WHOLESALE AND RETAIL SETA (W&RSETA)

 

 

SENIOR MANAGER: MONITORING AND EVALUATION 

 

The Wholesale and Retail Sector Education and Training Authority (W&RSETA) seeks to employ a Senior Manager: Monitoring and Evaluation who will report directly to the Executive: Strategic Planning, Performance and Evaluation and be based at the Head Office: Centurion. 

Grading: (Role Band: D5) 

Salary: R1 765 421 (Total Cost to Company per annum) 

 

The role of this position is to: 

To ensure the effective and efficient development and implementation of a Performance Monitoring and Evaluation System that will support the SETA to continuously and proactively monitor and report performance at all levels of operations and enable optimal alignment and adherence to applicable legislation. 

 

Key Performance Areas will include but are not limited to the following: 

·       Ensure efficient, effective, timeous and professional monthly and quarterly reporting to DHET and other related structures 

·       Ensure the implementation of an effective and proactive performance monitoring and evaluation strategy and system that will enable proactive, accurate reporting of SETA performance on all levels of operations 

·       Oversee and direct the development, review and implementation of the SETA’s Monitoring and Evaluation Policy to ensure delivery on objectives 

·       Ensure the development, review and efficient and effective implementation of the Organisational Performance Management Policy 

·       Ensure the effective and efficient coordination, verification and analysis of monthly, quarterly, mid-year and annual organisational performance on the implementation of the Annual Performance Plan (APP) and Provincial Operational Plans 

·       Ensure the effective and proactive provision of action plans for performance information findings, monitor and report on the successful implementation thereof 

·       Proactively advise and contribute to continuous improvement of organisational performance management processes 

·       Ensure the efficient, effective central management of SETA information e.g. policies and procedures, plans, reports, strategies etc. making sure information is secure, however accessible 

·       Ensure the compilation of monthly and quarterly programme performance reports as a mechanism for measuring delivery on the SETA’s strategic objectives 

·       Accountable for the compilation of the SETA’s annual reporting, ensuring accuracy, quality and compliance to standards and legislation 

·       Coordinate the submission of the consolidated SETA’s performance reports to external stakeholders 

·       Manage the efficient development and implementation of the Monitoring and Evaluation policies, programmes, procedures and guidelines 

·       Close working relationship with Research and Innovation, & Strategic Planning to optimally support the provinces and proactively contribute to optimizing SETA performance 

·       Ensure provision of training and support to the provinces and head office on Monitoring and Evaluation processes, policies, procedures and best practices 

·       Manage, develop, coach, motivate, performance manage and inspire the Performance and Reporting team, ensuring performance against set individual targets 

·       Ensure knowledge-sharing, documentation of information and a team that is informed and up to date with developments in the sector 

·       Ensure a close working relationship between the different divisions to ensure continuous delivery on SETA’s performance targets 

·       Ensure that the synergy between the different divisions is utilized to continuously support SETA’s performance and delivery against set objectives 

·       Manage and control effective utilization of the Monitoring and Evaluation budget 

·       Ensure adherence to W&RSETA policies, procedures and relevant legislation 

·       Professional visible representation of the SETA, ensuring all behaviours and conduct are aligned with the company values 

·       Maintain professional and technical knowledge and best practices and ensure a team that is informed of new developments and initiatives 

·       Effectively plan, coordinate, manage and execute ad hoc projects 

 

Minimum Qualifications and Experience 

·       An appropriate qualification (NQF 7) in Social Science/ Public Management or Administration/Business Management or Administration, Monitoring and Evaluation

·       5 Years in organizational performance reporting or strategy at a management level

·       Excellent knowledge and understanding of data systems and information management systems 

·       Excellent knowledge and understanding of monitoring and evaluation methodologies and tools application 

·       Demonstrable experience in policy development and review 

·       Experience in a SETA environment is an added advantage 

·       Excellent knowledge and understanding of Corporate Governance and Regulatory Frameworks including: PFMA, Skills Development Act, Skills Development Levies Act, National Treasury Regulations, South African Qualifications Act, Government-Wide Monitoring and Evaluation Framework and other related legislation 

·       Knowledge, understanding and appreciation of regulatory and legislative framework within the SETA landscape

FINANCE MANAGER: LEVIES & GRANTS 

 

The Wholesale and Retail Sector Education and Training Authority (W&RSETA) seeks to employ a Finance Manager: Levies & Grants who will report directly to the Senior Manager: Finance and be based at the Head Office: Centurion. 

Grading: (Role Band: D2) 

Salary: R1 049 162 (Total Cost to Company per annum) 

 

The role of this position is to: 

To lead and apply sound financial management of levies and grant functions of the W&RSETA in support of the strategic objectives of the SETA, whilst ensuring compliance to the specified time frames, compliance to regulations, legislations, policies and procedures with sound transparent systems and efficient and effective controls in all areas of levies and grants. 

 

Key Performance Areas will include but are not limited to the following: 

·       Manage and implement efficient and effective management of levies, mandatory and discretionary grant functions, ensuring compliance with required time frames and legislation and regulations 

·       Assist and proactively contribute to the development and implementation of a financial strategy that will support long term sustainability for the SETA 

·       Lead, manage, develop, coach, motivate, performance manage and inspire the Finance Levies & Grants team ensuring performance against set individual and SETA targets 

·       Close working relationship with Provincial offices in order to provide project financial management support and expertise to departmental managers and project owners 

·       Prepare sound, accurate monthly project and financial reports 

·       Ensure the compilation of sound accurate annual contract commitment reports 

·       Efficiently manage the collection and recording of all revenue transactions into the accounting system according to the Generally Recognised Accounting Practice (GRAP) recognition and measurement principles 

·       Prepare project forecasts and contract cash flow projections 

·       Ensure new projects are accurately and timeously set up on the system to support operations and deliver on stakeholder needs and requirements 

·       Continuously monitor the effectiveness and efficiencies of Levies and Grants processes and procedures and implement improvement and enhancements to optimally support SETA needs and requirements 

·       Provide proactive professional support and advice on strategic projects for the organisation 

·       Prepare management accounts and budget variance analysis 

·       Provide monthly and quarterly statutory reports 

·       Implement and maintain effective and sound financial systems and controls 

·       Prepare and submit all regulatory returns i.e. Estimates of National Expenditure (ENE), Medium term Expenditure Framework (MTEF) and so forth 

·       Guide, facilitate and advice on the development, management and control of project budgets 

·       Ensure adherence to W&RSETA policies, procedures, PFMA and relevant legislation 

·       Provide formal, standard reporting and feedback ensuring accurate, up-to-date status on SETA’s financial performance 

·       Manage, guide, coach, performance management team 

·       Ensure knowledge-sharing, documentation of information, a team that is informed and up to date with developments in the sector 

·       Ensure a close working relationship between the different divisions to ensure continuous delivery on SETA’s financial needs and requirements 

·       Ensure that the synergy between the different divisions is utilized to continuously support SETA’s performance and delivery against set objectives 

·       Ensure sound administration and recording across all Levies & Grants processes and procedures 

·       Effectively plan, coordinate, manage and execute ad hoc projects 

·       Oversee the accurate monthly levy upload process 

·       Setup of projects chart of accounts on the AX system 

·       Initiate & maintain relationships with key stakeholders such as Internal & External Auditors, National Treasury; Department of Higher Education and Training etc. 

·       Guide and advice on the development & management of project budgets. 

 

Minimum Qualifications and Experience 

·       Bachelor of Commerce in Accounting/Cost Accounting/Financial Management 

·       Honours degree will be an advantage 

·       5 years’ relevant experience Finance environment 

·       Sound knowledge of GRAP and regulatory accounting standards and frameworks 

·       In-depth knowledge and understanding of Corporate Governance and Regulatory frameworks in particular Public Financial Management Act (PFMA), Treasury Regulations, Preferential Procurement Policy Framework Act (PPPFA) and its most recent regulations as well as guidelines, notices and instruction notes issued by the relevant authorities from time to time 

·       Experience in a SETA or Public Sector environment will be an advantage

QUALITY ASSURANCE OFFICER: KWAZULU-NATAL 

The Wholesale and Retail Sector Education and Training Authority (W&RSETA) seeks to employ a Quality Assurance Officer: KwaZulu-Natal, who will report directly to the Regional Manager: KwaZulu-Natal and be based at the KwaZulu-Natal Regional Office

Grading: (Role Band: C4) 

Salary: R626 184 (Total Cost to Company per annum) 

 

 

The role of this position is to: 

To provide a professional, efficient and effective quality assurance function and service on W&RSETA projects in the Region. 

 

Key Performance Areas will include but are not limited to the following: 

·       Effective and efficient end-to-end delivery, execution, coordination and implementation of quality assurance services on projects and programmes ensuring delivery within specified timelines and contract specifications 

·       Facilitate accreditation activities, including capacitation of Skills Development Providers (SDPs) on QCTO accreditation and extension of scope processes 

·       Monitoring and auditing of W&RSETA accredited training providers on legacy qualification

·       Facilitate extension of scope of Training Providers on W&RSETA legacy qualifications 

·       Ensure accuracy in the registration and notification of scope for assessors and moderators 

·       Capacitate stakeholders on quality assurance matters and resolve related queries within 48 hours 

·       Conduct Quality Assurance Onsite Monitoring of Projects 

·       Conduct workplace approvals and the Quality Assurance of workplace approvals conducted by others in relation to the qualification requirements. 

·       Capacitate TVET Colleges on quality assurance and SETA System requirements 

·       Facilitate external moderation of assessment 

·       Verification of learner information and credit uploads (NLRD) 

·       Effective submission of certification requests to Head Office ETQA Unit 

·       Participate in the planning of regional activities and projects 

·       Facilitate MIS training sessions for SDPs 

·       Risk management and fraud prevention 

·       Prepare for internal and external DHET/SAQA/QCTO audits 

·       Full compliance with the relevant legislation and organizational policies and procedures 

·       Prepare and submit monthly reports on quality assurance activities to the Regional Manager & Senior Project Specialist 

·       Responsible for capacitating the Regional Office Team on quality assurance matters 

·       Participate in Qualifications Assessment Specification / Curriculum Development on the new QCTO qualifications 

·       Monitor workplace provision in line with quality assurance requirements and learning programme 

·       Conduct 50% onsite external moderation within Projects 

·       Give support to other Business Units in closure of projects 

·       Continuously track, monitor and measure the learner results and performance against set standards and targets (the number’) in order to timeously implement viable solutions to achieve targets and to ensure adequate budget availability 

·       Provide formal, standard reporting and feedback ensuring accurate, up-to-date reflection of project and programme performance. 

·       Conduct site visits to stakeholders for learner / site verification and monitoring 

·       Up-to-date knowledge and intelligence to continuously support service delivery, programme and project implementation and improve performance 

·       Maintain a close working relationship between and amongst the team to optimally support performance and deliver on stakeholder needs and requirements 

·       Supports knowledge-sharing, documentation of information and setting of benchmarks for improved performance 

·       Maintain a good relationship between the different divisions to continuously support performance and delivery against set objectives 

·       Behaviours and conduct are aligned with the SETA values 

·       Effective, professional communication and dialogue with all Stakeholders 

·       Effectively plan, coordinate, manage and execute ad hoc projects 

 

Minimum Qualifications and Experience 

·       National Diploma in Public Administration/Public Management/ Human Resources Development

·       Registered as Assessor / Moderator will be added advantage 

·       5 Years’ experience in a training environment at specialist level dealing with Educational Quality Assurance 

·       Excellent knowledge and understanding of QCTO, assessment and moderation practices, learning programme design, E-learning and RPL 

·       Proficient in MS Office, MS Project 

·       External verifier preferred 

·       Exposure to program and material development 

·       Project Management Exposure / Certificate 

·       Knowledge, understanding and appreciation of regulatory and legislative framework within the SETA landscape 

·       A good knowledge and understanding of the NDP; NSDP; Skills Development Act; NSP; HRDS; NQF; SAQA Act; QCTO
