JOB PURPOSE
Reporting to the Chairperson of the Accounting Authority (Board), the Chief Executive Officer will be responsible and accountable for all aspects of AgriSETA’ s corporate management, core business delivery, financial management and reporting obligations.
 
KEY PERFORMANCE AREAS - FUNCTIONAL OUTPUTS / ACTIONS
 
PROVIDE STRATEGIC LEADERSHIP IN RELATION TO THE DEVELOPMENT OF THE ORGANISATIONAL STRATEGY
  • Sector Skills Plan (SSP), Strategic Plan (SP), Annual Performance Plan (APP), Service Level Agreement (SLA) and Operational Plans (OPs) are Smart, Measurable Attainable, Reliable and Timebound (SMART).
  • Achievement of the Annual Performance Plan targets.
 
ENHANCE ENTITY PERFORMANCE AND IMPLEMENTATION OF THE BOARD RESOLUTIONS
  • Ensure Policy Development and Review.
  • Implementation of the Board Resolutions.
 
100% COMPLIANCE TO DHET - NT- AGSA - SAQA AND QCTO AS STATUTORY BODIES
  • Annual Financial Statements (AFS - Audited & Unaudited) and Annual Report (AR) to AGSA / DHET/ NT / Parliament; SETMIS Report DHET and Quarterly Performance Information to DPME.
  • Maintain SAQA Accreditation and Quality Assurance Report to QCTO.
 
FINANCE, RISK AND ICT MANAGEMENT
  • Budget alignment to Performance.
  • Oversee the compilation and management of Budget within the Legislative.
  • Regulatory and Policy Framework governing financial management in the public sector.
  • Oversee the implementation of the Information Communication Technology Strategy.
  • Oversee high level mitigation of the Risk and the management thereof.
 
STRATEGIC STAKEHOLDER ENGAGEMENT
  • Oversee implementation of the Integrated Marketing Plan.
  • Regular Stakeholder Engagement, External Conference and Workshops (SETA CEO one-on-one meetings, SETA Forums, DHET meetings, NSA, Levy Payer visits in the provinces etc.
  • Oversee the convening of the Accounting Authority (Board) Annual General Meeting.
  • Ensure that articles are written for the Publications in relevant Skills Magazines and act as primary spokesperson and/or communications for the AgriSETA as per the AgriSETA Communications Policy.
 
MINIMUM QUALIFICATION & EXPERIENCE
  • A Master’s degree in Management, Leadership and /or Public Administration or equivalent.
  • PhD will be an added advantage.
  • At least 10 years’ experience within a senior management or executive level, preferably within the public sector
 
KNOWLEDGE AND SKILLS
  • Knowledge and understanding of the following laws: Skills Development Act, Skills Development Levies Act, Public Finance Management Act.
  • Knowledge in accounting and finance matters.
  • Above average understanding of the core business of a SETA.
  • Knowledge of corporate management and governance.
  • Excellent analytical skills.
  • Highly developed communication skills.
  • Good interpersonal skills.
  • Strategic leadership.
  • Ability to provide effective and efficient agricultural research support to study groups.
  • SETA-related and /or skills development experience would be an added advantage.
