POSITION SPECIFICATION
Position: Chief Executive Officer
Company: The South African National Roads Agency SOC Limited
Location: Val de Grace, Pretoria
Employment Status: Five-year Fixed Term Contract
Remuneration: A competitive package commensurate with the level of the position will be offered within the framework of legislative prescripts applicable thereto Reports to: The Board through the Chairperson of the Board
Purpose of the Position: Leading and driving strategy development and implementation; delivering sustainable value to the company and broader stakeholders.
Requirements:
A relevant postgraduate qualification at Master’s level (NQF Level 9) in
• Engineering, infrastructure development, business management/ leadership, business administration, finance or equivalent discipline
• A strong executive career track record with at least 10 years senior management experience in service delivery environment in infrastructure, engineering, built environment, construction or infrastructure finance with at least 5 years at executive leadership level
• Knowledge of the public sector governance and state-owned entity regulatory framework
• In-depth knowledge of PFMA, Companies Act, PPPFA, Treasury Regulations and King Code on Corporate Governance
• Proven track record of organisational turnaround, restructuring and transformation
• Strong background in large-scale infrastructure project execution, corporate finance, infrastructure financing, development finance or Public-Private Partnerships (PPPs)
• Working knowledge of the public sector supply chain management governance framework
• Experience in interacting with and reporting to the Board of Directors and shareholder representative at a strategic level • Knowledge of government industrialization policy
• Previous experience as a CEO in a large-scale project execution environment is an added advantage
• Previous experience in road infrastructure projects is an added advantage
• Registration with relevant professional bodies
MAIN OUTPUTS AND RESPONSIBILITIES:
The CEO of SANRAL is accountable to the Board of Directors for the following outputs and outcomes:
• Leading the development and implementation of SANRAL’s long-term corporate strategy
• Driving financial sustainability, overseeing the effective management of multi-billion rand budget and capital expenditure programmes
• Achieving organisational performance goals, objectives, and targets
• Driving organisational renewal, growth, turnaround initiatives and business optimization strategies
• Steering national road network strategy
• Overseeing construction of road infrastructure projects, strategic capital projects, maintenance & rehabilitation of national road network
• Ensuring robust financial governance and regulatory compliance (including
PFMA, SANRAL Act, Companies Act, PPPFA, Treasury Regulations and King V)
• Driving transformation and inclusive economic participation with accountability for B-BBEE outcomes, enterprise and supplier development and measurable participation of individuals from designated groups
• Embedding environmental, social and governance (ESG) initiatives within the company’s strategy
• Driving and enhancing strong partnerships with key stakeholders, including financiers, clients, service providers, government, unions and communities
• Cultivating a high performance, ethical and inclusive organisational culture
• Directing the company in line with good corporate governance, compliance with statutory requirements; and managing the company’s risk exposure and mitigation plans
• Ensuring effective and efficient supply chain management system is in place for the management of road infrastructure projects and strategic capital projects
• Representing SANRAL nationally and internationally to drive collaboration, influence sector policy and strengthen sector leadership
• Driving innovation, automation and digital transformation initiatives
• Overseeing the general administration and day-to-day operations of the organisation

Conditions of Appointment The successful candidate will be appointed on a five (5) year fixed term contract and will enter into a performance agreement with the Board of Directors. The appointment will be subject to security vetting, qualifications verification, reference checks, competency assessments and the disclosure of financial interests in accordance with applicable
legislation. SANRAL reserves the right not to make an appointment. Candidates who are not contacted within 3 months after the closing date may assume that their application was unsuccessful.

INTERNSHIP: ICT (LOGISTICS)

Internship: (24 Months)
Description
POSITION OBJECTIVE
To provide a work-integrated platform for graduates to learn the logistics function within an State Owned Entity environment. The opportunity will lend itself to developing knowledge and application of Strategy, Service, and Cost requirements.
Minimum Requirements
· NQF 6 in Logistics, Transport management, Operation Management, Business administration, Customer Relations/ SCM related qualification.
Exposure
· Under the guidance of the GM: ICT strategy and Innovation, the intern will gain exposure to various tasks and responsibilities:
Stock & Asset Support
· Assist with receiving, recording and issuing tag stock, equipment and consumables.
· Maintain accurate stock records and report shortages or discrepancies
Dispatch & Distribution
· Prepare parcels for dispatch to customer service centres, toll plazas, mobile operations vehicles and internal teams.
· Track deliveries and confirm receipt with stakeholders
Inventory & Warehouse Support
· Conduct regular stock counts and update inventory registers.
· Ensure storage areas are organised and compliant with safety requirements.
Mobile Operations Support
· Assist with stock preparation for mobile operations vehicles.
· Support readiness activities and replenishment of operational supplies.
Documentation & Reporting
· Prepare delivery notes, stock transfer forms and dispatch registers.
· Update systems and assist with weekly/monthly logistics reports.
Stakeholder Support\
· Respond to stock or logistics queries from internal teams.
· Escalate any operational issues to the Logistics Supervisor.
Compliance & Safety
· Adhere to OHS guidelines and internal stock-handling procedures.
· Maintain confidentiality and proper record-keeping
