JOB PURPOSE
Monitoring and evaluation of programmes and projects performance against set targets. Impact evaluation, developmental evaluation, process evaluation, mid-term evaluation and final evaluation of programmes and projects. Consolidated reporting. To implement M&E systems focused on data collection, analysis and reporting.
ROLE CONTEXT
• The development of suitable monitoring and evaluating tools to measure the impact of AgriSETA programmes to ensure that the desired outcomes are met.
• Responsible for monitoring and evaluating initiatives, programmes and projects, both new and established, providing accountability and ensuring efficiency and success from start to finish.
• Responsible for establishing, modifying and monitoring key performance indicators to report and record progress for programmes and projects ensuring agreed deliverables are met.
KEY PERFORMANCE AREAS
KEY PERFORMANCE AREA: To ensure compliance to all record management processes and procedures, as well as statutory and regulatory requirements
FUNCTIONAL OUTPUTS / ACTIONS:
• Support and evaluate departmental plans to improve the achievability and reliability in line with AgriSETA priorities.
• Managing the implementation of AgriSETA operational plans within the legislative and regulatory framework
• With input and support from the Manager: Research, Monitoring and Evaluation assure thorough and complete completion and timely submission of all required and indicated Monitoring and Evaluation related data and narrative reports by:

• Ensure monitoring and evaluation-related quality improvement process and comprehensive utilisation and implementation of monitoring and evaluation framework by:

FUNCTIONAL OUTPUTS / ACTIONS:
• Research, co-develop and review appropriate systems and processes and adopt best practices.
• Developing, implementing and institutionalising an impact assessments framework at operational projects and organisational business impact level Working closely with MIS Assistant Manager to establish, and then periodically review, MIS for AgriSETA with performance indicators and targets embedded in the system for implementation and tracking
• Ensuring that the performance of the AgriSETA’s programmes and/ or projects is monitored, evaluated, measured and reviewed against indicators and targets set in the Annual Performance Plan by:
• Liaise with relevant programme managers and coordinators to ensure that lessons learned and recommendations are used to modify existing programmes and in the design of new activities
• Analysing the data collected and transforming such into information pertaining to the progress and areas for improvement.

• Conducting performance appraisals and identify training needs.

INTERNAL AND EXTERNAL CONTACTS
MINIMUM QUALIFICATIONS AND EXPERIENCE
Proven experience in:
• Planning and performance management within a public entity
• Developing evaluation frameworks, conducting operational research and impact evaluations and process evaluations
• Monitoring programme implementation using qualitative and quantitative approaches
• Developing and coordinating data collection, processing and analysis systems
• Knowledge and proficiency in statistical analysis, quantitative and qualitative data collection and analysis
• Ability to design monitoring and evaluation frameworks as well as impact assessment methodology, instruments and tools
REQUIRED COMPETENCIES
• Computer literacy (MS suite)
• Statistical Analysis Programmes such as SPSS, STATA or similar
• Knowledge of relevant legislation within the SETA environment.
• Project management knowledge
• Documentation, information management and reporting
• Ability to review, synthesize information and produce quality reports

- Ensuring thorough and timely reporting by all reporting AgriSETA staff and shareholders and asking for updates and revisions where needed
- Ensure the provision of reports with the appropriate level of detail for the purpose the report has been prepared.
- Annual reporting against operational plan(s) and research agenda deliverables
- Perform monthly and annual statistical and statutory reporting on all relevant programme issues and other related operational functions
- Prepare quarterly performance reports for submission to the Quarterly Performance Review Meeting
- Report and make recommendations to the Operations Unit on project performance, impact and sustainability
- Ensure and control data management of data collected in order to facilitate documentation and reporting of assessments, programme data, lessons learnt and best practices for internal and external sharing

• Ensure monitoring and evaluation-related quality improvement process and comprehensive utilisation and implementation of monitoring and evaluation framework by:
- Assessing organisational and performance gaps within the different programmes and report on corrective actions needed
- Reviewing and analysing monthly and quarterly reports to identify the causes of potential bottlenecks in project implementation and to enhance quality of reporting
- Collect data from programmes and projects implemented
- Ensure utilisation of resources
- Verify implementation of projects and attainment of objectives against set targets

- Contributing to the development and refining of generic and specific performance and sustainability indicators for each type of project to ensure that they are objective, practical, specific, creative, cost effective and monitor them throughout the duration of the projects
- In collaboration with the relevant Managers and specialists, implement monitoring plans that capture quantitative and qualitative data to report on programme performance indicators
• Liaise with relevant programme managers and coordinators to ensure that lessons learned and recommendations are used to modify existing programmes and in the design of new activities
• Analysing the data collected and transforming such into information pertaining to the progress and areas for improvement.

INTERNAL AND EXTERNAL CONTACTS
- Internal departments: All divisions within AgriSETA
- EXTERNAL Incumbent liaises with: Stakeholders, DHET, Internal Audit, and other institutions working with AgriSETA
MINIMUM QUALIFICATIONS AND EXPERIENCE
- Qualification in Monitoring and Evaluation (NQF level 7) preferred or Auditing
- A minimum of 5 years work experience in a Monitoring and Evaluation or Auditing environment with at least two (2) years of experience as a specialist.
