JOB PURPOSE:

The Deputy Director: Scholarly Communications, Digital Services and Systems provides strategic, managerial and operational direction for a multi-disciplinary team to enable advancement of scholarly communication, research services, research reporting, repositories infrastructure, digital curation and preservation, special collection management, website portal management, digital scholarship services, IT infrastructure and copyright services for the Library both nationally and internationally. This position is also responsible for Human Resources, Financial and Risk Management.

 

RESPONSIBILITIES:

The successful candidate’s responsibilities will include, but are not limited to:

  • Strategic management and IT governance:
  • Developing a divisional strategic plan for inclusion in the Department of Library Services (DLS) strategic plan;
  • Participating in the DLS’s Exco and Management Forums, and collaborating with relevant stakeholders internally and externally to advance the Library’s strategic goals and priorities;
  • Overall management of team by leading, directing, planning, organising, staffing, coordinating, budgeting and evaluating the Library’s operation in areas of responsibility;
  • Ensuring compliance with statutory laws and regulations of all relevant structures;
  • Providing leadership in the development of user-centred quality metrics for academic scholarship, visibility, and citation metrics; 
  • Ensuring that the DLS governance pertaining to division, are implemented and maintained;
  • Ensuring that a repository of department documents is recorder and kept up to date;
  • Project management and stakeholder engagements:
  • Investigating latest trends, developing recommendations for approval and implementation into Library Services;
  • Integrating of innovation projects into a seamless service delivery by the Library;
  • Managing project lifecycle, with resources and budget allocation;
  • Driving the effective execution of the stakeholder management to enhance collaboration and support between DLS and stakeholders;
  • Building and maintaining key relations and communications with stakeholders;
  • Financial management:
  • Compiling capital and operational budgets for the division on an annual basis; for submission to the Director for inclusion in the departmental budget application;
  • Ensuring management of the portfolio of contracts and contract renewals pertaining to external vendors/service providers to the UP’s UAIT and Capability Development division;
  • Managing the finances of the division in compliance with the University’s policies and procedures;
  • Human Resources and consultant’s management:
  • Managing the team in line with the DLS and divisional strategy;
  • Monitoring and ensuring compliance to the University’s Employment Equity targets;
  • Ensuring management of the portfolio of contract renewals pertaining to external consultants to the UAIT and Capability Development division;
  • Communicating the formulated-UP policies with the staff, contract appointments and consultants, and ensuring their adherence;
  • Managing both insourced and outsourced development resources, maintaining quality standards, and ensuring the successful delivery of development work;
  • Scholarly communication, digital services and systems:
  • Conducting research on innovation for library products and offerings;
  • Providing leadership and expertise in the development of the Library’s scholarly communication and research services and research reporting, in line with the UP strategy, national priorities, and global developments;
  • Leading the development of the Library’s IT services and support for relevant infrastructure, including the website;
  • Ensuring copyright services are optimum and support to all faculties is timeous;
  • Enhancing the visibility and impact of UP publications;
  • Advocating for new publishing models as the scholarly process continues to transform;
  • Representing the library on relevant bodies, committees, and task teams at an institutional and national level;
  • Managing the library website, and ensuring its design is informed by user needs.

 

MINIMUM REQUIREMENTS:

  • A relevant Master’s Degree (e.g., MEng, MSc, MLIS, etc); and
  • Eight years’ experience (Of which three years in management) in:
  • Management in a higher learning environment;
  • Digital space and development;
  • Implantation of innovation;
  • Project management;
  • Human resource and financial management;
  • Valid driver’s licence.

KEY RESPONSIBILITIES:

The successful candidate will provide expert leadership in the management, analysis, and use of student data in accordance with the Department of Higher Education and Training (DHET) specifications, while advancing the University's strategic and operational objectives through data-driven insights.

 

Key responsibilities include: 

  • Designing, developing, managing, and continuously optimising the student HEMIS database in accordance with DHET regulations and reporting frameworks;
  • Leading quality assurance processes to ensure the accuracy, completeness, and integrity of student data, including validation of academic plan-module combinations and full-time equivalent (FTE) calculations;
  • Managing the end-to-end process of student HEMIS data submissions, including preparing for DHET submissions and facilitating internal and external audits;
  • Interpreting DHET policy frameworks, subsidy formulas, and funding mechanisms to assess and model the financial implications for the University;
  • Advising senior management, deans, and institutional stakeholders on trends, anomalies, and policy-aligned responses in student and subsidy data;
  • Collaborating with cross-functional teams (e.g., academic departments, finance, IT, student administration) to enhance data workflows and data governance practices;
  • Staying abreast of national and global developments in higher education funding, data standards, and regulatory compliance, including active participation in forums such as SAAIR and HEMIS user groups.

 

MMINIMUM REQUIREMENTS:

  • Baccalaureus degree in Information Technology, Statistics and/or Computer Science with at least:
  • A minimum of 5 years’ relevant work experience in Computer Science, Information Systems, Database Management or a related field;
  • At least 4 years’ relevant experience within a higher education institution;
  • Advanced knowledge of DHET HEMIS specifications, subsidy and full-time equivalent calculations, together with advanced proficiency in database management, SQL, data analysis, and reporting tools.

 

 

REQUIRED COMPETENCIES (SKILLS, KNOWLEDGE AND BEHAVIOURAL ATTRIBUTES):

  • Knowledge of University structure and regulations;
  • Knowledge of higher education environment;
  • Knowledge of HEMIS;

MINIMUM REQUIREMENTS:

  • Diploma in Veterinary Nursing (DipCurAnim or Dip Vet Nursing) or Degree in Vet Nursing
  • Registered as a veterinary nurse with the South African Veterinary Council; and
  • Four years’ experience in veterinary nursing and at least one year in general clinic management.

 

REQUIRED COMPETENCIES (SKILLS, KNOWLEDGE AND BEHAVIOURAL ATTRIBUTES):

  • Knowledge of large animal nursing procedures, biosecurity measures and procedures and handling of all types of small animals;
  • Meticulous about detail, professional and a responsible person;
  • Appropriate language and communication skills;
  • Organising skills and a strong service orientation;
  • Physical mobility;
  • Ability to work under pressure and without supervision;
  • Computer literacy; and
  • Ability to work weekends and outside normal working hours when required for continuous service delivery in the hospital.

 

ADDED ADVANTAGES AND PREFERENCES:

  • Previous and/or current experience of one year or more in a high-pressure clinic environment where multiple patients are in the operating room, and procedures take place simultaneously; and
  • Experience in managing/supervising staff.

RESPONSIBILITIES:

Support AfriDSAI's research portfolio by coordinating proposal development, tracking the fundraising pipeline, and strengthening relationships with funders and collaborators. MINIMUM REQUIREMENTS:

  • Bachelors / B-Tech Degree in Computer Science, AI, Data Science or related discipline. 
  • At least 3 years’ experience in research management, fundraising, and stakeholder engagement or related roles in a Higher Education or Research Institution

  • Provide administrative support to the Security Systems and Technology Unit;
  • Capture and report security system defects to the Help Desk;
  • Coordinate communication between technicians, service providers, clients, and the Operations Management Centre;
  • Monitor job progress and ensure the timely resolution of reported defects;
  • Maintain and organise job cards and service records;
  • Compile audit reports reflecting changes made to electronic security systems;

  • Monitor contract timelines, renewals, and related documentation;
  • Ensure all supporting documentation is accurate, complete, and properly maintained;

  • Facilitate requisition creation and purchase order issuance in collaboration with the Security Systems Administration Unit.
  • Document Management and Control
  • Maintain structured and effective document control systems;
  • Keep accurate records of security systems hardware and software;
  • Track warranties, service contracts, and maintenance schedules;
  • Maintain and update security systems plans and technical documentation;
  • Manage project handover documentation received during commissioning.
  • Contract and Vendor Administration
  • Monitor service contracts and ensure timely renewals;
  • Assist in maintaining health, safety, and regulatory compliance records;
  • Liaise with the University store to ensure the availability of spare parts;
  • Generate reports on service provider performance and response times;
  • Monitor Service Level Agreement (SLA) compliance and escalate unresolved issues within agreed timelines.

 

MINIMUM REQUIREMENTS:

  • National Diploma in Office Administration or equivalent 
  • A minimum of 5 years’ proven experience in office administration;
  • Valid driver’s license.

 

REQUIRED COMPETENCIES (SKILLS, KNOWLEDGE AND BEHAVIOURAL ATTRIBUTES):

  • Proficiency in MS Word and Excel;
  • Strong analytical and problem-solving skills to resolve system-related queries;
