AGRICULTURAL RESEARCH COUNCIL (ARC)
 
The Agricultural Research Council (ARC) is a premier science institution that conducts research with partners, develops human capital and foster innovation in support of the agricultural sector. It provides diagnostic, laboratory, analytical, agricultural engineering services, post-harvest technology development, agrochemical evaluation, consultation and advisory services, food processing technology services as well as various surveys and training interventions. Through its wider network of research institutes and experimental farms, the ARC provides a strong scientific base and a broadly distributed technology transfer capacity to the entire agricultural industry in South Africa.
 
The ARC-Central Office (ARC-CO & OVR) seeks to appoint a highly skilled, experienced and dynamic person to the following positions at Hatfield and Onderstepoort, Pretoria:

CHIEF SECURITY OFFICER
 
Key Performance Areas:
Access Control Management
 Conduct physical search of vehicles in line with ARC procedures to ensure that no prohibited/ undeclared items and substances gain access or exit ARC premises,
 Maintain strict access control by ensuring adherence to Access and Egress procedure of ARC, which include ARC employees, visitors, tenants and contractors,
 Manage the patrolling of ARC premises, critical facilities and the perimeter and generate patrol records/reports to minimize security breaches,
 Oversee maintenance of Security Control Room equipment to ensure that they are functioning effectively e.g. cameras, alarms, energizer, lighting etc.,
 Generate incident reports of access and egress, patrolling and the Control Room to resolve access control challenges involving clients at various levels.
 
 
Management and Monitoring of Security Surveillance Systems and Equipment
 Manage the deployment and daily functioning of security systems e.g. cameras, electric fencing, gates, lighting, access points, computer systems, etc. to detect and counter any act of intrusion,
 Conduct quarterly surveillance systems audits and maintenance records to ensure adherence with security standards,
 Control access and use of Firearms including ammunition to ensure compliance with ARC Security Policy and Firearms Control Act,
 Manage the physical security assets including vehicles, patrol monitors, weapons and any other equipment to ensure safety of personnel and assets of the organization.
 
Security, safety, health and environmental incidents and emergencies response management
 Maintain the NKP Security Incidents Reporting Register to ensure that all Security incidents are reported, recorded, actioned, evaluated and preventative measures adopted,
 Respond to emergencies in line with the ARC emergency and response plan,
 Oversee optimal functioning of ARC contracted Reaction force service provider in line with Service level agreement to promptly attend to emergencies.
 
Compliance with Security Standards (Statutory)
 Draft and Review all Security, Appreciation plan, presented Security plans at the JPC for inputs,
 Draft and Submit monthly and annual management reports to relevant stakeholders,
 Ensure the JPC meetings is coordinated and takes place as schedule, Minutes are classified and filed with non-disclosure of information,
 Conduct threat and risk assessments, security audits,
 Investigate and report incidents immediately to the Provincial commander.
 
Human and Asset Management
 Manage the security component of the Institution ensuring Security meetings,
 Ensure the health and safety of all deployed Officers by reporting unsafe working conditions,
 Manage discipline within the team in conjunction with Service provider to ensure effective working relationships,
 Ensure the allocation of work to team members in line with service level agreement for optimal service delivery,
 Manage conflict amongst team members to encourage healthy working relations,
 Ensure allocation of resources to subordinates to ensure to maximise performance,
 Safekeeping of all assets used during a Shift e.g. vehicles, firearms, patrol monitors etc.
 
Requirements:
 National Diploma in Security/ Risk Management,
 National Key Point Training Certificate, Fire arm Competency Certificate handgun, shotgun and or rifle,
 Five (5) years’ experience in physical security operations at a National Key Point;
 Professional membership: PSIRA Grade A
 Knowledge of Physical Security Shift operations and Minimum Information Security Standards (MISS)
 National Key Point Act 102 of 1980 and regulations;
 Knowledge of Labour Relations Act 66 of 1995 and Criminal Procedure Act 51 of 1997
 Knowledge of South African Constitution and Strategic Intelligence Act,
 Threat, Risk assessment skills, Investigation and Interviewing skills,
 Security professional with proven Behavioural competencies Required,
 Excellent communication skills verbal and written,
 A sound working knowledge of security best practice and legislation affecting the Security role,
 Sound judgement and decision making skills, with a ‘hands on’, problem solving approach, able to remain calm under pressure and take control of incidents,
 A comprehensive knowledge and understanding of asset and information protection principles necessary to plan and implement security programs and solutions in support of the business,
 Must have the skill and ability to conduct and/or support sensitive investigations involving personnel, assets and/or proprietary information,
 A demonstrated ability to implement policies and procedures for the overall protection of ARC assets,
 Ability to perform annual risk analysis for the ARC, particularly with respect to level of crime, workplace violence, threats from natural and man-made disasters,
 A Valid South African Drivers Licence.
 
 
 
 
2SENIOR SECURITY OFFICER
 
Key Performance Areas:
Contract Supervision
 Supervise outsourced security guarding services: Site inspections, Draft job descriptions, organize Monthly and quarterly meetings, draft specifications for sites,
 Monitoring of security daily routine activities: Job observations and performance assessment of security officers,
 Assist with service provider administration SLA compliance,
 Conducting of security patrols and inspections.
 
Manage the physical security function
 Manage Access control, key control, office security and contingency planning,
 Draft internal security procedures, based on the ARC Security Policy document,
 Advise management about amendments to such procedures,
 Assist in project management: draft specifications, run security projects, maintain existing electronic security systems,
 Identify all risks and threats to the physical security of the ARC as well as vulnerabilities in the ARC capacity to counter these,
 Compiling of monthly reports and quarterly on security operations.
 
Security Breaches
 Respond to reported security breaches and do basic investigations on the security incidents,
 Report on security incidents and risks,
 Liaise with local law enforcement agencies.
 
Compliance Security
 Ensure compliance with Minimum Information Security Standards (MISS), Minimum Physical Security,
 Standards (MPSS), and Security policy – Audits etc,
 Conduct physical security appraisals/audits and recommended measures for implementation in Consultation with relevant authorities,
 Liaise with the relevant authority about all physical security needs, problems to ensure effective security e.g. key control, access control and other security equipment/installations,
 Run a physical security awareness program in the ARC
 Implement security emergency procedures,
 Conducting of after-hours inspections.
 
Requirements:
 National Diploma / Btech : Security Risk Management or Police Science;
 Professional membership: PSIRA Grade A,
 A valid code B driver’s licence.
 Five years’(5) experience in physical security operations,
 Knowledge of Physical Security Shift Operations and Minimum Information Security Standards MISS,
 National Key Point Act 102 of 1980 and regulations,
 Knowledge of Labour Relations Act 66 of1995 and Criminal Procedure Act 51 of 1997,
 Knowledge of South African Constitution and Strategic Intelligence Act,
 Threat, Risk assessment skills, Investigation and Interviewing skills,
 Security professional with proven supervisory experience within the security industry, the public sector or armed services,
 A sound working knowledge of security best practice and legislation affecting the security role
 Sound judgement and decision making skills, with a ‘hands on’, problem solving approach, able to remain calm under pressure and take control of incidents,
 A comprehensive knowledge and understanding of asset and information protection principles necessary to plan and implement security programs and solutions in support of the business,
 Must have the skill and ability to conduct and/or support sensitive investigations involving personnel, assets and/or proprietary information,
 A demonstrated ability to implement policies and procedures for the overall protection of ARC assets
 Excellent communication writing and verbal,
 Ability to perform annual risk analysis for the ARC, particularly with respect to level of crime, workplace violence, threats from natural and man-made disasters.
