FUNCTIONAL SPECIALIST: FINANCE (CENTURION)

Description
PURPOSE:
To design, implement and deploy software for applications in the ERP (Financial or HRM or SCM) suite. Analyze business requirements for projects, recommend enhancement for optimal performance and provide application support. Functional Specialists will provide functional support to the abovementioned divisions and report into the ICT structure. After implementation, ideally only system support should be provided by the ICT department, and each division should have their own functional expertise to support their systems. This role will primarily support the Finance stream and its integration with the SCM and HCM modules within the ERP environment.
1. Functional system support
· Provide functional support to end- users, at 2nd and 3rd line level.
· Supporting and optimizing the System Functional platform area.
· Provide specific support for month-end and year-end activities.
· Provide on the job training to end user.
2. Functional specific design and implementation
· Plan, lead and actively participate in the design, configuration, and testing of the solution.
· Write business requirement documents and other functional and technical documentations.
· Identify functional gaps and provide corrective actions to meet the client’s specifications.
· Implementation of solutions to streamline business processes and workflows.
· Work closely with business to unpack business requirements.
3. System optimization
· Work with Functional business process owners and relevant
· Functional stakeholders to translate business requirements to technology solutions.
· Prioritize and implement enhancements.
· Plan and perform various tests (integration and system testing).
· Work with business analysts and developers in converting the business solution into technical designs.
· Identify functional gaps and provide corrective actions.
4. Projects
· Actively participate in all IT projects forming part of the transformation agenda.
· Lead the Finance stream during project implementation.
· Ensure that project deliverables meet customer expectations.
· Support project team in developing reports, tables, fields, data interfaces and application extensions.
5. Documentation
· Create and manage appropriate documentation relating to creation of user manuals, FAQs, system changes, test scenarios, test conditions, test scripts, etc.
· Ensure functional/technical specifications are aligned to the EA.
Requirements
Minimum Qualifications:
- B Degree/B Tech in Computer Sciences, IT or relevant
Experience:
- Minimum 8 years’ experience in ERP implementation, Preferable SAGE 300C Finance.
- Functional SAGE Certification – Finance, Required.
- Experience in integrated ERP environments with exposure to SCM and/or HCM processes will be advantageous.

SENIOR MANAGER: BI-NATIONAL PROJECT - LHWP (Lesotho)

Description
The key objective of this newly created role is to represent and act in the interest of TCTA, as the funding agent for the Lesotho Highland Water Project, within the context of the bi-national Treaty agreement between the Government of South Africa (represented by the Department of Water and Sanitation) and the Kingdom of Lesotho.
The position reports to the TCTA Chief Strategy Officer situated in Gauteng. However, the incumbent will be seconded to the Maseru office for the duration of the bi-national project.
The incumbent will manage the TCTA professional employees, also residing in Maseru, and provide general management by overseeing the daily operations for the TCTA employees, in line with their technical areas (Engineering, Environment and Finance) of expertise.
The incumbent will also be nominated by TCTA to the Minister of Water and Sanitation for appointment as an RSA Delegate, alongside the Chief Delegate and Alternate Chief Delegate, and, by implication, will serve on the Lesotho Highlands Water Commission (LHWC). This role is employed by TCTA on the Lesotho Highlands Water Project (LHWP).
1. RSA Delegate to the LHWC
• Serve as an RSA Delegate to the LHWC to ensure the interests of South Africa are protected and that the LHWP is implemented in accordance with the prescriptions of the Treaty and supporting protocols.
• Provide management reports to TCTA as a TCTA representative to the RSA Delegation.
2. Engineering, Social and Environmental Management
• Manage the TCTA Engineering and the Environmental and Social Management functions to the LHWP to ensure the required technical support and reporting is provided to the RSA delegation to the LHWC.
• Liaise with TCTA’s Project Management and Implementation Division concerning O&M responsibilities, and feed back into the LHWC.
3. Financial Management
• Manage the TCTA Financial Management function seconded to LHWP to ensure the required technical support and reporting is provided to the RSA Delegation: LHWC.
• Collaborate with the TCTA CFO and Finance team to ensure project cost payments follow the appropriate process and facilitate any disputes between TCTA and LHDA that may arise.
• Collaborate with appropriate parties concerning the royalties calculations and payments and facilitate any dispute which may arise.
• Collaborate with the LHWC Secretary on the LHWC budget for submission to the appropriate DWS and TCTA Governance structures. The LHWC budget is to be concurred with by South Africa before the LHWC approves the same.
4. Compliance management
• Ensure that the operations of the TCTA employees are compliant with the applicable legislation and frameworks.
• Ensure an integrative and solution-focused approach to compliance matters, considering the bi-national nature of the LHWP.
• Provide governance assurance and oversight in respect of TCTA’s participation in the LHWP by ensuring that activities and decisions under the scope of control are aligned with the Institutional Arrangements Agreement, governance protocols, applicable delegations of authority and agreed governance frameworks.
5. Management of staff
• Effective and efficient management of TCTA staff based in Maseru, in line with the applicable TCTA policies, procedures and practices.
Requirements
MINIMUM QUALIFICATIONS REQUIRED:
· Honours degree NQF8 in Civil Engineering, Project Management, Business Administration, or equivalent.
· A relevant Master's degree NQF9 such as LLM, MSc or MBA will be advantageous.
MINIMUM EXPERIENCE REQUIRED:
10 years work experience, with 3 years at management level.
ADVANTAGEOUS EXPERIENCE:
Water Sector experience.
Mega Infrastructure Environment.
Bi-national relations within project environment.
