Description
OVERALL, PURPOSE OF THE JOB
To facilitate the process of issuing and re-issuing of all aviation personnel licenses in accordance with the South African Civil Aviation Regulations and Technical Standards.
Key Responsibilities
Operational Management
- Receive and verify licenses for compliance with the issue and re-issue terms according to SACAR’s and CATS, as prescribed.
- Ensure that all applications are processed, verified for correctness, and dispatched timeously
- Receive and process verification applications for foreign licences
- Receive and process applications for 30-day extensions.
- Participate in ongoing training and development to enhance skills and knowledge.
- Assist with arranging meetings and minutes.
Customer Interface
- Project and maintain a professional and positive image when dealing with client
- Handle incoming customer calls, emails, and online inquiries with professionalism and courtesy.
- Assist customers with enquiries regarding all applications for personnel licences
- Work closely with other team members to meet service level targets and KPIs
- Escalate complex issues to senior team members or appropriate departments
- Ensure that all customer queries are addressed as per agreed Service Level Agreement (SLS).
Document Handling
- Ensure that a document tracking process is in place and monitored by the responsible officers.
- Ensure that all received documents and verified for correctness, with checklist attached.
- Ensure that all received documents are invoiced and issued and directed to the client as prescribed in our procedures.
Financial Processing
- Verify that all applications for clients are invoiced and have paid the prescribed fee in terms of Part 187.
- Assist clients with refund process
Review and Amendment of Material
- Ensure timeous administration and maintenance of the ISO system and amendment of forms to correspond with ISO requirements.

INSPECTOR: AIR TRAFFIC SERVICES (CENTURION)

Description
OVERALL PURPOSE OF THE JOB
To monitor compliance by Air Traffic Service Units, Air Traffic Services (ATS) personnel and Airspace Management to safety regulations in line with Parts 172 and 65 of the CARs.
Oversight
- Prepare annual schedules for inspections of ATSUs
- Plan and conduct initial, renewal and surveillance inspections of air traffic service providers
- Conduct inspections, follow up on findings and propose enforcement when necessary.
- Regulate airspace activities including NASCOM Secretariat duties.
Approvals
- Assess service provider documents (e.g. SMS, MOP)
- Process applicable certification/ approval
- Assess safety assessments and make recommendations
- Assist PEL Review Board with assessing Designated Examiner applications
- Convene ATS Review Board for evaluation of investigation reports and other ATS-related matter
- Process Flexible Use of Airspace applications and respond to CAMU
Administration
- Compile monthly reporting
- Maintain the ATS Document management system and in line with the records management procedures
- Perform job-related administration duties
- Handle queries and adhere to SLAs.
- Collect traffic movements and incidents statistics for trend analysis and records.
Communications and Safety Promotion
- Participate in safety promotion activities (such as workshops, publications and seminars) and SACAA initiatives.
- Provide industry feedback to the Manager

- Maintain up-to-date aeronautical information
Enforcement
- Initiate enforcement action(s) for ATS licensing/certification non-compliances and infringements in line with the Enforcement procedure
Liaison and Consultation
- Lead the coordination of all stakeholders in respect of the functioning of NASCOM and provide input to the respective ATS forums.
- Participate in international and regional meetings and provide feedback to SACAA
- Act as a champion for ATS in assigned projects or working groups.
General
Perform any other duties for ANS Department as assigned by the Authority from time to time.
Technical Assistance
- Provide training and other assistance to other Aviation Infrastructure sections and SACAA divisions
- Provide training to other Inspectors, including from other aviation departments and regional entities
Requirements
MINIMUM REQUIREMENTS
- Grade 12
- Air Traffic Control License with Aerodrome and Approach (Procedural & Surveillance) rating, or
- Air Traffic Control License with Aerodrome and Area (Procedural & Surveillance) rating.

EXPERIENCE
- 7 Years Air Traffic Operations experience

TESTING STANDARDS OFFICER PILOT (CENTURION)

Description
PURPOSE OF THE JOB
Responsible for licensing standards and regulations for all aircrew licenses; oversight of designated flight examiners Radio Telephony Examiner oversight; approval and oversight of examination centres. Monitor discipline and ethics of pilot instructors and designated examiners. Submit memos to LAC for further investigation or enforcement action against instructors and examiners. Conduct and participate in review boards for the designation and redesignation of pilot instructors and designated examiners. Respond to queries regarding crew licensing, instructors, designated examiners, training or assessment from industry and the Authority. Provide technical assistance to other states, industry and licencing office. Participate in national seminars, conferences and workgroups related to instructors, designated examiners or inspector duties. Maintain procedure documents related to TSO inspectors for flight crew instructors or designated examiners
CATS and CAR Development
- In co-operation with Managers: Licensing and Examinations- Develop and implement Civil Aviation Regulations (CARs) and Civil Aviation Technical Standards (CATS) for the Civil Aviation Regulations Part 61, 62, 63, 68, 69 ,71,72 in compliance with the Standards and Recommended Practices of ICAO Annex 1.
Operational Management
- Conduct audits and inspections as per SACAA Procedures to establish compliance.
- Conduct oversight on the activities of designated flight examiners, Radiotelephony examiners, Language Proficiency examiners and flight instructors.
- Make relevant recommendations pertaining to safety management systems.
- Investigate regulatory non-compliances and recommend remedial or enforcement measures.
- Provide factual reports of audits and inspections conducted on the training organisations.
- Monitor and follow up on the implementation of corrective action and the closure of action within allocated time frames.
- Facilitate approval, and their maintenance with respect to Training and Procedures Manuals.
- Support the Licensing Administration function within SACAA, including the assessment of applications, against legal requirements in accordance with the provisions of the Civil Aviation Regulations 2011, Parts ,61, 62, 63, 68,69 and 71.
- Investigate and recommend action to the Director on any deviations from requirements.
- Introduce adequate measures to enable SACAA to effectively carry out its mandate of Safety and Security Oversight.
- Update and amend all documentation, checklists, and procedures to ensure compliance with the regulations.
- Review applications for the accreditation of military experience.
- Review applications for the conversion of validation for foreign licences where directed.
Support to PEL Sections and Departments
- Provide technical and investigation support to LAC department on enforcement issues.
- Recommending the approval /denial/ withdrawal of exemptions, AMOCs and special approvals.
- Provide technical design support to PEL FSTD and ATO inspectors.
- Provide technical design support to the Exemptions and Regulatory Development section.
- Provide technical support to AIID regarding the investigation of accidents and incidents.
- Provide technical support to the General Aviation department.
- Provide other technical support as directed by the relevant line manager.
Design of Training and Testing Standards
- Design and develop test standards and examination items for flight crew training and testing.
- Design and periodically review the curricula and syllabi of flight crew licence and rating training and examinations.
- Develop and implement standards for licensing administration that ensures adherence to requirements.
- Develop technical guidance material for flight crew training and testing.
Communications and Safety Promotion
- Project a professional and positive image of the SACAA to all stakeholders. Provide industry feedback to the Manager
Industry Liaison and Client Service Standards
- Participate with industry through workshops and conferences in the development of:
- - Practical examination/testing/training standards
- - The oversight system to portray a positive image of the SACAA
- Liaise with industry to record problem-solving solutions and convey knowledge to the industry to allow for the improvement of standards.
- Resolve customer issues while abiding by regulations and internal policies.
- Communicate with industry participants by publishing AIS document and PEL notices.
- Contribute to the content of the PEL web pages.
Requirements
Minimum Qualification:
- Grade 12
- Commercial Pilot License (H) with Grade II Instructor Rating issued under Part 61 or equivalent SA Air Force Flight Instructor Rating Category B
Ideal Qualification:
- Airline Transport Pilot Licence (H) with Grade I Flight instructor rating or SAAF Grade A Instructor with sound knowledge of training and training administration.
Experience:
- 300 hours Grade 2 Flight instructor

OVERALL PURPOSE OF THE JOB
To provide strategic financial leadership that ensures the organisation’s financial sustainability, strengthens financial governance and ensures effective management of Finance, Supply Chain and ICT teams while enabling the achievement of the SACAA’s strategic objectives.
Strategic Alignment of Division and Support to the SACAA Director of Civil Aviation and Board
- Provide support to the DCA, SACAA Board and Audit and Risk Committee through efficient management of Financial, Supply Chain and ICT operations and programmes in line with the SACAA’s mandate.
- Develop the Financial, Supply Chain and ICT strategies and guide the execution philosophy thereof.
- Translate the SACAA vision and strategic objectives into Financial, Supply Chain and ICT Operations imperatives and ensure integration with other departments to support the achievement of the organisation’s strategic priorities.
- Develop and implement an annual Divisional plan that will meet both the short and long-goals and strategy requirements of the Finance Division and organisation.
- Ensure the necessary segregation of duties and maintain effective internal controls.
Financial Management
- Compile the SACAA’s annual budget for approval by Exco and the Board, in line with the PFMA and other appropriate legislation, policies and procedures and submission to the DOT and NT as per the prescribed time frames.
- Monitor and ensure compliance with GAAP (Generally Accepted Accounting Practice), and relevant legislation such as the PFMA (Public Finance Management Act), Companies Act, and Treasury regulations on an ongoing basis.
- Manage expenditure in line with approved budgets, and report variances as required in line with the PFMA and other appropriate legislation, policies, and procedures.
- Manage the capital expenditure budget of the SACAA.
- Manage the implementation and maintenance of budgeting, forecasting, financial analysis and control mechanisms within divisions, and provide guidance and advice to line management.
- Ensure that divisional management receive timeous and accurate budget guidelines for the financial year as well as monthly financial reports.
- Manage and ensure the control of divisional cash flow requirements through accurate monthly forecasting.
- Interpret and analyse financial information for line management to ensure optimal utilisation of funds.
- Manage and ensure the timeous and accurate preparation and reporting of monthly, quarterly and annual financial reporting for the SACAA
- Submit annual financial statements as approved by EXCO and Board for submission to Auditor General at agreed timeframes as per the PFMA for auditing.
- Ensure efficient debt collection and cashflow forecasting.
- Manage cashflow of the organisation through collecting the following fees and charges: Passenger Safety Charge, User fees and Fuel levies from relevant bodies.
People Management
- Manage and ensure the implementation of development interventions for the Finance Divisions operations that are aimed at institutionalising a high-performance culture and establishing a cohesive and positive working environment within SACAA to improve staff morale and increase productivity.
- Oversee the mentoring and coaching of staff on an ongoing basis to ensure an effective and efficient Finance Division.
- Manage and ensure the implementation of governance development interventions aimed at institutionalising a high-performance culture and establishing a cohesive and positive working environment within SACAA to improve staff morale and increase productivity.
Policy Development
- Develop, guide, implement and manage the overall provision of Financial, ICT and Procurement policies and procedures.
- Lead the development, review and implementation of financial policies and frameworks that support the organisation's strategic objectives and governance requirements.
- Ensure policies promote sound financial management, accountability, transparency and effective internal controls.
- Provide strategic guidance on the development and review of policies relating to financial management, budgeting, procurement, revenue, expenditure and risk management.

- Ensure an effective procurement and provisioning service to the SACAA through effective supply chain management in accordance with relevant statutory, regulatory policies, procedures and SACAA requirements.
- Manage, maintain and provide input in the updating and streamlining of procurement systems, processes and procedures for the effective execution of the procurement and provisioning function.
- Monitor and ensure that all procurement activities comply with relevant legislation such as the PFMA, Companies Act, and Treasury regulations.
- Monitor financial efficiency of procurement and logistics.
- Ensure supplier contracts align with cost and risk objectives.
