Position Purpose
The Helicopter Day Pilot is the Commander of the aircraft for Day operations and co – pilot for night operations. He or She is also responsible for the safety and management of the crew and passengers on board the aircraft as per SACAA CARs 91.02.7, 91.02.8. Regulations as well as TNPA SOP’s.
Position Outputs
Plan daytime flight missions in accordance with marine traffic demands and Port Control directives.
Prepare aircraft resources and loading schedule for marine pilot transfer and Port related functions.
Responsible for preflight checks and safety briefings to ensure compliance with stringent safety requirements.
Ensure transfer of marine pilots safely to vessels as they call and depart from the shores of the South African Port system.
Ensure compliance with South African Civil Aviation Regulations.
Ensure compliance with SAMSA and the National Ports Act No. 12 of 2005.
Evacuation of accident victims and persons in distress.
Conduct port related flights in accordance with TNPA and customer requirements.
Determination of flight routes (flight planning) in accordance with approved aeronautical requirements and charts.
Liaison with Port Control and Air Traffic Navigation Services.
Recording of take-off and landing times to fulfil scheduling requirements.
Ensure customer satisfaction and performance.
Logging of operational flight times and determination of mission efficiencies.
Assisting in delivering a 24hour seamless operation to enhance port Productivity in line with TNPA business objectives and customer demands.
Contribution to business reputational enhancement by minimising incident and accident occurrences within the Port system, by adherence to the strictest safety requirements.
Ensure prompt responses to Port control directives to enhance ship turn-around times.
Training and development of Day Captains, CoPilots, Cadet Pilots and related functional personnel.
Receive daily operational reports from the Night Captain.
Conduct Line Proficiency Checks on Day Captains, Co-Pilots and Cadet Pilots.
Conduct day helicopter flights under all-weather conditions in accordance with TNPA standard operating procedures and aeronautical publications.
Maintain high standards of flight safety, as well as safe transfer of marine pilots onto vessels under all-weather and sea conditions.
Ability to navigate the helicopter in cloud, rain or Instrument meteorogical conditions with sole reference to instruments if the helicopter was flown in adverse weather conditions and inadvertently entered cloud or IMC conditions, as well as to land the helicopter safely without any damage to passengers, crew, the aircraft and equipment during daylight, low lowlight as well as marginal weather conditions.
Manage a multi-crew cockpit with the ability to manage an inflight emergency as well as to land the helicopter safely without any damage to passengers, crew, aircraft and equipment during low levels of light as well as marginal weather conditions.
Compliance with standard and recommended practices as well as performance levels required to meet national certification criteria.
Execution of skills transfer plan.
Qualifications and Experience
Qualifications, Experience & Inherent Job Requirements Hold a current CPL or ATPL-H. Night Rating. Instrument Rating. 2000 hours total flight time. 500 hours on turbine helicopters. 350 hours on multi- engine helicopters. 250 hours on A109 helicopters is advantageous. Minimum of 3 years experience. Operational knowledge of the functions of TNPA marine pilot services will be an added advantage. Position Purpose
To develop, implement and continuously improve a safety and quality management system for flight operations (Air Operations Certificate), maintenance (Aviation Maintenance Organisation) and training (Aviation Training Organization) that is approved by the South African Civil Aviation Authority (SACAA). To ensure the safety and quality oversight on the TNPA Marine Pilot Services across all national ports, prepare and present TNPA aviation operations manuals, standard operational procedures, maintenance manuals, training manuals, quality and safety manuals to the South African Civil Aviation Authority for approval and monitor compliance and the adequacy of procedures required to ensure operational practices, airworthiness of helicopters and aviation training.
Position Outputs
Monitor activities in the fields of flight operations, maintenance, crew training, group operations to ensure that that the standards required by the SACAA and any additional requirements defined by the organization are being carried out accordingly
Provide input on the sign-out of Helicopter Pilots and issuing of Certificates of Competence to maintenance engineers and support personnel
Develop, establish and manage the Safety and Quality Management System, conduct regular internal audits and report any quality and safety noncompliance’s within the operation
Act as TNPA’s point of contact with the South Africa Civil Aviation Authority (SACAA) and Department of Transport (DoT) on aviation’s safety and quality related matters across the ports
Lead and manage the safety and quality team, providing direction, development and motivation to meet overall departmental and aviation business objectives in line with the relevant HR and organisational policies and procedures
Actively participate in the HR processes, as and when required, in accordance with the organisational strategic objectives
Conduct and review operational and business Risk Assessment in the aviation department that might affect compliance
Provide input on Safety and Quality requirements on aviation projects in accordance with the needs of the aviation department and organizational strategic growth
Develop, implement and manage an effective Safety and Quality Management System that is aligned with organisational processes and changes thereto
Responsible for the Safety and Quality management system to meet external regulatory requirements
Endorse AME log books for license renewals and applications
Prepare, plan and execute TNPA’s Aviation Safety and Quality meetings
Ensure compliance with Civil Aviation Act, Civil Aviation Regulations and Technical Standards
Develop and implement an incident management process
Ensure that internal and external safety and quality audits are conducted
Identify and coordinate safety and quality training needs and advise the different business units (Training, Flight Operations and Maintenance) accordingly
Ensure that Safety and Quality Risk Assessments are planned, conducted, compiled and communicate reports to the relevant stakeholders
Implement regulatory requirements and maintenance thereof on extensions of TNPA’s Aviation Scope of Approval
Ensure that incidents are reported to the Accountable Manager, Regulator, OEM, and attend to their investigations or inquiries when required
Ensure reporting on DIFR or LTIFR to TNPA Aviation and other relevant business units
Ensure improvement on sustainability management (energy saving and carbon footprint) within the aviation division
Participate in staff meetings as and when required to discuss operational performance and business issues.
Qualifications and Experience
Qualifications & Experience: · Hold a Degree/Diploma (SHE or Quality Management), or AME license, or CPL, or equivalent; · Completed a SACAA or IATA Safety Management System (SMS) course; · ISO 9001:2008 / ISO 9001:2015 / AS 9100C Lead Auditing will be an advantage; · Holds a SACAA approved Quality Management qualification will be an advantage; · Management / Leadership Management qualification will be an added advantage; · Knowledge of relevant Aviation Legislation, Regulations, quality and Auditing standards (3 -5 years) will be an advantage; · Minimum of 5 years’ experience in Safety and Quality Management Systems; · Minimum of 8 years’ experience with proven track record in safety and quality management within the Aviation field.

Position Purpose

Position Outputs
1. Examine, assess and conduct regular preventative maintenance on all cargo handling equipment to ensure its reliability and maintain a high level of availability.
2. Examine, evaluate, monitor and report equipment for abuse, deviations and functionality whilst in operation to detect and identify early warning signs of potential damage in order to rectify problems and change behaviour before a major breakdown.
3. Plan and prepare apprentices for on-the-job training in order to train and develop them according to their development plan, thereby ensuring skills are adequately transferred.

Position Purpose
The Master Installation Electrician is a person who has been registered as a Master Installation Electrician in terms of regulation 9 and who has been approved by the Chief Inspector for the verification and certification of the construction, testing and inspection of any electrical installation for efficient and effective custody, transfer and transport of petroleum products in liaison with Operations, Instrumentation and Mechanical departments in Transnet Pipelines.
The Master Installation Electrician is responsible for electrical scheduling, inspection and to ensure safe working conditions.
Position Outputs
1) Managing of COC’s (Certificate of compliance) a. Undertake periodic inspections and issuing COC’s as per National Codes and OSH Act b. Conduct 2Y compulsory OHSact Hazardous area equipment inspections. c. Maintain depot COC’s and compliance of Electrical Equipment housed in Hazardous areas.
2) Give guidance and oversee Electrical Installations 3) Control the integrity of Equipment •Ensure the correct application of the correct Electrical equipment in the Plant/operations
4) PREVENTATIVE MAINTENANCE • To perform preventative maintenance tasks on electrical equipment by detecting, repairing and reporting minor defects as well as reporting major defects thereby ensuring reliable equipment for the continuous operation of the pipeline e.g. 220V-3.3 Kv motors, control gear and trip protection equipment e.g Actuators
5) DEFECT REPAIR • Identify, analyse and repair defects on installed (live) equipment. Repair specific installed (live) equipment by performing diagnostic tests to identify defects and effect repairs. Reading and understanding schematics and reports are essential e.g. Mainline motor starter and trip protection, 380V panel starters and trip protection.

7) REMOVE AND REPLACE INSTALLED (LIVE) EQUIPMENT •Removal and replacement of specific equipment by planning the complete installation, isolation and removal of the equipment as well as preparing and installing the replacement, energising and testing the operations of the equipment e.g. Main motors, Actuators, lights, cranes, enclosures, isolators and stop/start stations.
8) REFURBISHMENT AND MODIFICATION ELECTRICAL EQUIPMENT Refurbishing equipment by disassembling the equipment, replacing defective parts, reassembling and testing the equipment to the manufacturers specification e.g. • Starters • Actuators • Certify all refurbished Equipment
9) HIGH VOLTAGE EQUIPMENT Obtaining authorisation and undertaking switching (A-Brown) and earthing on high voltage switchgear and equipment up to 132KV, issuing of work and test permits as well as undertaking maintenance of the above equipment. Also supervise unathorised personnel in substations and HT yards Work to a clearance of live high voltage equipment as per electrical HIGH VOLTAGE instructions

Must have adequate knowledge of all electrical equipment on Transnet Pipelines to be able to function on his/her own. The following courses must be passed with practical on the job experience during the three years’ experience in Transnet Pipelines. Obtain qualification and accreditation to qualify for a Master Installation Electrician Register at the Department of Labour as a Master Installation Electrician and complete 2 years on the Job Training and exposure and obtain final Accreditation. Computer literate SAP Course in Plant Maintenance (MM & IM Modules). Purchasing and Inventory, Word Excel, etc. High Voltage safety instructions (A-Brown) Thereafter a person has to get practical experience (training) on depots in the region until passed out. He/she has to attend a refresher course every two years and get tested and recertified every two years.
