Description

 

Job Profile:

To oversee the activities of the Technical Support and Consulting (TSC) team, which includes specialist scientists and technicians in CTS. The role involves managing essential scientific research, service development and improvement, quality assurance, and regulatory compliance functions.

 

Key Performance Areas:

1. Financial Sustainability Focus        

  • Assist in executing customer service activities, including the implementation of non-routine analytical methods, timely internal cost recovery, and the processing of requests to invoice (RTI).
  • Assign personnel and gather input to review the pricing structure (including benchmarking) to ensure prices are competitive with the market and that NLS achieves breakeven within the specified timeframe.
  • Manage responses to relevant and qualifying RFQs and tenders, including the preparation and submission of proposals from clients.
  • Facilitate the signing of sales contracts and ensure adherence to the terms and conditions of Sale.
  • Coordinate planning and submit support applications to secure funding for technical projects, equipment acquisitions and upgrades, as well as personnel training (e.g., from NRF, IAEA, and bilateral sources).
  • Prepare the required documentation to secure the budget for procuring items for their section.
  • Ensure compliance with all relevant Necsa policies, including but not limited to those related to Procurement, HR, Finance, and IT."

2. Technical Aspects

  • Manage the planned activities of the support laboratory, including the development of analytical test methods and the procurement of specialized instruments and equipment to boost productivity and improve result quality.
  • Contribute to planning the future direction of the lab's service expansion by considering industry trends, market demands, advancements in analytics and science, customer needs, and regulatory changes, while developing suitable response strategies.
  • Support the lab in ensuring the ongoing validity of analytical methods, maintaining conformity to customer specifications, and ensuring compliance with Quality Management Systems for continued service quality.
  • Ensure that all quality assurance tasks, as outlined by the management system, are completed. This includes verifying technical and administrative controls to ensure consistent delivery of high-quality services to customers and stakeholders."

3. Sales and marketing

  • Facilitate the creation of physical brochures, banners, and websites to provide the lab services with the necessary branding, aesthetics, and visual appeal."
  • Review and approve fact sheets that showcase NLS's capabilities and services, including facilitating their publication on marketing platforms."
  • Conduct marketing activities, including market research and analysis, with reports on potential new services and improvements to existing technologies."

4. Product Development and Commercialisation

  • Review and recommend for approval viable ideas identified and conceptualized by scientists, with potential to lead to new services.
  • Facilitate the refinement of conceptualized business ideas through activities like market research and studies.
  • Prepare business cases based on market analysis reports, highlighting potential for successful commercialization.
  • Prepare and submit applications to secure funding for technical projects, equipment acquisitions, and upgrades, as well as personnel training.
  • Lead the preparation and submission of unsolicited bid proposals to potential customers following the unsolicited bid mechanism to expand services offerings.

5. Stakeholder and Customer Management

  • Provide key stakeholders with comprehensive and integrated reports that represent NLS's performance in both technical and financial results."
  • Contribute to the preparation of the monthly management report for their section.

6. OHS, QMS and Compliance

  • Oversee and assist in executing Quality Assurance activities (management reviews, document reviews, audits) to ensure performance aligns with standards, compliance requirements, and established schedules.
  • Monitor the implementation, maintenance, and operation of the SHE&R regime to ensure compliance with the latest and applicable standards.
  • Facilitate the execution of BBS activities within the section and compile BBS statistics for NLS.
  • Monitor the execution of NNR compliance activities and manage risk-related tasks.
  • Serve as an auditee, responding to audit inquiries related to their section, and ensure the section passes the audit without qualifications, including facilitating the timely closure of audit findings.

7. Human Capital

  • Assist in ensuring that all personnel are trained and contracted to perform their specific tasks, while also providing opportunities for exposure and development according to agreed plans and targets.
  • Conduct one-on-one meetings with employees to foster rapport and strengthen working relationships.
  • Continuously engage with scientists to identify and address skills and knowledge gaps.
  • Offer scientific and technical support to the laboratories regarding technical specifications, instrument installation and commissioning, resolving analytical issues, troubleshooting, and performing ad-hoc analyses.
  • Train laboratory technicians on standard operating procedures (SOPs).
  • Manage leave and conduct performance assessments for direct reports.

 

JOB REQUIREMENTS

KEY KNOWLEDGE & SKILLS

  • Extensive knowledge of the scientific field of practice. (Chemistry, Physics, or equivalent), including the latest techniques and the analysis of relevant chemicals.
  • Proficiency in locating relevant scientific information in the literature, as well as the ability to read, extract, and interpret data from scientific papers and patents.
  • Ability to design chemical or physical processes, considering the materials and all necessary or available equipment.
  • Ability to select the appropriate chemicals, instrumentation, tools, and other resources for specific applications.
  • Registered as a Professional Natural Scientist or possess the required credentials to be registered as a member of the professional body.
  • Demonstrated leadership skills in managing scientific development programs.

Requirements

Minimum Qualifications and Experience:

Education:

  • Masters degree in chemistry/physics or equivalent (NQF 9) qualification in natural science field.
  • Competency training in ISO/IEC standards (e.g., 17025 or 9001) completed with minimal 5 years’ experience in conducting ISO QMS systems maintenance activities.

Experience: 

  • 10 years of practical experience in laboratory analysis for the applicable Masters qualification or 7 years of experience for PhD qualification.
  • Must have at least 5 years of experience in service quotations/proposals and related customer consultation services included in the above 10 years or 7 years practical experience in laboratory testing analysis

Job Profile:

To support the Rigging Foreman in performing mechanical installation, repair, and maintenance tasks within the organization.

1. Infrastructure Maintenance             

  • Support the Rigging Foreman and Riggers in daily operations.

INDEPENDENT CONTRACTOR (NECSA) – NUCLEAR LIABILITIES ASSESSMENT REVIEWER (3 MONTHS CONTRACT) (NORTH WEST)

Description

Background

Necsa is required to perform a formal re-assessment of its historic and future liabilities after every five years in line with by the Policy Procedure on the Management of Nuclear Liabilities arising from the Past Strategic Disused Nuclear Facilities (Department of Electricity and Energy).

The Stage 2 Operational Nuclear Facilities re-assessment of was last conducted and completed during 2021/22 FY. The periodic review (five year) of the Stage 2 nuclear liabilities assessment is due at the end of the 2026/27 financial year in accordance with DEE Policy procedure.  In order to enhance stakeholder confidence in the liability estimates an independent expert reviewer is required to review the reassessed estimated figure.

 

Invitation For Independent Contractors Services

The Independent expert is expected to review the methodology, quantification and costing of Stage 2 Nuclear Liabilities.

The potential service provider will be expected to compile a report that provides an expert opinion on the reasonableness of the 2026/2027 FY Stage 2 D&D liability estimates. 

The number of facilities in the re-assessment is 15 (Fifteen).

 

The review must include the following:

  1. Review material waste inventories
  2. Review decommissioning costs for individual facilities and methods used.
  3. Review waste management strategies and processes
  4. Review assumptions used in the re-assessment of the liabilities
  5. Waste Management methods and processes
  6. Review tariffs used for waste management processes
  7. Review all the costs estimates used in the re-assessment
  8. Review the reasonableness of the 2025/2026 liability estimate.

Provide a project plan on how the contractual milestone will be managed and achieved.

 

Delivery period, Track record and skills/ technical know how

Delivery period: independent expert shall be available and able to conduct the work within 3 months period.

Track Record: independent expert has experience in similar works (attach letters from clients within the last five years, completion certificates or other objective evidence; minimum of 1 reference to be provided).

Skills/technical know-how (Provide CV): at least 10 years’ experience in Decommissioning, Decontamination and Waste management of nuclear facilities including Knowledge and understanding of nuclear liability assessment work.

KEY PERFORMANCE AREAS

 

PRINCIPAL ACCOUNTABILITIES

 

1.   SYSTEM SUPPORT AND MAINTENANCE

  • Serve as the primary administrator for Quality Control LIMS.
  • Configure, maintain, and manage LIMS master data, including specifications, products, materials, test methods, stability studies, users, and laboratory workflow.
  • Perform system updates, configurations, and routine maintenance to ensure optimal performance.
  • Ensure the LIMS remains compliant with cGMP, ALCOA+ data integrity principles, and applicable computerized system regulations.
  • Coordinate LIMS upgrades, patches, enhancements, and new functionality with Information Technology and software vendors.
  • Perform system administration activities including user account management, security roles, permissions, and audit trail reviews.
  • Lead and support computerized system validation activities, including preparation and execution of validation documentation (URS, Risk Assessments, IQ/OQ/PQ, Test Scripts and Validation Reports).
  • Provide day-to-day technical support and investigate and resolve LIMS-related incidents, deviations, and technical issues.

2.   USER SUPPORT AND TRAINING

  • Develop, review, and maintain SOPs, work instructions, and training material relating to LIMS.
  • Provide end-user training and technical support to laboratory personnel.
  • Continuously assist laboratory staff in navigating and using the LIMS effectively.
  • Respond to user requests and resolve queries promptly.

3.  DATA MANAGEMENT

  • Ensure the accuracy, integrity, and security of data within the LIMS.
  • Manage data entry, import/export processes, and system-generated reports.
  • Monitor data workflows to ensure compliance with regulatory requirements (e.g., GLP, cGMP, ISO standards).
  • Ensure that all laboratory equipment is interfaced with the LIMS.

4.   SYSTEM DEVELOPMENT AND OPTIMIZATION

  • Collaborate with laboratory and IT teams to identify opportunities for system improvements.
  • Assist in the testing and implementation of LIMS updates and new features.
  • Customize system configurations to align with laboratory requirements.

5.   DOCUMENTATION AND REPORTING

  • Support Change Control, CAPA, and audit activities related to laboratory computerized systems.
  • Maintain detailed records of system changes, issues, and resolutions.
  • Generate routine and ad hoc reports for laboratory management.
  • Document system processes, procedures, and workflows for internal use.

6.   GOVERNANCE, RISK & COMPLIANCE

  • Pharmaceutical standards and compliance requirements regarding equipment as well as knowledge of 21CFR compliance.
  • Provide input to QC Department for improvement compliance systems on equipment using the LIMS system.
  • Liaise with the approved supplier and IT for maintenance of LIMS system.
  • Coordinate and initiate risk/ impact assessments and plans to address LIMS deficiencies.
