PURPOSE

To plan, coordinate and supervise all activities related to the different SABC BU Strategies and Architecture and to be responsible for strategic planning, principles, and tactics relating to the workflows, information systems and technologies that the Corporation uses to enhance productivity and automation. Acts as a liaison & bridge between Technology and business in relation to translating business needs, identification of gaps, control measures and requirements to Technology for alignment in terms of resolution, implementation and delivery.

 

DUTIES AND RESPONSIBILITIES:

DEVELOPMENT AND IMPLEMENTATION OF STRATEGY

  • Lead end-to-end business analysis activities across SABC divisions initiatives.
  • Engage with senior stakeholders to define business problems, opportunities, and outcomes
  • Provide leadership on business analysis approaches and best practices
  • Translate BU strategic visions into measurable, actionable requirements and manage the changes necessary for implementation.
  • Drive and facilitate enterprise-wide changes in line with SABC strategic direction.
  • Analysis of business problems, needs, processes and identification of possible innovations.
  • Assists divisions in the development of business processes, control measures & business cases
  • Continuous improvement, transformation and optimisation of business processes

 

BUSINESS OPERATIONAL EFFICIENCY

  • Accurate identification of system usage by different business owners/ -users
  • Analyse current states and designing future processes to improve efficiency, reduce costs, and resolve operational bottlenecks
  • Accurate process and workflow reviews with business owners /users to ensure full alignment with business needs and business rules across the SABC enterprise.
  • Facilitate and Elicit requirements (BRS, FRS, integration, non-functional, user stories, wire-frames etc) elicitation sessions and provide accurate & detailed documentation.
  • On time review of requirements and blockers resolution with business owners/SME.
  • Recommend optimal solutions in line with business requirements and within approved policy framework
  • Ensure requirements traceability from concept right through to delivery
  • Assist and support delivery road map, planning and prioritization.
  • Obtain business owners sign off for all documentation provided
  • Accurate & detailed analysis, validation of specifications in search of new solution development and upgrade solutions
  • Accurate analysis of customer request to identify problems and possible appropriate actions
  • Identify key stakeholders and facilitate workshop/s of real end user requirements with impact analysis and cost benefit analysis where appliable.
  • Updated and version-controlled business process documentation within Enterprise Architecture.
  • Decompose high-level business and user requirements into functional requirements
  • Accurate process- and workflow reviews to ensure full alignment with BRS with gap analysis
  • Accurate evaluation of system specifications for business requirements & workflows.
  • Continual update/ communication of business / functional/ system requirements with Management Team and software development specialists
  • Accurate documentation & translation of BRS, business / functional/ system requirements into technical requirements (e.g. data, screen development, configuration and integration)
  • Accurately determine system use cases, develop use case models & diagrams for workflow analysis
  • On-going support of development team and business post implementation.
  • Develop and/or ensure alignment of test cases, test scripts and assist with solution testing.
  • Develop training manuals aligned with business processes guiding users to fully utilise the systems.
  • Particulate in policy reviews for systems enhancements & compliance.
  • Facilitation of training as required by end users
  • Assist with business cases drafting, including SCM processes (ie BSC & BEC)
  • Establish and build relationships with key business stakeholders within SABC business units and other relevant business units.

 INHERENT/MINIMUM REQUIREMENTS:

 QUALIFICATIONS

  • Relevant (minimum) 3 years diploma or 4 year IT or computer science degree tertiary qualification,

ADVANTAGE

  • Certification in Business Analysis affiliated with IIBA

 

EXPERIENCE

  • At least 6 years’ experience as a Business Analyst, Total relevant work experience over 6 years preferably in large corporate environments or broadcasting industries.
  • At least 2years of leading large projects

Main purpose of position

Main purpose of the position:

The TV Licence Inspector will be deployed as part of the SABC's National Compliance and Dealer Validation Programme, a structured 12-month initiative designed to rebuild the TV Licences database, enforce compliance across business, retailer and government segments, and recover an estimated R100 million in outstanding revenue.

Compliance Officers will conduct physical field visits across businesses, hospitality establishments, and retailer/dealers in their assigned province, performing real-time compliance verification, database enrichment, and point-of-sale onboarding activities. This learnership provides graduates with substantive, field-based experience in regulatory compliance, data management, enforcement, and stakeholder engagement.

Key Accountabilities:

 

1.1 Field Verification and Compliance Inspection

  • Conduct physical inspections of businesses, hospitality establishments, eateries, pubs, and retail outlets to verify the number of television sets on premises
  • Validate TV Licence status, confirming licence classification (Domestic vs Business), account currency, and data accuracy
  • Identify non-compliant establishments and issue on-the-spot penalties in accordance with TV Licence Regulations and the Broadcasting Act No. 4 of 1999
  • Confirm business existence and operational status, and update establishment records in real-time on the TV Licences database
  • Identify and document instances of domestic licence abuse, including businesses purchasing TV sets under incorrect licence classifications

 

1.2 Dealer Validation and Point-of-Sale Onboarding

  • Visit all retailers and dealers within assigned provinces to confirm uptake and correct configuration of the automated point-of-sale TV Licence validation system
  • Conduct structured training sessions with retail staff on how to identify the correct TV Licence class for a purchaser, how to operate the automated validation tools, and the legal obligations of retailers under the Broadcasting Act
  • Flag non-compliant or manually operated retailers for escalation and follow-up enforcement
  • Log training records and retailer compliance status in the compliance system to maintain a live national view of retail sector readiness

1.3 Compliance Research and Survey Function

  • Conduct structured surveys to investigate and document the reasons why businesses are not complying with the Broadcasting Act and TV Licence Regulations
  • Identify systemic barriers to compliance, including affordability, awareness, access to registration, and administrative complexity
  • Gather qualitative and quantitative data to inform future compliance strategy and communication campaigns
  • Document all findings in standardised inspection reports for analysis by the TV Licences management team

1.4 Revenue and Fee Collection Support

  • Identify outstanding TV Licence fees and communicate available payment mechanisms to non-compliant establishments
