The Ngwathe Local Municipality situated in the Free State Province herby invites suitable qualified applicants to apply for the following vacant positions
DEPARTMENT: COMMUNITY SERVICES
CHIEF FIRE OFFICER X1:
(Permanent Position)
REMUNERATION: (R552 871.80.00 per annum Post Level 3)
MINIMUM REQUIREMENTS
Grade 12 Matric: Valid C1 Driver’s license; Diploma or Bachelor Degree in fire Technology; Southern Africa Emergency Service Institute (SAESI) Associate Diploma. 12 years’ s experienced in a recognized Fire Brigade Services environment with at least 6 years in the capacity of Management of fire Services. Fire Instructor; Incident Command System; Fire Investigation; Advance Fire Prevention (Preferred). Computer literacy and proficiency in MS/Word/Power Point. Knowledge of and Skills in ability to demonstrate application of; Principles and Practices of the Organization, administration, training, Safety, budget and personal management. Procurement and maintenance requirements of the fire apparatus and equipment, mechanical, chemical and related characteristics of wide variety of flammable and explosive materials and objects. National, provincial and local laws and regulations pertaining to fire Suppression and fire safety.
KEY RESPONSISBILITIES
• Oversee major emergency operations.
• Make effective use of personnel, equipment and apparatus in emergency and non-emergency situation.
• Provide effective instructions to subordinates, supervise, train and evaluate the performance of subordinates.
• Ability to manage operations in multi-agency incidents.
• Knowledge of technical rescue operations and special operation.
• Ability to liaise with relevant agencies for fire safety purposes.
• Ability to integrate a variety of methods and strategies to reduce fire risks.
• Analyses fire patterns to determine fire origin and cause.
• Ability and Knowledge to develop and implement emergency response plans for identified fire risks.
• Ability to identify, document, communicate project, specific hazards and risks.
• Have skill in recognition and mitigation of a variety of miscellaneous hazards and risks within different working environment.
• Read architectural plans drawn to various scales.
Special conditions attached to post:
• Due to the nature of the job, the Chief Fire Officer is expected to have a reasonable level of fitness with no extreme cardiac or respiratory anomalies.
• Must be able to attend specialized training courses as and when required by the municipality
• Must be able to work overtime.
• Must be able to work under pressure.
• Must have the capacity to work operate under extreme hazard and traumatic conditions.
• Must be able to work at heights, in confined/limited vision conditions.
• Must be willing to be on standby and on call out duty.
STATION OFFICER X1:
(Permanent Position –Stationed in Parys)
REMUNERATION: (R442 317. 23 per annum Post Level 5)
MINIMUM REQUIREMENTS
Requirements:
• Code EC 1 Driver’s License; Grade 12 certificate; Certified Fire Fighter I and II course: Hazmat Awareness and Operation: Basic Life Support (BLS) or First Aid level 3; Officer I; Computer literate; 6 years’ operational experience of which 2 years must be at supervisory level. Knowledge of technical firefighting operations using multiple resources. Ability to manage operations in a multi-agency incident. Ability to practice workload management according to SOP. Ability to record and retrieve emergency incident records. Ability to document and reports any complaints, mechanical failure, or problems to the appropriate authority. Ability to assure completeness and accuracy of call information, response times, and required shift reports. Ability to identify, document and communicate project specific hazards and risks. Skill in recognition and mitigation of a variety of miscellaneous hazards and risks within different working environment.
Key responsibilities
1. Control daily of sub-ordinates.
2. Instruct personnel in relation to daily activities.
3. Arrange shift meetings.
4. Compiling of weekly reports.
5. Respond to any firefighting rescue services, medical emergency services.
Hazardous chemical accident, multi-disciplinary operation and special duties.
6. Responsible for the outside visit and site visit of the shift.
7. Effective application of Batho Pele Principles.
