JOB PURPORSE
Efficient and effective administration of the entity, with particular emphasis on good corporate governance and compliance with statutory and regulatory requirements. Ensuring that the execution of the Board and Executive Committee decisions are in the best interest of the company and implemented.
 
KEY PERFORMANCE AREAS - FUNCTIONAL OUTPUTS / ACTIONS
• Provide legal and sound administrative advice and/or support to the Board, to ensure seamless transformation and interpretation between Board decisions and AgriSETA’s operations.
• Provide support to the Board and its committees, in line with corporate governance, statutory and regulatory requirements.
• Ensure Board compliance with all relevant legislation, including but not limited to, the Companies Act, the PFMA, the SDA Act and King IV.
• Ensure effective management of resources (i.e. budget/finances, assets) and team leadership within the unit.
• Manage compliance management processes within the entity.
• Oversee the induction of entity’s Board members, continuous director training and development, and all administrative matters relating to the board.
• Ensuring that the Board’s decisions and instructions are clearly and timeously communicated, and status against deliverables monitored to measure progress effectively.
• Plan, direct, and coordinate the AgriSETA’s governance activities. Ensuring that governance practices are consistent and aligned with applicable legislation and regulations.
• Developing an annual schedule of Accounting Authority (AA) and respective subcommittee meetings and circulating it to members.
• Monitor the implementation of the Board resolutions and legal compliance requirements to ensure compliance. Keeping the Board informed of the status and progress.
• Ensure that the minutes of all meetings, Board meetings, Board Committee meetings, are properly recorded in accordance with good corporate governance.
• Oversee the proper compilation and timeous circulation of Board packs and assisting the chair of the Board and committees with drafting work plans, documentation, and reports.
• Draft and ensure implementation of Company Secretariat policies and procedures, reviewing existing policies on an annual basis and recommend changes as appropriate.
• Monitoring all legislative, regulatory, and corporate governance developments that might affect the AgriSETA’s operations and ensuring that the Board is fully briefed on these.
• Co-ordinate Board and Committee evaluations on an annual basis.
• Responsible for other key and/or related tasks that come with the position as designated by the CEO on an ad-hoc basis.
• Identify financial, technological, reputational, or legal risk to the entity.
• Act as deputy information officer in terms of PAIA and POPIA.
GOVERNANCE
• Promoting good governance and building a culture of compliance and commitment to the prevailing legislative requirements within the sector and AgriSETA.
FINANCIAL MANAGEMENT
• Budget and expenditure management.
• Develop and manage submission of relevant documents as per the National Treasury Regulations (NTR).
• Knowledge of the PFMA, National Treasury compliance and reporting.
• Ensure Compliance with Section 51 of the PFMA to prevent Fruitless, Wasteful and Irregular Expenditure.
STAKEHOLDER MANAGEMENT
• Build, foster and strengthen relationship between the Board, Governance Committees, Sub-Committees, Management, Department of Higher Education Science and Technology (DHEST), National Treasury (NT) Auditor General South Africa (AGSA) and Other Relevant and Key AgriSETA Stakeholders.
• Represent the SETA at the relevant strategic forums and maintain constant communication with all interested parties within and outside the sector.
PEOPLE MANAGEMENT
• Effectively lead the Company Secretariat function by maintaining a motivated team to deliver Organisational Strategy and Objectives.
 
MINIMUM QUALIFICATION & EXPERIENCE
• Relevant Bachelor’s degree in Law /LLB or Equivalent.
• MBA or equivalent in Applied Corporate Governance will be an added advantage.
• Knowledge of relevant legislation (e.g. PFMA and Treasury Regulations), compliance and governance requirements (including King Codes of Good Practice)
• Five (5) years’ minimum experience in a corporate secretariat environment of which three (3) years is at a managerial level.
• Extensive Corporate Governance, Compliance, Legislative Framework environment experience.
• Knowledge of legal and regulatory requirements affecting public entities, corporate governance instruments, and guidelines (e.g., KING Reports).
• Understanding of various legislation regulating public entities and SETAs in particular.
• Legislative acumen.

JOB PURPOSE
To administer research within the Skills Planning Department.
 
ROLE CONTEXT
Administration of research functions within the Skills Planning Department in the Research Unit working closely with the Research Manager.

RESEARCH
• Support the Research Manager within the Research Department to strengthen the Sector Skills Plan (SSP) and AgriSETA specific research.
• Conduct desktop, field and telephonic research.
• Under the guidance of the Research Manager, develop questionnaires / interview schedules and other data gathering tools from stakeholders.
• Administer face–to- face interviews/questionnaires and telephonic interviews from stakeholders
• Manage records and tracking of the all the questionnaires received.
• Capture research data.
• Collate all records of the all the questionnaires received.
CAPTURING OF DATA
• Data collection and capturing of questionnaires for incorporating into the Sector Skills Plan (SSP) and Research reports.
• Administering, capturing and editing of all questionnaires for all research related activities.
SECTOR SKILLS COMMITTEES
• Organise Sector Skills Committees’ meetings and plenary sessions.
• Draft meeting minutes.
• Receive and capture travel claims.
• Conduct site visits prior to the Sector Skills Committees’ meetings and plenary sessions.
• Organising Sector Skills Committees’ files.
• Responsible for the logistical arrangements.
MANAGEMENT OF DATA
• Collate, capture and store all questionnaires and other research tools used to capture.
• Compile research related data on request.
• Maintain various datasets.
• Basic data analysis.
STAKEHOLDER LIAISON
• Maintain stakeholder relations.
• Provide guidance to stakeholders about research opportunities.
• Provide feedback on travel claims for Sector Skills Committees’ members.
ADMINISTRATION
• Organise meetings for research purposes with stakeholders.
• Generate weekly and monthly reports.
• Assist with basic administration tasks.
• Manage records and tracking of all research-related activities.
AD HOC
• Any other duties which may be assigned from time to time.
 
INTERNAL AND EXTERNAL CONTACTS
• Internal departments: All departments within AgriSETA.
• External research partners and stakeholders.
 
MINIMUM QUALIFICATIONS AND EXPERIENCE
• A completed Bachelor’s degree in Social Sciences (NQF Level 7) or Equivalent with Research Methodology as a module.
• A relevant Post Graduate qualification will be an added advantage.
• 2 years’ proven experience conducting research.
• Experience in undertaking interviews and questionnaires with individuals and focus groups.
• Basic statistics experience.
• Driving license is mandatory.
 
REQUIRED COMPETENCIES

• Demonstrated competence with Microsoft Word, Excel, Outlook.
• Excellent written, verbal and interpersonal communication skills.
• Have the necessary administrative skills.
