CHIEF EXECUTIVE OFFICER (F1)
5-YEAR FIXED-TERM CONTRACT
JOB PURPOSE
To ensure sound corporate governance, prudent financial management, enterprise risk management and compliance with all applicable legislation, policies and governance frameworks. The incumbent serves as the principal representative of TASEZ, building and maintaining strategic partnerships with government, shareholders, investors, industry stakeholders, development partners and local communities to advance the organisation's objectives. The role also drives transformation, innovation, localisation, environmental sustainability and organisational resilience, while ensuring that TASEZ remains financially sustainable, operationally efficient and recognised as a leading catalyst for South Africa's automotive manufacturing and industrial development.
The Chief Executive Officer (CEO) is accountable to the Board of Directors for providing visionary, ethical and strategic leadership to the Tshwane Automotive Special Economic Zone (TASEZ) and for ensuring the achievement of its strategic mandate. The CEO is responsible for developing and executing the organisation's strategy, driving investment attraction, industrialisation, infrastructure development, operational excellence, financial sustainability and organisational performance to position TASEZ as a globally competitive, investor-focused Special Economic Zone. The role provides overall leadership to ensure the effective implementation of the Strategic Plan, Corporate Plan and Annual Performance Plan (APP), while fostering a high-performance culture that delivers sustainable economic growth, job creation and value for investors, government and the communities served by TASEZ.
KEY PERFORMANCE AREAS
Strategic Leadership and Organisational Performance: Provide strategic direction and leadership to ensure organisational goals are achieved through effective planning, execution, and performance management. Investment Attraction and Business Development: Drive investment attraction and business growth by developing partnerships, opportunities, and initiatives that stimulate economic development. Infrastructure Development and Project Delivery: Oversee planning and delivery of infrastructure projects to ensure they are completed on time, within budget, and to required quality standards. Financial Sustainability and Resource Management:
Ensure financial sustainability through sound budgeting, efficient resource allocation, revenue generation, and cost control. Governance, Risk and Compliance: Maintain strong governance systems, manage risk effectively, and ensure full compliance with relevant laws, policies, and regulations. Stakeholder and Government Relations: Build and maintain strong relationships with government, stakeholders, and partners to support collaboration and strategic objectives. Operational Excellence: Improve operational efficiency and service delivery through streamlined processes, productivity improvements, and continuous improvement. Human Capital Management: Lead workforce planning, talent development, performance management, and employee engagement to build a high-performing organisation. Transformation and Sustainability: Promote transformation, inclusion, and sustainability by embedding ESG principles and driving equitable organisational practices. Reputation and Brand Management: Protect and enhance organisational reputation through effective communication, stakeholder engagement, and brand management.
QUALIFICATIONS & EXPERIENCE
Qualification :
· Relevant postgraduate qualification (NQF Level 8) in fields such as Business Administration, Economics, Commerce, Engineering, Development Planning or a related discipline.
· A master’s degree (MBA or equivalent) (NQF 9) will be an advantageous as it demonstrates advanced strategic, financial and organisational leadership capability required for a complex Special Economic Zone environment.
Minimum Experience Required:
· 15 years in Senior Management level including 6 years’ experience at an Executive Management level in Economic Development environment
· 7 years' demonstratable Leadership in securing and managing large scale domestic and international investments, especially in the Manufacturing sector
· 5 to 10 years’ experience in infrastructure delivery management
· 10 years' experience in managing multiple stakeholders at senior management
· In-depth knowledge of Public Finance Management Act (PFMA) and Special Economic Zone Act (SEZ Act)
