MINIMUM REQUIREMENTS •Bachelor of Science Degree in Engineering Studies / B. Tech in Engineering Studies or Equivalent Qualification • Compliance with the minimum competency levels as prescribed by the Government Gazette no 1146 of 2018: Certificate in Municipal Financial Management (SAQA Qualification ID No. 48965) (If a newly appointed person is not in possession of this Competency, he/ she must complete it within eighteen (18) months from the date of employment, failing which, the employment contract will terminate automatically within one month after the applicable period) • Planning and organizing skills • A minimum of a five years’ experience at a middle management level, or as programme/ project manager, and 3-4 years’ must be at professional / management level engineering management experience. • Extensive experience in financial management policy development and management, Strategic planning and implementation, programmes management, monitoring, evaluation, and reporting on service delivery. • Good communication skills. • A valid Code B Driving License. • Possession of a Certificate of Competency as required in terms of the General Machinery Regulations, 1988; Electrical Engineering, Pr. Eng or Registration with a recognised relevant engineering professional body will be an added advantage. • Be a South African Citizen • Willingness and ability to work over and above the call of work and under pressure.
KNOWLEDGE • Good knowledge and understanding of institutional governance systems and performance management. • Good knowledge and understanding of relevant policies and legislation. • Good knowledge of supply chain management regulations and the preferential procurement policy framework Act, 200 (Act No. 5 of 2000) • Good Governance • Audit and Risk Management establishment and functionality • Budget and Financial Management. • Must have extensive knowledge of the public office environment, and must be able to formulate engineering master planning, project management, and implementation.
OTHER REQUIREMENTS The successful candidate will be required to:
(a) Sign an employment contract, a performance agreement, and disclose any financial interests.
(b) Undergo security vetting.
(c) Undergo competency assessments.
(d) Candidates will be subjected to reference checks of their previous or current employers, and references will be contacted.
(e ) Verifications will be done on his/her qualifications, criminal, and credit records.
KEY RESPONSIBILITIES • Authorise, monitor, and control infrastructure implementation. • Develop and improve infrastructure management procedures and systems. • Ensure compliance with the requirements of all relevant legislation and other related prescripts. • Accountable for the maintenance and efficiency of the operation of adequate electricity, roads, storm water drainage, and kerbing. • Manage the compilation and submission of monthly, quarterly, mid-term, and annual directorate reports in line with the legislation requirements for the council and other organs of the state and ensure that they support the municipal programme. • Oversee and manage council property in accordance with policy and laid-down procedures. • Manage complex civil structures projects from conceptualisation, design, contract management, quality assurance, and compliance, and ensure their proper integration into the municipality’s overall plan (IDP). • Perform financial monitoring through commissioning, operations, and maintenance to ensure effective and efficient functioning of the department within the budgetary constraints of the Municipality. • Provide professional advice to the municipality on project conceptualisation, design, project management, and implementation. • Oversee the management of all equipment and capital resources to ensure accountability by the department. • Manage all the department’s contracts and tenders according to the approval SLA’s terms of reference, letter of appointment, and contracted project timelines, and as per the project brief. • Responsible for ensuring proper infrastructure development and planning, project management, and administration. • Ensure diligent execution of municipal functions and management of the department in accordance with applicable legislation.
KEY COMPETENCIES Must have the following competencies as prescribed in the National Treasury Minimum Competency Framework for Senior Managers: • Demonstrate knowledge to develop, implement, and manage the relevant strategic master plans, including but not limited to the engineering master plan, environmental plan, and infrastructure-related plans. • Ability to manage the municipality’s Infrastructure and Public Works Department’s overall strategic direction.

MINIMUM REQUIREMENTS • Matriculation or equivalent certificate • B Degree in Social Sciences/ Public Administration/Management Sciences/Law or Equivalent Qualification and Certificate in Municipal Financial Management (SAQA Qualification ID No. 48965). •A minimum of five years’ experience at a middle management level and have proven successful institutional transformation within public or private sector. •Good communication skills • Good Governance. • Labour Relations Act, and other labour – related prescripts. • A valid Code B Driving License. • Be a South African Citizen • Willingness and ability to work over and above the call of work and under pressure.
KNOWLEDGE • Good knowledge and understanding of relevant policies and legislation •Good knowledge and understanding of institutional governance systems and performance management • Understanding of Council operations and delegation of powers • Good knowledge of core-functions services, including: Community and Social Safety; Environment and Waste Management; Cemetery Management; Parks and recreation management •Good knowledge of supply chain management regulations and the Preferential Procurement Policy Framework Act, 2000 (Act No. 5 of 2000). •Registration with the South African Council for Social Service Professionals (SACSSP) or appropriate recognized relevant professional body will be an added advantage

KEY RESPONSIBILITIES The incumbent will be responsible for the following:
• Design programmes and develop policies to promote an enabling environment for community-based programmes as guided by the Municipal IDP. • Provide strategic leadership in relation to the development, implementation, monitoring and reporting on Service Delivery and Budget Implementation Plan (SDBIP) of the directorate • Overhead controls and management of Municipal parks, Cemeteries, Recreation facilities/programmes, disaster management/ firefighting, public safety, driving license service centre, waste management and libraries • Develop and implement key strategic / business plans including Waste Disposal & Management Plan, Disaster Management Plan, Transport Plan, Traffic &Licensing Plan and Environmental Management Plan, • Manage Departmental budget, human resources & other resources in accordance with local government legislation and treasury regulations. • Manage efficient provision of municipal services. • Establish, operate and maintain support structures, processes and systems. • Direct and control key deliverables and outcomes for the department. •Liaise with internal and external stakeholders. • Ensure legislative, regulatory, policy, practices and operating standards compliance • Performance of other responsibilities assigned from time to time by competent authority.
KEY COMPETENCIES Must have the following competencies as prescribed in the National Treasury Minimum Competency Framework for Senior Managers • Demonstrate knowledge to develop, implement, and manage the relevant strategic plans. • Ability to manage the municipality’s Community Services and Public Safety Department’s overall strategic direction.
