Major Activities
  • Comply with and maintain medical requirements for Air Traffic Controllers as laid down in the ASSI OTARs Oversees Territories Aviation Requirements and OTACs (Oversees Territories Aviation Circular)
  • Comply with all rules and regulations as promulgated by ASSI whom act on behalf of the St Helena Governor as well as the St Helena Airport rules, regulations and applicable manuals.

  • Ensure that air traffic service is provided in a safe and expeditious manner, in accordance with Company policy and ICAO Standards and Recommended Practices, in order to meet and satisfy the reasonable requirements of the aviation community
  •  Setting-up and checking the surveillance navigation and communication equipment in accordance with standard operating procedures to ensure optimum performance and serviceability

Job description
Licensing of ATS Personnel - Track, update and maintain a database for all ATS personnel licenses and monitor compliance. Coordinate with RUS to ensure only licensed personnel are rostered for operational duty, where ATS personnel are not legal to operate, inform RUS and Line Management. Submit all regional/unit/pool license applications to the license coordinator for submission to the SACAA for approval and where applicable directly to the SACAA.
Processing of ATS personnel medical account payments - Process and manage purchase orders for all medical accounts. Request invoices from all relevant suppliers/services providers/doctors to ensure adherence with the finance payment dates. Compile and submit monthly medical expenses to the Licensing Coordinator. Act as custodian for the relevant ATNS Quality Procedure on the processing of payment on medical accounts as part of ATS licensing.
Stakeholder Relations Management - Develop and maintain sound working relationships with key relevant internal and external stakeholders. Liaise and interface with relevant internal and external stakeholders such as suppliers, clients, representatives from regulatory authorities, internal support departments, and staff as required, conveying information accurately and competently whilst maintaining the required level of confidentiality and discretion. Maintain effective communication channels at all times to keep the Licensing Coordinator, Manager Operations Planning, Training and Support and any other Manager (Head/Regional MATS/MATS/ATSU) informed of important issues whether in the office or travelling.
Quality Management - Act as custodian for the relevant ATNS Quality Procedure on the processing of payment on medical accounts as part of ATS licensing. Monitor and ensure that Continuous Improvement Reports (CIRs) are continuously followed up on.
Office Administration - Order, distribute and control stationery as per policy stipulations. Check and respond to e-mails accurately and timeously. Ensure safekeeping of staff licenses as required. Take minutes in meetings when required and transcribe. Process mail and receive and dispatch couriered packages. Perform any other administrative tasks as instructed by the relevant manager.

Ensure compliance with IT operations with relevant policies, processes, regulation and legislation, including POPIA, GDPR, ECT, etc. Develop a capacity planning model for ICT operations and translate current infrastructure utilisation into a capacity forecasting and planning model. Ensure that effective data recovery plans are in place to ensure business continuity in case of a disaster. Participate in relevant ATNS Governance committees according to the T&I Governance Framework and prepare applicable submissions for approval, recommendation or noting by the relevant committees. Review audit reports to understand findings and their implications and develop mitigation and related action plans to prevent recurrence in the future. Continuously review and update IT Operations policies, processes and procedures in line with relevant legislation and regulation. Ensure timely compilation and submission of all required reports (internal and external) to ensure compliance with governance requirements. Ensure the implementation of Quality Management System processes by documenting and maintaining Quality Management processes and procedures. 
Stakeholder Relations Management: Develop and maintain constructive and productive stakeholder relations across the business and with relevant external parties to enable collaboration and alignment. Monitor outputs by third-party suppliers to ensure optimum value. Review performance of suppliers against SLA on a regular basis in line with ATNS policies and procedures. Ensure that external contractors comply with ongoing requirements as per contract terms and conditions. 
Financial Management: Provide input into the development of the IT Operations budget to meet capacity demands as per the planning model. Manage delegated expenditure in line with business objectives and priorities, and within approved financial parameters. Report on expenditure including any possible deviations to the budget on a monthly basis. Ensure compliance with ATNS Finance policy and Delegation of Authority. Provide the required supporting documents to enable effective auditing processes.
People Management: Manage employees in accordance with Human Capital policies and processes. Ensure that new employees have been properly on-boarded prior to commencing work. Monitor the time and attendance of subordinates and report absenteeism issues to management and Human Capital. Set objectives, and coach and monitor the performance of the IT operations team. Manage performance outputs of the IT operations team through the performance management system and take corrective action promptly and effectively. Coach and mentor staff to ensure skilled and competent employees.
 
Minimum requirements
Minimum Formal Qualifications: 
  • B.Sc./ B.Com / B-Tech in IT or related field.
  • Certification required: ITIL Foundation Certificate, Agile Scrum Master Certificate or Certified Scrum Master (SCM)Certificate is required
 
Minimum Years of Experience
  • Minimum 5 years' experience in an ICT Infrastructure and Services operations environment of which at least 3 years at a managerial level

 Research - Evaluate Aeronautical Data Quality, applications, and functions within ATNS;  Follow up new and amended ICAO SARPs for implementation as necessary;  Comply with, and regularly review ISO Procedures in consultation with Head Aeronautical Information Management and System;    Research new technology, data sources, analytical tools, and Annex 14 and Annex 15 (eTOD) Obstacle Assessments advancements;  Develop awareness of and familiarity with issues and events regarding Obstacle Evaluations.
General Duties -  Provide input into training requirements and conduct training for Annex 14 and Annex 15 (eTOD) Obstacle Assessments for identified personnel;  Provide input into Obstacle Evaluator section budgeting requirements;  Identify manpower and training requirements as per CAR 178.02.3(1), in conjunction with the Head Aeronautical Information Management and System;  Collaborate with the Flight Procedure Designers in aspects of their work that require Obstacle evaluations;  Amendments, Maintenance and Input to internal Quality Assurance procedures concerning Obstacle Evaluations in accordance with ISO 9001:2015;  Accountable to Head Aeronautical Information Management and System as applicable completing projects in compliance with defined projected timescales;  Effective Office Management and personnel resources.

  •  Aeronautical Obstacle Assessment Course or Flight Procedure Design/PANS-OPS course
  • Grade 12 with Mathematics and Science.
  • AIS Core Content Course

  •  Minimum 2 years experience in Aeronautical Obstacle Assessment

Job description
Major Activities
  • Perform all relevant maintenance activities on equipment and systems as per the relevant LSP, station instructions and equipment manufacturer recommendations
  • Ensure that maintenance to buildings at the sites, the site itself such as roads, grass cutting, fencing, antenna masts, terrestrial communications and power from point of supply is maintained to ATNS standards
  • Compliance to SLA’s
  • Ensure that the relevant equipment competences are attained as per station requirements and the appropriate Skills Matrix grading
  • Perform “I” Level corrective fault diagnosis down to module (LRU) level
  • Perform “I” Level corrective maintenance through module (LRU) replacement
  • Perform “O” Level restoration of service by reconfiguration and/or changeover by means of supervisor positions and remote control, monitoring and maintenance systems. (RCMMS)
  • Perform “D” Level corrective maintenance where applicable as per ATNS support policy
  • Compliance within SLA’s
  • Draft useful, informative and concise technical reports on systems and equipment as requested and proactively when the need arises
  • Capture all relevant data on the CBMMS

  • Become proficient in the “O” level support of all Support systems and equipment at your center, which will include UPS’s, Air-conditioning, Stand-by power, Fire protection and Alarm systems where required as per the SSI
  • Develop an understanding of and become proficient in RCMMS methods for the effective evaluation of system and equipment performance
  • Become proficient in the use of specialized test, monitoring and B.I.T.E equipment
  • Develop an understanding of testing methods for the effective evaluation of system and equipment performance
  • Knowledge of all other applicable ATNS Centre and Shift requirements
  • Knowledge of all other FIR environments
 
Minimum requirements
Minimum Qualifications
  • S4 National Diploma in Light Current Electronic Engineering or equivalent, granting admittance to ECSA as an Engineering Technician or Technologist.
  • B-Engineering Tech
  • A valid code 8 driver’s license; preferably ACSA AVOP certified
