tracker;  Distribute audit reports for approval and disseminate them along with findings and observation tracker to action owners;  Monitor, track, and update all audit findings and non-conformance corrective action plans, ensuring all recommendations are effectively implemented;  Facilitate the exchange of external audit information between ATNS-controlled ATSUs and the external auditor, namely SACAA;  Facilitate safety audits conducted by external auditors;  Guide and coordinate the population and completion of corrective action plans, submit to the external auditor, and monitor and track the progress of the corrective action plans. 
 
Manage Safety Assessments - Ensure that safety risks and hazards are effectively managed in the event of system change to enable the ongoing provision of safety assurance to ATNS;  Receive safety assessment requests, evaluate the changes required, and register safety assessment on the relevant register;  Ensure the correct and effective composition of the safety assessment team and facilitate hazard and risk identification brainstorming sessions;  Facilitate the estimation and assessment of each identified hazard and associated risks for appropriateness, as well as risk mitigation actions;  Guide the project owner on the population and update the safety assessment hazard log with all identified hazards and risks;  Review and evaluate safety assessment documentation and supporting evidence against all applicable safety objectives, requirements and evidence statements for logic and completeness;  Provide assurance on the implementation of safety risk mitigation.
 
Coordinate Safety Promotion and Training - Conduct safety presentations to internal and external stakeholders as required;  Share lessons learned from safety events via internal safety publications;  Create safety content for distribution on internal media;  Organise and coordinate appropriate annual safety promotion activities;  Present SMS training across all levels of the organisation and to all employees;  Participate in corporate induction activities;  Train and mentor safety investigators and provide continuation training;  Train and mentor safety assessment specialists;  Conduct safety reporting training across the organization;  Manage all safety-related queries arising from the operations environment. 
 
Maintain Safety Documentation - Provide inputs and update safety documentation and templates including:  ATNS safety assessment templates,  Hazard log and unit risk registers,  SMS Manual,  ATNS safety policy,  Safety audit report templates,  S&R policies, directives, and instructions,  Manual reporting templates,  SMS training material for induction, operations, and management policies;  Conduct an annual review of audit checklists against all aviation regulations; company  instructions; directives; and memorandums;  Maintain the training curriculum of the unit investigation training course;  Conduct a review of the ATA course curricula and make recommendations to management;  Configure, review and update electronic reporting templates on the reporting tool;  Maintain and administer the electronic reporting tool database by adding and removing users and assigning roles;  Maintain and administer the Standards and Regulations SharePoint page;  Configure and maintain investigation recommendations and audit trackers on the digital platform;  Configure, review and update electronic continuous improvement feedback forms;  Provide input into the annual budgeting process.

KEY PERFORMANCE AREAS

People Management -  Ensure the availability of skilled and competent staff in the internal audit function to meet the current and future needs aligned to the departmental and overall business strategies; Promote high levels of discipline and performance standards to achieve the internal audits and ATNS strategies; Manage performance outputs of the internal audit team by using the performance management system and taking corrective action promptly and effectively; Mentor and coach staff as required; Ensure the transfer of knowledge and skills to enable sustainability within internal audit from a succession management perspective; Perform talent management aligned with the HR policies, procedures, and disciplinary code; Implement transformation initiatives within the internal audit to ensure an inclusive environment and a representative staff complement; Drive employee engagement and retention within internal audit.
 
Internal Audit Standards - Managing the Internal Audit Activity: The chief audit executive must effectively manage the internal audit activity to ensure it adds value to the organization. Chief audit executives are additionally accountable for the internal audit activity’s overall conformance with the Standards; Planning: The chief audit executive must establish a risk-based plan to determine the priorities of the internal audit activity consistent with the organization’s goals; Communication and Approval: The chief audit executive must communicate the internal audit activity’s plans and resource requirements, including significant interim changes, to senior management and the board for review and approval; Resource Management: The chief audit executive must ensure that internal audit resources are appropriate, sufficient, and effectively deployed to achieve the approved plan; Policies and Procedures: The chief audit executive must establish policies and procedures to guide the internal audit activity;  Coordination and Reliance: The chief audit executive should share information, coordinate activities, and consider relying upon the work of other internal and external assurance and consulting service providers to ensure proper coverage and minimize duplication of efforts; Reporting to Senior Management and the Board: The chief audit executive must report periodically to senior management and the board on the internal audit activity’s purpose, authority, responsibility, and performance relative to its plan and its conformance with the Code of Ethics and the Standards; Engagement Supervision: The chief audit executive is responsible for supervising the engagement, whether performed by or for the internal audit activity, but may designate appropriately experienced members of the internal audit activity to conduct the review; Monitoring Progress: The chief audit executive must establish and maintain a system to monitor the disposition of results communicated to management; Communicating the Acceptance of Risks: When the chief audit executive concludes that management has accepted a level of risk that may be unacceptable to the organization, the chief audit executive must discuss the matter with senior management. If the chief audit executive determines that the matter has not been resolved, the chief audit executive must communicate the matter to the board; Purpose, Authority, and Responsibility: The chief audit executive must periodically review the internal audit charter and present it to senior management and the board for approval; Chief Audit Executive Roles Beyond Internal Auditing: The chief audit executive may be asked to take on additional roles and responsibilities outside of internal auditing, such as responsibility for compliance or risk management activities; Quality Assurance and Improvement Program: The chief audit executive must develop and maintain a quality assurance and improvement program that covers all aspects of the internal audit activity; Organizational Independence: The chief audit executive must confirm to the board, at least annually, the organizational independence of the internal audit activity.
 
Financial Management - Lead the development, utilisation and management of the departmental budget; Ensure effective leadership in managing operational cost to enable efficient utilisation of financial resources; Ensure compliance with the financial policies and procedures applicable to ATNS; Ensure accountability and reporting on all costs incurred against the approved budget.
 
Minimum requirements
MINIMUM QUALIFICATIONS
  • Chartered accountant South Africa (SA)
  • Certified Internal Audit (CIA) as an additional advantage 
  •  Masters level qualification in business or related field
MINIMUM EXPERIENCE 
  • 10 years proven experience in leading Internal Auditing in a complex business environment, of which 7 years should be at senior management level within the field of internal audit.
The incumbent will be based at the ATNS offices currently in Bruma. The appointment is made on a 5-year Fixed-Term contract basis. Applicants will be subjected to credibility assessment, psychometric assessment and security clearance.
