SPECIALIST: CATALYTIC INVESTMENT X 2
(Salary range: R 868,923.00 All inclusive)

The role is responsible for accelerating the implementation of catalytic infrastructure and mixed-use development projects within the City of Tshwane.
Minimum Requirements:
• Minimum: Three-year National Diploma in Economics / Business Management / Investment / Construction Management / Quantity Surveying / Data Science / Urban Planning or related field. (NQF Level 6)
• Bachelor’s degree in related fields will be advantageous. (NQF Level 7)
• Minimum: 5 years’ experience in Investment / Economic Development / Project Management / Business Development / Urban Planning / Data Science environment
• 3 years in a specialist or supervisory role.

• Strong Project and Process management: Understanding and knowledge of various stages of project management and coordination
• Adaptability: Demonstrate willingness to be flexible, versatile and tolerant in a changing work environment while maintaining effectiveness and efficiency.

Key Responsibilities
The incumbent will be responsible for:
• Implementation of catalytic infrastructure and mixed-use development projects within the City of Tshwane
• The role involves collecting and integrating data across projects, analysing performance trends, identifying bottlenecks, and producing reports that inform decision-making within the CIU.
• Ensuring that the projects meet the turnaround time through all stages of development.
• Adhere to compliance and regulatory processes, across municipal departments and
• Ensuring that there are no holdups that may delay implementation of projects with catalytic investment
• Coordinating across municipal departments, accelerating compliance and regulatory processes, and proactively identifying and resolving bottlenecks that may delay implementation.
• Implement an operational plan which incorporates goals and objectives that work towards the strategic direction of the Unit
• Ensure that the operation of the Unit meets the expectations of its clients, Board and Shareholder
• Ensure the efficient and effective day-to-day operations of the Unit
• Ensure the planning, implementation, execution and evaluation and tracking of projects in order to report on milestones and contribute to the overall delivery performance.
• Serve as a point of contact between developers and investors and their relationship.
• Assist to prepare required inputs into the budgeting process of the catalytic investment.
• Administration of the human resource management activities and any other ad hoc within the subunit.

The role is responsible for the unit’s management, and performance, ensuring operationally it delivers on its mandate to accelerate catalytic investment projects.
Minimum Requirements:
• Minimum: Bachelor’s Degree in Economics / Business Management / Finance / Investment / Construction Management / Quantity Surveying / Urban Planning / Built Environment / Public Administration or related field. (NQF Level 7)
• Honours degree in related fields will be advantageous. (NQF Level 8)
• Minimum: 6 years’ experience in Investment / Finance / Economic Development / Project Management / Built Environment / Business Development / Construction Management / Urban Planning / Management environment
• 3 years in a middle management role in private or public sector
• Experience working in local government
• Process and Project Management experience (Six Sigma, TQM, Prince, BPM) will be advantageous.
• Affiliation to a relevant industry body

• Manage across municipal departments, accelerating compliance and regulatory processes, and
• Proactively identifying and resolving bottlenecks that may delay implementation of investment projects.
• Managing catalytic infrastructure projects
• Development facilitation and implementation
• Manage the project interfacing between developers and the City of Tshwane,
• Provide advice to the organisation relating to activities of catalytic investment as well as inputs into investment policy direction within TEDA and City of Tshwane.
• Develop an operational plan which incorporates goals and objectives that work towards the strategic direction of the Unit
• Manage the operation of the Division meets the expectations of its clients, Board and Shareholder
• Oversee the efficient and effective day-to-day operations of the Unit
• Oversee the planning, implementation, execution and evaluation of special projects
• Prepare required inputs into the budgeting process of the catalytic investment.
• Manage the human resource management activities within the subunit as per core managerial areas.
• Prepare memorandum for expenditure approval by the Executive Chief Executive as might be required
