FLIGHT OPERATIONS INSPECTOR - HIGH/LOW (CENTURION)

Description

a) making recommendations regarding the issuance or amendment of an AOC and associated operations specifications, and the operator's competence to continue to exercise the privileges of the certificate;

b) making recommendations concerning any special conditions that, considering the investigation, may need to be imposed;

c) informing the operator of any deficiencies needing rectification; and

d) making recommendations concerning appropriate enforcement action.

Assesses and make recommendations on the compliance potential and ability of an aircraft for certification and licencing purposes.

 

Site and Airline Inspections

  • Conduct routine inspections on station facility, apron, en-route operation, and base, etc.
  • Review, make recommendations and approve various Approval Holder documentation.
  • Carry out oversight or checks considered necessary at prescribed intervals as per the risk and performance-based orientation.
  • Assess the effectiveness of the operator’s SMS and the level of resources allocated to it.
  • Conduct inspections or oversight in accordance with an established work programme and applicable standards, procedures and instructions.
  • Investigate and report, as required, possible violations of the aviation law or related safety operating regulations and rules;
  • Continuously review the operator's documentation, staff, systems and governance frameworks and make recommendations.
  • Advise the operator in writing, of any deficiency requesting a proposal for remedial action.
  • Conduct follow-up on inspection reports to ensure that appropriate action has been taken in a timely manner.
  • Submit reports on each inspection or investigation in the manner prescribed, and (capture the relevant information on the applicable database / administration system) complete and process the applicable inspection forms.
  • Keep appropriate CAA inspectorate and staff informed on all aspects of the current operation and projected developments at the operator including changes in executive personnel, personnel assigned responsibilities and the operator's organization in general.
  • Conduct qualification, approval and supervisory activities with respect to personnel proposed as designated examiners by an operator
  • Facilitate the qualification, oversight and approval over the operator’s designated examiners.
  • Proactively research, develop and propose the specific standards to be applied in the area of operator operations.

Communications and Safety Promotion

  • Able to professionally communicate with internal and external stakeholders.

Requirements

Minimum Qualification:

  • Grade 12
  • Hold an Airline Transport Pilot License (fixed wing) for Part 121 or Commercial Pilot License (fixed wing) for Part 135

Added Advantage:

  • Commercial Pilot License with Frozen ATPL

 

Experience:

Pilot

  • 1500 flying hours as a pilot or pilot in command of a civil or military air transport ATPL aircraft (A) for Part 121
  • 1000 flying hours as a pilot or pilot-in-command of a civil or military air transport aircraft CPL (A) for Part 135

OVERALL PURPOSE OF THE JOB

The Trainee will be provided with a opportunity to gain practical work experience to assist the Forensic Services Department minimise the impact of financial crime and misconduct through timeous high quality investigative interventions and ensure that SACAA’s assets and interests are protected including mitigating exposures and providing a first-class forensic investigatory service to stakeholders within the business.

 

MAIN OUTPUTS AND RESPONSIBILITIES FOR THE TRAINEE

Forensic Pro-active Service

  • Assist Identifying areas where fraud risk management may be of further assistance to management in the achievement of goals and objectives of the department.
  • Assist in the provision of fraud training, awareness, and campaigns.
  • Assist promoting internal audit and forensic services in overall engagements
  • Promotes the fraud hotline.

Operational Function / Management 

  • Conduct allocated forensic investigations according to required methodologies and standards.
  • Investigate and follow-up on matters emanating from fraud hotline reports allocated by the management.
  • Participate in conducting interviews, obtain statements/affidavits, and gather factual evidence with regards to forensic investigations.
  • Analyze information, statements/affidavits, research, and evidence gathered.
  • Provide regular feedback on the progress of investigations to the Senior Manager.
  • Assist in the Fraud Awareness campaigns to SACAA officials and stakeholders.

Assist with the implementation of corrective actions

  • Prepares evidence to support recommended corrective actions

Perform unscheduled forensic activities

  • Assists the internal audit team as and when requested by management.
  • Participates in fraud risk management projects as and when requested or required.

Communication and stakeholder management

  • Ensures that investigation clients are regularly and timeously informed regarding commencement and progress of investigations.
  • Ensures that communication (written and verbal) with clients, peers and superiors are factual, regular, timeous and accurate.

EDUCATION

Minimum

National Diploma in Forensic Investigation, Forensic Auditing or Law or relevant NQF level 6 qualification

Ideal

 KEY RESPONSIBILITIES

Oversight 

  • Verify and assess aviation obstacle applications submitted to the SACAA against ICAO SARPS, CARs and CATS.
  • Verify and assess proposed developments submitted to the SACAA against ICAO SARPS, CARs, CATS and international standards relating to obstacle management and control, before approval.
  • Verify and assess proposed alternative energy projects submitted to the SACAA against ICAO SARPS, CARs, CATS and international standards relating to obstacle management and control, before approval.

  • Forward the outcome of the assessments to the Data Coordinator.
  • Plan and execute obstacle inspections and audits on all aerodromes, and heliports to ensure that they comply with civil aviation regulations and technical standards

Administration

Regulations Research and Development

  • Provide recommendations on issuance of aerodrome and heliports licenses based on inspections conducted, in full consultation with all role players.
  • Conduct research and make recommendations about applicable national and international requirements
  • Provide input to new proposals and amendments to legislation on SARPS and CARS through the Manager
  • Propose amendments to CARS/CATS to align with Annex 14 amendments and ICAO documents.
  • Propose and submit regulation review to CARCOM.

Liaison and Consultation

  • Participate in meetings relating to aviation obstacles, developments and alternative energy projects.
  • Assist in arranging, coordinating and present safety promotion activities, related to Aerodromes and Heliports
  • Liaise with various stakeholders in conducting oversight
  • Address Industry stakeholder problems/queries promptly and professionally
