Purpose of the job
To provide strategic and operational business leadership and services to Agrément South Africa Finance and Supply Chain Management Division to enable the Organisation achieve its mandate and strategic outcomes.
Key responsibilities:
Implement, improve and oversee the Finance and Supply Chain strategies, policies and business processes for Agrément South Africa by:
- Developing, advising, managing and implementing Finance and Supply Chain Management policies and procedures.
- Alignment of Agrément South Africa strategic Finance and Supply Chain Management policies with government policy in terms of vision, mission, values, ethics, policy, governance and risk management.
- Assisting the CEO in developing medium term strategic Finance and Supply Chain Management plan and oversee implementation.
- Advising on and monitoring the implementation of National Treasury directives and guidelines in the Agrément South Africa Strategic Finance and Supply Chain Management Plan.
- Compliance and completion of all Financial Reporting requirements.
- Monitoring the implementation of cost-effective measures and ensure that operational
expenditure is contained within the agreed budgets. - Allocating sufficient funds to ensure the medium-term viability of Agrément South Africa and direct the strategic budgeting processes and allocation.
- Placing effective and appropriate controls to prevent unauthorized, irregular and futile
expenditure and reporting on budget irregularities. - Preparing Agrément South Africa’s budget vote statements.
- Collating, tabulating and presenting appropriate reports/statistics as required on an ongoing basis by the Board of Agrément South Africa, the Board sub-committees, Executives, Parliament and Department of Public Works.
- Leading all reporting processes (i.e. preparation, analysis and presentation) within the Finance Division e.g. Financial, Accounting, Auditing, Operational reports, the Board’s feedback, Audit and other Committee feedback.
- Establishing and maintaining effective and efficient financial management.
- Developing management systems of internal control in the Finance Division.
- Complying to relevant Financial Regulations or Legislation.
- Evaluating the contents of, conclusions and recommendations emanating from the audit report and providing commendations pertaining to the findings and identified control weaknesses.
- Providing leadership and management to the staff of the Finance Division.
- Measuring and ensuring service driven outcomes and evaluating and reporting on results to the Department of Public Works.
- Developing partnerships and sharing knowledge with relevant stakeholders.
- Complying and adhering to stakeholder requirements.
- Revising and implementing the procurement policy of the organization.
- Ensuring adherence to the Organisations procurement policies and procedures, the
Preferential Framework Act, the PMFA and other applicable legislation when goods and services are procured for the Organisation. - Training the staff in the application of procurement policies and legislations.
- Assisting and advising business unit managers in preparing and managing service contracts.
- Negotiating preferential rates for the Organisation.
- Acting as a custodian of all procurement or service contracts in the Organisation.
- Overseeing the tendering processes and advising managers in their areas.
- Coordinating tender processes and the evaluation thereof.
- Ensuring efficient, effective and economical procurement, storage, risk control, distribution (issuing), maintenance, admin and control over assets and services for the Organisation
- Ensuring that items are procured at the best cost and quality measures.
- Ensuring that management information is produced and available on a monthly basis.
- Planning for future income levels including the determination of income sources.
- Focusing on the collection and allocation of revenue collected from relevant sources.

Minimum Requirements:
- A B-Com in Financial Management/Accounting (NQF Level 7 or equivalent).
- Chartered Accountant (South Africa) qualification.
- A postgraduate qualification will serve as an added advantage.
- 5 Years’ Experience in a Senior management position in the Public sector Finance or Accounting.
- Experience and working knowledge of SAGE Pastel.
- Knowledge of Basic Accounting Systems, Persal, MTEF and the budget process, PFMA, PSA, PSR, Division of revenue act, Adjustments Appropriate on Act, Income Tax Act, Treasury regulations, Supply Chain Management, Internal controls procedures, advanced Microsoft Office applications.

ECO-LABELLING MANAGER
Fixed Term Contract

Purpose
The main purpose of this position is to develop eco-label specifications (along with applicable scheme rules), for approval by the Board of Agrément South Africa, for scheme implementation by February 2023
Key Responsibilities:
- Conduct a socio-economic impact analysis
- Review existing ecoASA specifications in line with the methodology adopted by the Good Environmental Choice Australia (GECA), by reviewing the applicability of the GECA standards and any other applicable best-practice eco-label standards and its relevance in South Africa
- Engage and solicit stakeholders input on the specifications
- Review and update the ecoASA business model
- Prepare for and lead ecoASA internal and external audits
- Scheme marketing
- Stakeholder engagement
- Develop potential client database.
- Develop a technical expert database, for the purposes of review of the specifications.
- Develop specific scheme rules, applicable to the specifications.
- Pilot each specification.

Requirements:
- Matric certificate plus a bachelor’s degree in Environmental/Natural Sciences or an equivalent relevant qualification (NQF level 7) plus three years’ experience in eco-labelling and/or standards/specification development.
- Experience in the development and implementation of environmental and related legislation particularly relating to planning, implementation, and management of Eco-labelling systems.

FINANCIAL MANAGER

Purpose:
To provide accurate financial information and manage financial systems in accordance with
generally recognized accounting practices (GRAP).
Duties and Responsibilities Include (but are not limited to):
- Prepare financial reports for submission to ASA relevant structures and Treasury to
ensure financial information is reliable, efficient and effective - Maintain effective financial internal control through a risk assessment workshop,
ensuring ASA has mitigating controls to avert risks identified - Monitor compliance to ensure that operations are in line with Treasury regulation
and PFMA requirements - Accurately load all payroll payments from the payroll report for payment of salaries
to staff - Manage accounts receivable and payable to ensure funds are received and paid
timeously, and to comply with Treasury regulation and budgetary requirements - Ensure asset management is correctly classified and recorded in line with GRAP
standards and Treasury regulations to ensure safeguard of assets - Manage staff to ensure the finance department delivers on their mandate to the
ASA and all stakeholders. - Facilitate compliance with the Public Finance Management Act (PFMA).
- Understand the implication of changes in statutory financial requirements to the
company’s business. - Communicate this to the CFO and executive committee, and implement the
necessary company policies to comply with change. - Support the external and internal audit function to ensure compliance with
accounting standards, law and internal controls. - Financial Systems Management.
- Monitor batches on the financial system to ensure that all batches are approved and
posted on a regular basis. - Follow up with all users for non-compliance.
- Approving financial system generated monthly reports in preparation for standard
monthly reporting. - Ensure all journal entries are captured and approved on the financial system.

The main purpose of this position is to lead audits for Agrément South Africa certified products and systems, for compliance monitoring and recertification purposes, as well as audit applicants’ quality management systems, for the purpose of certification.
Key Responsibilities:
- Perform specific lead quality assurance tasks in line with Agrément South Africa’s guideline and standards.
- Review process documentation for compliance with the Quality Management System
- Communicate clearly within the quality assurance unit and others on the activities.
- Investigate client queries/complaints related to performance-in-use of certified products and systems.
- Conduct all quality assurance activities ethically.
- Support Technical Assessment on the following:

To provide administrative and technical support to the certification processes of Agrément South Africa for evaluating the fitness for purpose of non-standardized construction products, materials, and systems against performance-based criteria.
Key Responsibilities:
- Perform administrative duties for the Technical Services functions by:
- Providing support to the Executive Manager: Technical Services and the Technical Group Leaders in respect of meeting coordination, including, but not limited to making all logistical arrangements required for meetings
- Performing records management processes, (filing and retrieval), for the department in accordance with the document management policies.
- Ensuring preparation and processing of documentation/packs required to be couriered/dispatched to clients and stakeholders.
- Providing effective and efficient office administration as directed.
- Providing reception support and general field general enquiries for the department

Internal Auditing Responsibilities:
- Executing of a risk based internal audit in accordance with the annual audit plan.
