Position Purpose

• Provide strategic leadership and guidance in ensuring effective institutional protection and prevention of crime across Transnet Rail Infrastructure Manager (TRIM) through the development and deployment of National strategies and special operations in collaboration with key industry stakeholders such as the South African Police Services (SAPS), Department of Trade and Industry (DTI), Department of Justice, National Co-ordinating Committee (NICOC), State Security Agency (SSA), TRIM’s Corridor Managers, and compliance to achieve:

*Protection of national key points

*Protection of TRIM’s infrastructure, facilities, assets, and intellectual property;

*Reduction in the level of crime and security risk within TRIM;

*Minimisation of productivity and financial losses,

*Development and review of security policies and standards,

*Effective communication and roll-out security policies,

*Enhanced contract risk management reporting, and

*Protection of employees, customers’ assets, and clients

 

Position Outputs

Strategic Coordination and Leadership • Successfully directed and coordinated all senior operations managers across South Africa, ensuring operational consistency and alignment with TRIM Security objectives. • Fostered effective collaboration with key role-players including SAPS, SSA, NPA, farmers, communities, government departments, and other parastatals to enhance security initiatives and operational efficiency. • Led the development and implementation of operational policies and frameworks that supported multi-sectoral partnerships and joint operational efforts

Stakeholder Engagement and Liaison • Maintained proactive and strategic relationships with internal and external forums and structures, strengthening communication channels between TRIM Security and key partners. • Facilitated regular high-level liaison meetings with SAPS, SSA, NPA, and community representatives to address emerging security challenges and develop joint response strategies. • Represented the department in intergovernmental and industry forums, advocating TRIM’s operational priorities and ensuring alignment with national security frameworks

Operational Oversight and Performance Management • Monitored and evaluated the performance of senior operations managers, providing guidance, mentorship, and support to achieve operational targets and compliance with regulatory standards. • Oversaw the execution of security operations across diverse regions, ensuring risk mitigation strategies were effectively implemented in collaboration with farmers, communities, and law enforcement agencies. • Delivered comprehensive operational reports and intelligence briefings to senior management, highlighting successes, risks, and areas for improvement

Security Risk and Compliance Management • Develop and implement enterprise-wide risk-based security programs, standards, and operating procedures aligned with the security strategy. • Continuously monitor and evaluate TRIM safety and security arrangements. • Conduct security assessments, classify and resolve risks; propose controls for mitigating liabilities. • Coordinate special national security operations addressing copper theft, goods-in-transit theft, vandalism, liaising with SSA, PSS, and law enforcement. • Monitor compliance with security policies, procedures, standards, and legislation through audits; initiate corrective or disciplinary actions as needed. • Manage security-related sensitive information and ensure proper use and maintenance of security equipment.

Operational Excellence and Coordination • Coordinate and manage specialized security services, such as unmanned aerial vehicles for asset protection. • Liaise with law enforcement agencies for joint operations and physical security needs. • Represent TRIM on internal and external working groups to foster beneficial relationships. • Advise management on security implications of decisions and projects, ensuring adherence to government security sector standards. • Conduct joint planning with emergency services when required. • Implement corporate security awareness and training programs within operational environments.

Incident and Resource Management • Manage records of incidents and breaches, reporting to relevant authorities and conducting investigations. • Oversee VIP protection policies and security for executive management. • Conduct operational meetings with Corridor Security Heads, providing tactical and operational oversight. • Testify in criminal cases related to security evidence and conduct boards of inquiry for major incidents. • Implement and manage alcohol testing policies and compile security reports and plans.

Budget and Resource Control • Manage operational and capital budgets, ensuring optimal allocation and cost-effective security operations. • Oversee expenses related to external service providers. • Ensure security operations do not negatively impact TRIM’s business operational efficiency.

Integrity and Compliance Culture • Eradicate corruption and bribery among security personnel and staff. • Implement minimum Transnet security requirements for corridor operations. • Establish and maintain partnerships with law enforcement across operational environments. • Implement relevant legislation fairly and non-discriminatorily. • Foster security awareness among TRIM employees and clients. • Develop and maintain competency levels of TRIM security personnel

 

Qualifications and Experience

•Degree in Security Management, Security Risk Management, Criminology, Criminal Justice, Policing •Min 10 years’ experience in security management in a large enterprise of which at least 5 years at senior managerial level Standard Job Requirements •Driver’s license code 08 •Be registered with PSIRA at level B •Be willing to be security vetted •Be willing to undergo a lifestyle audit •Be willing to travel as required by the business •Be firearms competent (rifle and handgun)

Position Purpose

Is in overall command of the vessel and highest authority at sea, ensuring that all international and local maritime laws and company policies are complied with thereby ensuring an effective, safe and efficient management of the vessel, crew, equipment and overall dredge program, allowing for optimal utilization of the vessel. 

 

Position Outputs

1. Ensure compliance with the vessels security plan as required by the International Maritime Organization.

2. Ensure that proper and accurate records are kept by the vessel in accordance with legal requirements and company procedures.

3. Ensure all aspects of the operation such as safe navigation, cleanliness, seaworthiness, management of all personnel and inventory of stores are complied with as well as maintaining the vessels certificates and documents.

4. Responsible and accountable for the implementation and compliance of all aspects, standards and practices regarding international, national and local maritime laws, promulgations and standard business practices.

5. Implement, direct, coordinate, evaluate and control the overall dredge operations, targets and methods of dredging to ensure a safe, efficient, effective and timeous completion of the dredging targets.

6. Implement and control the companies polices, rules and regulations with regards to business practices, general safety and adherence to discipline thereby ensuring effective management of the vessel.

7. Identify, implement and administer on board training programs for all deck personnel to ensure that there is sufficient training being conducted for skills migration

8. Prepare and monitor voyage plans in accordance with standard marine practices ensuring a safe and expedient passage between ports.

9. As per IMO, State Flag and Local maritime Laws and regulations; First and foremost: Safe guarding the Dredger and Crew by enforcing, implementing directing, monitoring and evaluating subject standards and practices to ensure the overall safe operations of the dredger.

10. Responsible and accountable for the legal and practical Seaworthiness of the dredger, thus ensuring continued availability of the dredger for its intended Purpose. (The dredger may not leave the quay if it is not seaworthy) Managing and maintaining IMO, State Fag requirements as stipulated ensure the vessel's certificate and documentation remain valid and in force.

11. Responsible and accountable for the implementation and compliance of all aspects, standards and practices regarding international, State Flag and local maritime laws, promulgations and standard business practices.

12. Implement, direct, coordinate, evaluate and control the overall dredge operations, target and methods of dredging to ensure a safe, efficient, effective and timeous completion of the dredging targets.

13. Prepare and monitor voyage plans in accordance with standard marine practices ensuring a safe and expedient passage between ports.

14. Implement and control the companies polices, rules and regulations with regards to standard acceptance business practices, general safety and adherence to discipline thereby ensuring effective management of the vessel.

15. ISM: Monitor and control planned maintenance and breakdowns in accordance with the fleet departments instructions, thereby ensuring maximum dredger availability

16. ISPS: Ensure implementation and compliance with the vessel's security plan as required by the International Maritime Organization and Port Security Level.

17. Identify, implement and administer on board training programs for all deck personnel to ensure that there is sufficient training being conducted for skills migration

18. Ensure that proper and accurate records are kept by the vessel in accordance with legal requirements and company procedures.

19. Ensure all aspects of the operation such as safe navigation, dredging, cleanliness, management of all personnel and inventory of stores are complied with as well

20. Responsible for the executing of deck maintenance activities and management thereof

 

Qualifications and Experience

- STCW 95 Certificate of Competency as Master on unlimited sea voyages as issued by the South African Maritime Safety Authority

Position Purpose

To provide professional, comprehensive and credible legal advice and support on litigation and collection matters emanating from the application of corporate, property and administrative law and support the Senior Manager Legal to ensure that Transnet Property ("TP") operates its functions and powers in a lawful manner by safeguarding the legal interests of TP in all its dealings with internal & external parties in respect to, administrative law, governance, litigation, legal risk management and other legal related matters.

 

Position Outputs

Ensure proper legal risk management to minimise the risk of litigation against Transnet Property ▪ Manage all litigation matters for or against Transnet Property ▪ Engage and consult with attorneys, relevant stakeholders and witnesses where required. ▪ Reduce pending litigation cases against Transnet Property ▪ Give instructions to attorneys and counsel during the litigation and arbitration hearing process, assisting on preparing the necessary court/arbitration documents as well as management of invoices and legal budget ▪ Do research in preparation for court/arbitration cases ▪ Review legal costs payable to external service providers ▪ Assist the Senior legal advisor in Participation in negotiations and court proceedings ▪ Manage and maintain relationships with panel attorneys.

Drafting of legal opinions and provision of legal advice where required ▪ Advice on and prepare the relevant delegation of authorities on behalf of Transnet Property to ensure that mandates are carried out within prescribed delegated Authorities. ▪ Ensure proper legal risk management to minimise the risk of litigation against Transnet Property ▪ Manage all litigation matters for or against Transnet Property in line with the legal policy to ensure value for money. ▪ Engage and consult with management, region officials, attorneys, relevant stakeholders and witnesses where required.

Proper identification and management of risks and opportunities, as well as saving on insurance, legal liability and other potential costs associated with risk exposures ▪ Provide instructions to attorneys and counsel during the litigation and arbitration hearing process, assisting on preparing the necessary court/arbitration documents as well as management of invoices and legal budget ▪ Ensure that there is compliance in all respects with the PFMA and all relevant legislation impacting on Transnet ▪ Ensure implementation of a litigation and collection management system in Transnet so that the company is aware of litigation risk on various matters and acts in accordance with appropriate strategies to manage legal risks.

Attend to all queries emanating from the litigation and collection matters and manage staff and workflow emanating from the litigation and collection sphere. Provide legal advice to regional management on litigation and collection ▪ Provide accurate written & verbal legal opinion to Management regarding policies, procedures and all business/operational issues of a legal nature ▪ Do research in preparation for court/arbitration cases and participate in negotiations and court proceedings ▪ Liaise and assist the credit control function on litigation and collection related issues ▪ Advice on and prepare the relevant delegation of authorities on behalf of Transnet Property to ensure that mandates are carried out within prescribed delegated Authorities ▪ Supervise and control the work allocation of the Collection administrative staff and manage the daily activities of the section.

Attend legal consultation and court cases to ensure that adequate instructions are given and proper legal guidance is given to ensure compliance with Transnet policies and to safeguard Transnet s’ reputation ▪ Advice Transnet on the interpretation, application and implementation of various administrative law instruments so that Transnet adheres and complies with all applicable legislation ▪ Provide advice in developing implementing and monitoring administrative law legal frameworks, policies and uniform norms and standards for the provision of legal services and management of legal risk ▪ Provide input into the drafting of policies and procedures against the governance and policy framework ▪ Report on all disputes and matters that may pose a reputational and financial risk to Transnet ▪ Provide advice to all Transnet Property regions on all litigation and collection related matters.

Conduct due diligence on litigation and collection related matters ▪ Draft legal opinion and provide ad hoc legal advice to regions and management on litigation related matters ▪ Conduct workshops on the management of various legal risk based on outcome of litigation cases.

Participate in various Committees within TP as delegated from time to time by Senior Legal Advisor and provide legal support to committees ▪ Provide regular reports on all activities falling under the litigation and collection sphere and conduct the relevant fact-finding exercises and inspections ▪ Analyse, comment, and interpret legislation relevant to Transnet and assisting in developing a risk management strategy for the organisation ▪ Participate in the undertaking of legal due diligence exercises to identify and mitigate legal risks facing Transnet.

Provide legal advice to Transnet teams in respect of all the disposal processes of non-core assets of Transnet, ensuring compliance with all applicable legislations ▪ Monitor and handle all litigation and collection matters within TP and provide regular report to the Senior Legal Advisor ▪ Ensure document filling of all matters ▪ Undertake legal research (Statutes, decisions, legal articles, codes and documents)

 

Qualifications and Experience

LLB Degree and Admission as an Attorney / Relevant Qualification / National Diploma (NQF 6/7); Advantageous: Transnet leadership Development Programme. Min 5 years’ relevant experience in a large enterprise, preferably with 1 yr supervisory or specialist experience.
