Position Purpose

Position Purpose
• To assist in the implementation of the Company's taxation strategy in respect of direct and indirect tax so as to ensure that TRIM complies fully with taxation requirements and legislation.
• To support the Transnet Group Tax team in the delivery of their responsibility as regards to the management of Transnet Group’s tax affairs.

Position Outputs

Position Purpose

Position Outputs

• Review of monthly, quarterly and annual financial reports and audit committee submissions and review of all financial information included within the annual report. • Review the monthly trial balance to ensure that it complies with IFRS prior to inclusion in the monthly reporting in conjunction with the finance managers responsible for the ledger. • Assist in planning and managing the external audit process, including determining the areas to be covered and the extent and scope of the audit, providing facilitation services and ensuring that all queries are satisfactorily resolved, and audit packs are timeously approved

Position Purpose
Proactively establish and maintain a sound internal control, PFMA governance and loss control environment to assist in the improvement of organisational operational activities towards the efficient and effective attainment of TRIM’s goals and objectives. The role supports the Head: Governance and Audit Liaison by providing specialised oversight of PFMA compliance, irregular expenditure, fruitless and wasteful expenditure, SCM governance, loss control matters and related governance breaches, including support for internal and external audit queries, evidence preparation, root cause analysis, management responses and corrective action tracking in these areas.
Position Outputs
• Develop control frameworks, assist the business in the embedment of policies, procedures and the socialising and/or ensuring awareness of approved documented control frameworks by the Process Owners and the Internal control Champion. • Drive Control self-assessments by ensuring that business process owners adhere to the requirement to complete regular assessments and analysis of results. • Ensure a sound internal control environment within the organisation by reviewing reports (ITM, CSA, PFMA, Audit reports, etc.), identify any control deficiencies and implement measures to address these. • Participate in Special Projects and adhoc requests from management and Group that deal with internal controls. • Contribute to the development of the strategic goals and objectives of the Governance and Audit Liaison department e.g. (Business Plan, policies & programs) aligned to best practice and Group strategic goals and manage the implementation thereof.
• Develop, manage and enhance scalable compliance program/s with effective program elements that mitigate all areas of operational & financial risk and ensure sustainable controls commensurate with the risk appetite and growth of TRIM. • Monitor and provide advice on measures to ensure compliance to TRIM and Transnet policies and procedures. • Analyse and interpret the financial environment to assess risks and ensure that the department is monitoring activities that address relevant risks. Maintain and update the financial risk register for TRIM Finance. • Ensure that all GMs and TRIM Finance Heads are timeously and accurately kept abreast of all significant/long outstanding audit findings before same is escalated to the Transnet EXCO. Assist where possible to ensure that the ITM is updated with the correct action plans and that they are relevant and up to date.
• Ensure that an effective ITM dashboard of all internal control activities within TRIM is maintained and presented to the Governance Steering Committee in TRIM (and other relevant Transnet approved committee) for proper decision-making and action. • Promote robust discussions around all matters on the ITM dashboard ensuring that it fairly reflects the overall status of internal controls in TRIM. • Liaise with managers at the different locations within the OD to project manage OD wide projects to enhance controls and to adequately manage risk identified through internal audits and the results of controls self assessments. • Establish/define/initiate/refine and manage the Critical Financial Reporting Controls (CFRC) and Business Critical Controls. • Investigate and report on material transactions on an ongoing basis to ensure that such transactions bear evidence of segregation of duties and compliance to DOAs in TRIM.
• Lead and manage the team; manage the cost centre and audit budget Advise and reflect on the adequacy and effectiveness of financial risks and controls and ensure that internal controls are improved where weaknesses in the SAP system are identified. • Integrate efforts on improvement of internal controls through liaison with the Legal department’s Forensic section and consideration of the reason/s as to how controls were bypassed or were not adequate in design.
External audit, PFMA and governance liaison support • Support external audit matters relating to PFMA compliance, irregular expenditure, fruitless and wasteful expenditure, SCM governance, contract deviations, delegations of authority, loss control and governance breaches by coordinating evidence, reviewing management responses and tracking corrective actions to closure. • Review audit evidence packs for completeness, factual accuracy, traceability and alignment to PFMA, Treasury Regulations, Companies Act, SCM governance requirements, Transnet policies and approved delegations before submission to the Head: Governance and Audit Liaison.
Liaise with SCM, Legal, Risk, Compliance, Forensics, Shared Services, Finance Heads and process owners to resolve audit queries and ensure sustainable remediation of PFMA, loss control and governance-related findings. • Identify repeat external audit findings in PFMA, SCM governance and loss control areas and recommend practical control improvements to prevent recurrence.

Position Purpose
The purpose of this position is · To enhance TRIM’s internal control framework by ensuring that the design and operating effectiveness of controls mitigate key risks, support compliance, enable reliable financial reporting and improve operational efficiency. The role supports the Head: Governance and Audit Liaison by providing specialist oversight of internal controls, control self-assessments, ITM tracking, combined assurance activities, audit evidence readiness and remediation of control weaknesses. · To provide strategic direction in the development, review, management, implementation, monitoring and evaluation of a comprehensive Combined Assurance programme aligned to the standards of the Institute of Internal Auditors (IIA), Transnet governance requirements and recognised assurance practices. Position Outputs
Strategy • Alignment with Transnet Group Loss Control to liaise and align efforts for all related activities. • Coordinate with Transnet Group Loss Control to integrate internal control activities, ensuring consistency and compliance within the OD. • To influence the Transnet Internal Audit (TIA) Plan ensuring risk areas are addressed and ensuring comprehensive coverage. • Oversee TIA budgeting, coordinate between TIA and management, and ensure strict adherence to the approved audit plan. • To ensure that all GMs in TRIM are timeously and accurately kept abreast of all significant/long outstanding audit findings. Assist where possible to ensure that the ITM is updated with the relevant and up-to-date corrective action plans. • To ensure that an effective ITM dashboard of all internal control activities within TRIM is maintained and presented to the Internal Control Steering Committee in TRIM (and other relevant committees) for proper decision-making and action.
• To promote robust discussions around all matters on the ITM dashboard ensuring that it fairly reflects the overall status of internal controls in TRIM. • Liaise with managers at the different locations and within the OD to project-manage OD-wide projects that enhance controls and to adequately manage risk identified through internal audits and the results of control self-assessments. • Design and roll out Control Self-Assessment (CSA) frameworks and methodologies across TRIM. • Guide the business in conducting the CSA for all the business functional areas. • Analyse assessment outcomes to identify control gaps or weaknesses. • Track the status of corrective action plans arising from the assessment results. • Develop and implement the Transnet Combined Assurance strategy. • Direct the activities to ensure that the Combined Assurance providers are aligned to the international and national standards.
• Provide and coordinate improvements on Procedures, compliance obligations, King V as well as Procedure with the TFR Combined Assurance Providers. • Lead the capacitation of the Combined Assurance Providers on the TRIM Framework, procedures, compliance obligations, King V, international and national standards. • Drive the establishment of the tools, methodologies and approaches to ensure alignment and collaboration with Transnet Group Combined Assurance. • Lead the definition of the Roles and Responsibilities for TRIM Combined Assurance per line of assurance and ensure the relevant assurance providers are informed.
• Lead research on continuous improvement opportunities of Combined Assurance processes through various industry platforms e.g. IIA, Risk Based Internal Audit articles or newsletters. • Support the Head: Governance and Audit Liaison in planning and coordinating quarterly reviews, half-year reviews, year-end external audits and other assurance engagements by ensuring that internal control, CSA, ITM and combined assurance evidence is complete, traceable, reviewed and submitted within agreed timelines. • Review audit evidence packs relating to internal controls, control self-assessments, ITM actions, control testing, combined assurance activities and remediation progress before submission to the Head: Governance and Audit Liaison.
• Coordinate management responses for audit findings relating to internal controls, combined assurance, control design, operating effectiveness, repeat findings and remediation delays, ensuring that responses are factual, evidence-based, technically defensible and aligned to agreed corrective actions. • Track audit action plans, ITM actions and combined assurance remediation commitments to closure, escalating overdue, repeat, high-risk or disputed matters to the Head: Governance and Audit Liaison for executive attention. • Work with the Senior Manager: Governance: Loss Control and PFMA to ensure that control weaknesses linked to PFMA, SCM governance, irregular expenditure, fruitless and wasteful expenditure or loss control findings are reflected in the control environment improvement plan and monitored to prevent recurrence.
• Conduct audit post-mortems and lessons-learnt reviews for internal control and combined assurance findings and translate recurring audit issues into practical control improvement plans. Monitoring • Develop and implement monitoring methods and tools for TRIM Combined Assurance activities. • Facilitate the evaluation of the Combined Assurance and resource plan report and identify key issues to be reported to relevant governance structures. • Evaluate adherence to the Combined Assurance Framework and procedure. • Review adherence to timelines of actions from audit and identify critical areas for reporting. • Liaise with internal and external structures on matters that had been identified as gaps as well as areas of good performance to enhance relationships. • Evaluate the impact of transactional tools performance and deviations on the execution of the Combined Assurance from the Assurance Providers and resolve matters with relevant functions.
• Aligning assurance to the various risk exposure levels through properly defined and consistently applied assurance mapping processes. • Maximising control efficiencies and optimising the impact of effective controls through the execution of risk-based assurance. • Giving comfort to Management, the TRIM EXCO that critical risks are understood across the OD, Business Units are properly and effectively managed. Governance • Establish the TRIM Combined Assurance governance structures in line with the Transnet Combined Assurance oversight principles and practices. • Facilitate the appointment of Assurance Providers for the TRIM Combined Assurance Working Group (CAWG) to provide oversight on the implementation of the Combined Assurance framework, procedures and processes. • Represent TRIM at the Transnet Combined Assurance Forum and the Internal Control Steering Committee (ICSC) within the Business Units to ensure that the TRIM activities,
challenges and the achievements are identified, and the necessary support is provided by the Transnet Group governance forum. Qualifications and Experience
• Honours Degree or Postgraduate qualification in Internal Auditing, Accounting, Risk Management, Governance, Compliance, Assurance or a related field. • CA(SA) registration would be an advantage. • Certified Internal Auditor certification, Certified Information Systems Auditor certification, Certification in Risk Management Assurance or equivalent assurance-related certification would be an added advantage. • Relevant 8 to 10 years’ experience in internal control, internal audit, combined assurance, governance, compliance, risk management or audit readiness, including at least 5 years at a management-level. • Experience in external audit liaison, management letter resolution, evidence management, ITM action tracking, CSA programmes and remediation of repeat audit findings in a PFMA-regulated or state-owned company environment is advantageous. Position Purpose
To lead TRIM’s financial modelling capability within Financial Planning and Regulation, providing senior management oversight, technical assurance and business partnering support across strategic finance, tariff, regulatory, funding, capital investment and commercial decision-making areas. The role reports directly to the Head of Financial Planning and Regulation and is accountable for leading the financial modelling capability that develops, maintains and quality-assures models used across TRIM’s major business areas. The portfolio supports PSP transactions, BFI and other funding applications, tariff and regulatory submissions, corridor and customer profitability analysis, capital investment appraisals, scenario planning, affordability assessments and other executive decision support requirements. The role is accountable for establishing consistent modelling standards, ensuring auditability, strengthening scenario analysis, and translating complex model outputs into clear insights for management, Exco, Board, regulator, National Treasury and other stakeholder submissions. The role is accountable for: • Leading the financial modelling function to support modelling priorities across TRIM’s finance, commercial, regulatory, capital and strategic project areas. • Developing, reviewing and quality-assuring complex financial models for PSP corridor concessions, tariff applications, BFI funding applications, capital business cases, regulatory assessments and other strategic finance decisions. •Embedding modelling governance, standards, controls and documentation to ensure models are robust, auditable, transparent and fit for executive and regulatory decision-making. • Providing senior-level insight and interpretation of model outputs to inform business strategy, funding negotiations, tariff decisions, affordability assessments, investment prioritisation and audit/regulatory responses.
Position Outputs
Financial Modelling Leadership Lead and coordinate the financial modelling capability, allocate modelling work, review outputs, provide technical guidance and ensure consistent modelling standards across the business. BFI Funding Models Prepare financial models and business case templates for BFI funding applications to National Treasury, ensuring alignment with Treasury guidelines and TRIM's strategic priorities. Business Case Financial Models Develop financial models for business cases requiring Exco, GIC, or Board approval, including cost-benefit analysis and risk-adjusted return calculations. Ad-hoc Strategic Project Models Provide financial modelling support for tariff scenario analysis, cost optimisation initiatives, revenue enhancement projects, funding proposals, customer affordability assessments and other strategic finance projects as directed by the Head of Financial Planning and Regulation.
Model Quality Assurance Own the modelling quality assurance framework, review assumptions, inputs, formulas, controls and outputs, and approve models for use in management, regulatory, funding and Board decision-making processes. Sensitivity and Scenario Analysis Conduct sensitivity analysis and scenario planning to assess the impact of key variables (tariff levels, volume forecasts, capital costs, interest rates) on project viability. Model Documentation Prepare clear, concise model documentation, including assumption registers, calculation methodologies, and user guides for handover to business-as-usual owners.
Presentation Support Prepare model outputs, charts, and summary tables for inclusion in Board papers, Exco packs, and Regulator submissions. Gate Review Support Provide financial modelling support for Gate Reviews, including model validation and sensitivity analysis. Tender Evaluation Support Perform financial assessments of tender submissions for PSP transactions and other strategic projects.
Qualifications and Experience
• BCom (Honours) Degree in Finance, Accounting, Economics, Actuarial Science, Engineering, Mathematics, Statistics or similar quantitative discipline is required. • CA(SA), CIMA, CFA, MBA, MSc Finance, Project Finance is highly advantageous. • At least 8–10 years’ experience in financial modelling, business case development, infrastructure finance, project finance, tariff/regulatory analysis or strategic financial planning, with at least 5 years at management level. • Advanced financial modelling skills, including DCF, NPV, IRR, DSCR, sensitivity analysis, scenario planning, tariff modelling and funding/business case models.
