Introduction
We are currently recruiting for an experienced Chief Financial Officer to join our team on a 5 year fixed term contract.
Purpose
To provide strategic and operational business leadership and services to Agrément South Africa Finance and Supply Chain Management Division to enable the organisation to achieve its mandate and strategic outcomes.
Duties & Responsibilities
Finance Reporting, Strategy and Policy
Develop and oversee the implementation of Finance and Supply Chain strategies, policies and business processes for Agrement South Africa by:
- Develop Finance and Supply Chain Management policies and procedures
- Ensure strategic alignment of Agrement South Africa with government policy in terms of vision, mission, values, ethics, policy, governance and risk management
- Develop medium term strategic plan and oversee implementation
- Advise on and monitor the implementation of National Treasury directives and guidelines in the Agrement South Africa Strategic Plan
- Delegation of authority
- Ensure compliance and completion of all Financial Reporting requirements
- Develop and drive Financial Risk Management Controls and Strategy
Budget Management
Manage the Agrément South Africa Finance and Supply Chain Budget by:
- Monitor the implementation of cost-effective measures and ensure that operational expenditure is contained within the agreed budgets
- Ensure that sufficient funds are allocated to ensure the medium-term viability of Agreement South Africa and direct the strategic budgeting processes and allocation
- Ensure that effective and appropriate controls are put in place to prevent unauthorized, irregular and futile expenditure and report on budget irregularities
- Prepare Agrement South Africa’s budget vote statements
- Collate, tabulate and present appropriate reports/statistics as required on an ongoing basis by the Board of Agrement South Africa, the Board sub-committees, Executives, Parliament and Department of Public Works
- Lead all reporting processes (i.e., preparation, analysis and presentation) within the Finance Division e.g. Financial, Accounting, Audit, Operational reports, the Board’s feedback, Audit and other Committee feedback
Financial Governance
Development and Implementation of Financial Governance and Risk Management by:
- Establish and maintain effective and efficient financial management with the Finance Division.
- Ensure systems of internal control in the Finance Division
- Ensure compliance with relevant Financial Regulations or Legislation
- Evaluate the content, conclusion, and recommendation emanating from the audit report and provide recommendations pertaining to the findings and identified control weaknesses
People Management
Manage the staff in the Finance and Supply Chain Management Division by:
- Providing leadership and management to the staff of the Finance Division
Asset Management
Manage and report on the financial assets of Agrement South Africa by:
- Ensuring that asset management processes and procedures are followed
- That all ASA assets are recorded and records kept up to date
Stakeholder Relationship Management
Oversee Stakeholder Relationship Management by:
- Measure and ensure service-driven outcomes and evaluate and report on results to the Department of Public Works and Infrastructure, National Treasury
- Develop partnerships and share knowledge with relevant stakeholders
- Ensure compliance and adherence to stakeholder
Supply Chain Management
Oversee Supply Chain Management in Agrement South Africa by:
- Revise and implement the procurement policy of the organisation
- Ensure adherence to the organisation's procurement policies and procedures, the Preferential Framework Act, the PMFA, and other applicable legislation when goods and services are procured for the organisation
- Train the staff in the application of procurement policies and legislation
- Assist and advise business unit managers in preparing and managing service contracts
- Negotiate preferential rates for the organisation
- Act as a custodian of all procurement or service contracts in the organisation
- Oversee the tendering processes and advise managers in their areas
- Coordinate tender processes and the evaluation thereof
- Ensure efficient, effective, and economical procurement, storage, risk control, distribution (issuing), maintenance, admin, and control over assets and services for the organisation
- Ensure that items are procured at the best cost and quality measures
- Ensure that management information is produced and available on a monthly basis
Revenue Management
Manage and oversee effective Revenue Management by:
- Planning for future income levels including the determination of income sources
- Focusing on the collection and allocation of revenue collected from relevant sources
- Focusing on accounting for treasury payments
- Management of the investment funds
- Implementing control mechanisms to monitor debtor accounts
Ad Hoc Duties
- Perform any and all reasonable and agreed-upon tasks given by the CEO
Desired Experience & Qualification
- Chartered Accountant (South Africa) qualification
- 12 Years’ experience in Finance / Built environment/ Public Sector
- 5 Years’ Experience in a Senior management position in the Public sector Finance or Accounting.
- Experience and working knowledge of SAGE 300 People
- Knowledge of Basic Accounting Systems, Persal, MTEF and the budget process, PFMA, PSA, PSR, Division of Revenue Act, Adjustments Appropriate on Act, Income Tax Act, Treasury regulations, Supply Chain Management, Internal controls procedures, advanced Microsoft Office applications
