This position reports directly to the Executive Manager: Corporate Services. The Senior Manager: Human Resources is responsible for providing integrated strategic leadership across the domains of personnel management, organisational culture, and transformation. The role represents a fundamental evolution in the USAASA’s leadership approach, positioning human and cultural capital as a cohesive and strategic driver on success of the Agency.

 

The Senior Manager: Human Resources plays a central role in shaping a values driven, inclusive, and high-performing environment. Working closely with the Executive Managers, the Senior Manager: Human Resources ensures that transformation is embedded as a lived reality of the Agency, and that personnel practices actively enable excellence, belonging, and accountability across the Agency.

 

The Senior Manager: Human Resources will be forward-thinking, lead and drive organisational culture, transformation, and personnel excellence at the highest level.

 

This includes driving an integrated Personnel, Transformation and Culture Strategy, strengthening leadership capability, advancing employment equity, and embedding inclusive and agile personnel practices.

 

This is an exceptional opportunity for a dynamic and strategic leader with extensive experience in complex organisations, and a deep understanding of South African labour legislations, organisational development, transformation, and human Resource strategy. MINIMUM REQUIREMENTS:

Relevant certification and Qualifications

• Grade 12 / Matric certificate

• A relevant degree (NQF 7 or equivalent) in Human Resource Management, Industrial and Organisational Psychology, Business Administration, Public Administration, or a related field.

• Post graduate qualification.

• A relevant Honour’s degree (NQF 8 or equivalent) in Human Resource Management, Industrial and Organisational Psychology, Business Administration, Public Administration, or a related field will be advantageous.

• Registration with professional bodies such as South African Board for People Practices (SABPP) and (or) Institute of People Management (IPM) will be advantageous.

 

Relevant Experience

• At least ten (10) years' relevant experience, with at least five (5) years in middle management experience within public or corporate environment.

• Public Sector experience at Middle Management Services (MMS) and Senior Management Services (SMS) will be advantageous.

Key Responsibility Areas

Human Resource Strategy and Leadership

• Develop and implement the Human Resource Management Strategy aligned to the organisational strategy.

• Provide strategic advice to the Chief Executive Officer, Executive Management and the Board on human resource matters.

• Lead organisational transformation, workforce planning and culture initiatives that support long-term organisational sustainability.

• Position Human Resources as a strategic business partner across the organisation.

Organisational Development

• Lead organisational design and restructuring initiatives to improve organisational effectiveness.

• Develop workforce plans aligned to current and future business requirements.

• Ensure optimal utilisation of human capital resources across the organisation.

• Monitor workforce trends and recommend appropriate interventions.

Workforce planning and talent acquisition

• Provide strategic oversight of recruitment, selection and onboarding processes.

• Ensure that the organisation attracts, appoints and retains high-calibre talent.

• Promote fair, transparent and merit-based recruitment practices.

• Ensure succession planning for mission critical and leadership positions.

Talent Management, Learning and Development

• Develop and implement integrated talent management frameworks.

Performance Management and Development System

• Develop and oversee the implementation of an effective performance management and Development system.

• Promote a high-performance culture through coaching, accountability and continuous improvement.

Employee Relations, Labour Relations and Dispute Resolutions

• Provide strategic leadership on employee relations and labour relations matters.

• Maintain constructive relationships with organised labour and other stakeholders.

• Ensure compliance with labour legislation and collective agreements.

• Oversee disciplinary, grievance, dispute resolution and conflict management processes.

Employee Benefits

• Develop and oversee competitive remuneration and reward strategies.

• Ensure equitable compensation structures aligned to organisational affordability and market competitiveness.

• Conduct remuneration benchmarking and recommend appropriate interventions.

HR Operations

• Ensure effective delivery of all HR operational services.

• Develop and review HR policies, procedures and governance frameworks.

• Monitor HR risks and implement mitigation strategies.

Employee Wellness and Engagement

• Lead employee wellness, health and wellbeing programmes.

• Develop initiatives that promote employee engagements, inclusion and organisational culture.

• Drive diversity, equity and inclusion initiatives.

• Monitor employee engagement and implement improvement interventions.

Employment Equity and Transformation

• Lead the implementation of Employment Equity and Transformation strategies.

• Ensure compliance with EEA reporting requirements.

• Promote diversity and inclusive workplace practices.

Human Resources Information and Analytics

• Develop HR metrics and dashboards that support strategic decision-making.

• Monitor workforce trends and provide strategic reports to Executive Management and the Board.

• Drive digital transformation and continuous improvement within HR systems and processes.

Financial and Risk Management

• Develop and manage the Human Resource budget.

• Ensure prudent utilisation of financial resources.

• Strengthen governance and internal control within the Human Resource function.

Stakeholder Management

• Build strategic partnerships with internal and external stakeholders.

• Represent the organisation on human capital-related forums.

• Maintain productive relationships with sister entities, DCDT, SETAs, Departments, regulators, organised labour and professional bodies.

This position reports directly to the Executive Manager: Corporate Services. The Senior Manager: Legal Services is responsible for providing integrated strategic leadership across the Agency's legal, governance, regulatory compliance, and corporate advisory functions. The role is central to strengthening USAASA’s governance framework, ensuring legal integrity, managing organisational risk, and enabling sound decision-making in support of the Agency’s strategic objectives.

The Senior Manager: Legal Services plays a pivotal role in ensuring that the Agency operates within the applicable legislative and regulatory framework while promoting ethical governance, accountability, and compliance. Working closely with the Executive Manager: Corporate Services and Executive Managers, the incumbent provides strategic legal counsel, oversees litigation and contractual matters, supports corporate governance structures, and ensures that legal and regulatory considerations are effectively integrated into organisational planning and operations.

The Senior Manager: Legal Services will provide forward-looking leadership in developing and implementing the Agency’s legal and governance strategy. This includes strengthening legal risk management, enhancing regulatory compliance, overseeing contract management, supporting policy development, ensuring effective governance practices, and providing strategic legal advice on complex organisational matters. The role also contributes to fostering a culture of integrity, transparency, and accountability across the Agency.

This is an opportunity for a dynamic and strategic legal leader with extensive experience in complex organisations and a deep understanding of South African legislation, corporate governance, public sector regulatory frameworks, and legal risk management. MINIMUM REQUIREMENTS:

Relevant certification and Qualifications

• An appropriate NQF level 8 qualification in Law as recognised by SAQA.

• Post graduate qualification will be advantageous.

• Must be admitted as an Attorney or Advocate.

 

Relevant Experience

Key Responsibility Areas

Business Strategy Leadership of Legal Services:

• Develop the USAASA and USAF Strategy through participating in the strategy workshops and interventions, providing legal services input and feedback and submitting relevant strategic input and documentation required for the final strategy by the agreed deadline.

• Participate in developing the Annual Performance Plan (APP) and USAASA and USAF business plans that are aligned with the USAASA and USAF Strategy and Mandate through participating in the workshops and interventions, providing legal services input and feedback, submitting relevant input and documentation required for the final approved plan by the agreed deadline.

• Communicate the APP and business plans with all relevant employees and stakeholders through formal and informal discussions and presentations by the agreed deadline.

• Develop and gain approval of the departmental strategically aligned Business Plans through developing the plan, checking for alignment with and support of the USAASA and USAF strategy and APP, amending with feedback and submitting the final approved draft by the agreed deadline.

• Manage the departmental resources to deliver the departmental objectives through defining required deliverables, standards and deadlines, allocating resources and communicating these to all staff by the agreed deadline.

• Manage that legal services risks are managed by identifying risks, placing them on the risk register, developing and implementing mitigation strategies and monitoring risks on an ongoing basis and reporting quarterly.

• Resolve challenges hindering or threatening the successful achievement of the departmental objectives through identifying the challenges, diagnosing the issues, addressing the issues and resolving daily and monthly.

 

Organisational Legal Management:

• Identify opportunities to improve the organisational operations to mitigate legal risks by evaluating the business operations from a legal risk perspective, identifying high risk areas, engaging with business area managers to develop systems and structures that reduce legal risk and tracking implementation within agreed timeframes.

• Provide legal opinion and protect the organisation or optimise opportunities by participating in relevant meetings and providing legal advice to Management within agreed timelines.

• Represent USAASA in legal negotiations and discussions by attending agreed functions and interventions, evaluating the meeting input, developing a position that supports the USAASA and USAF mandate and strategy and presenting the position as required.

• Provide legal expertise and advice by maintaining legal expertise and knowledge, responding to legal queries within agreed turnaround time and providing comprehensive legal analysis and opinion on legal queries within the agreed timelines.

• Build corporate legal capacity by identifying common queries, implementing strategies to build organisational legal knowledge and developing standard solutions so that corporate capacity is built on common legal issues monthly.

 

Litigation:

• Litigate on behalf of USAASA to achieve the desired optimal outcome by investigating and gathering evidence on litigation matters, gain expert legal opinion and input when required to improve the USAASA litigation outcomes and implementing litigation strategies to achieve litigation objectives within agreed timeframes.

• Report on litigation matters by tracking progress and reporting as per standards within agreed deadlines.

• Identify opportunities to improve the organisational operations to mitigate risks of litigation by evaluating the business operations from a legal risk perspective, identifying high risk areas, engaging with business area managers to develop systems and structures that reduce legal risk and tracking implementation within agreed timeframes.

 

Legal Drafting:

• Draft legal documents and contracts for relevant organisational transactions by participating in the USAASA and USAF contract negotiations, gathering all required information, drafting the document, checking for legal completeness and compliance and distributing for approval.

• Make recommendations on contract renewal / extension / termination by reviewing the contract, identifying required contract action, developing a contract plan and implementing by the agreed deadline.

• Develop contract templates for standard transactions by identifying required standard templates, developing and distributing within agreed deadlines.

• Report on contracts by gathering all required information, collating and reporting according to the agreed standards quarterly.

 

Legal Service Provider Management:

• Participate in the Legal Service Provider selection process by developing scopes of work for Service Providers, evaluating existing and potential legal service providers and appointing based on defined selection criteria and alignment with expertise, scope of work and work deliverables within SLA

• Manage Legal Service Providers by measuring performance against scope of work, budget / costs and delivery deadlines monthly and addressing non-performance within SLA.

• Manage legal services budget compliance by tracking service provider billing and invoicing and comparing against the allocated and planned legal budget on a quarterly basis.

• Report on Service Provider performance and delivery by collecting required performance information, collating and reporting monthly and quarterly.

 

Staff Management

• Build capacity within the team through developing skills and competencies, addressing development needs and providing coaching and mentoring support on an ongoing basis and in monthly individual performance discussions.

• Monitor, evaluate and manage the team performance through implementing the HR policy, implementing performance process and, when required, instituting compliant disciplinary action within the approved SLA and on an ongoing basis.

• Recruit quality team members to support the team and organisation and the critical competencies, testing for these competencies and appointing within the HR and EE policy guidelines as and when required.

• Build a cohesive, high performing team through motivating, guiding, coaching, mentoring and leading in a fair and consistent manner to deliver on the organisational performance and strategic requirements.
