Main purpose of the role

To ensure that the organisation provides its clients with strategic and operational supply chain management service that satisfies their business needs in accordance with policies and organisational objectives.

 

DUTIES AND RESPONSIBILITIES:

 

  1. DEVELOP AND MANAGE SUPPLY CHAIN MANAGEMENT STRATEGY
  • Develop, continuously enhance and drive the implementation of the Supply Chain Management Strategy.

  • Review the supply management policy and procedures on continuous basis to ensure alignment with applicable regulations.

  1. BUSINESS OPERATIONAL EFFICIENCY
  • Oversee the monitoring and the management of suppliers/service providers for efficiency to sustain value for money for the duration of their contracts.
  • Oversee the negotiation of contracts, pricing discounts, and agreements with vendors with an emphasis on maximizing value for organisational funds.
  • Develop, continuously enhance, implement and monitor Demand Management.
  • Oversee development, continuous enhancement, implementation and monitoring of efficient and effective Contract Management.
  • Oversee development, continuous enhancement, implementation and monitoring of commodity and Strategy Sourcing.
  • Develop processes and systems for effective and efficient management of Supply Chain Management services across the organisation.
  • Identification and realization of cost-saving and cost-reduction opportunities.
  • Manage broader transformation of the Supply Chain Management value chain.
  • Oversee the successful execution of ad hoc projects as these may arise – for example the implementation of an effective and efficient records management system, the successful conclusion, including presentation for condonation, of the project to address all historic Irregular Expenditure that are currently ongoing as well as others as and when required.
  • Ensure that all reporting requirements – monthly, quarterly and annually to internal and external stakeholder are adhered to as per the required timelines and the quality and integrity of content.
  • Lead in continuous improvement and innovation to ensure an empowered and appropriately skilled SCM Department and Organization that keeps up with trends and governance requirements by being informed and educated and including automation and efficiencies that should be pursued on a continuous basis.
  • Set targets to drive economic transformation through preferential procurement and Enterprise Development in line with the BBBEE Act.
  • Establish and manage a Centre of Excellence to ensure Supply Chain Management Governance Corporation wide and a trusted and respected Advisory service.

 

  1. FINANCIAL MANAGEMENT
  • Oversee divisional operational expenditure against approved budget and introduce corrective measures to ensure financial discipline and accountability.
  • Set guidelines on optimal fund distribution/ allocation in accordance with the organisational budget constraints and strategic/ operational requirements.
  • Provides guidance on financial efficiencies such as cost/price, cost/volume profit concepts.
  • Ensure all goods and services purchased comply with the SABC’s policies and frameworks.
  • Contribute to the annual Budget process and specifically provide guidance on the compilation of the Annual Procurement Plan to the Corporation at large.

 

  1. GOVERNANCE, RISK AND COMPLIANCE
  • Develop and review and internal control environment that ensures good governance in line with the PPPFA and other relevant regulations.
  • Oversee the management of supply chain management risks to protect organisational integrity, create value, prevent financial loss and ensure compliance with applicable policies and legislations. 
  • Monitor compliance in line with OHS Act.
  • Review and implement Risk Management Plan in line with organisational Risk Framework:
  • Convene and chair Risk Management Committee meetings to ensure compliance in line with the framework.
  • Represent Supply Chain Management in forums on the External Audit and lead the team in the course of the external audit, including the management of findings and subsequent resolution of same timeously and as agreed.
  • Lead the team in the engagement with Group Internal Audit and Compliance and manage the findings and subsequent resolution of same timeously and as agreed.
  • Responsible for the creation of awareness and continuous education of the organisation with respect to Financial Misconduct.

  

  1. STAKEHOLDER MANAGEMENT
  • Build and maintain relationship with relevant External stakeholders and service providers.
  • Build and ensure effective communication with all stakeholders across the SABC.
  • Intervene and resolve disputes with regard to quality, quantity, delivery date on high level as and when required.
  • Ensure the execution of the SCM Service Level agreement with the various departments in the Corporation meets and exceeds expectations.
  • Build partnership with stakeholders that are formalised in systems of Client and Supplier Relationship Management and which are client focussed and service driven.

 

  1. LEADERSHIP AND PEOPLE MANAGEMENT
  • Monitor the effective implementation of the Performance Management System in accordance with organizational strategy.
  • Ensure the development and implementation of Career Development Plans (CDP) for all staff members. 
  • Evaluate Resource- and Workforce plans to ensure that departments are well equipped to meet customer and business needs.
  • Ensure that there is a culture of learning and development in the Division to ensure the department has a skilled workforce that is familiar with and understands latest trends, guidance, directives etc and is able to support the business with relevant and useful information.
  • Communicate in a transparent and frank manner with all members of staff and instil a culture of communication within the division.

INHERENT/MINIMUM REQUIREMENTS

 

QUALIFICATIONS

  • Honours Degree in Supply Chain Management/ Logistics/ Procurement or equivalent qualification. 

 

EXPERIENCE

  • 10 years procurement experience of which 5 years should be on Management Level.

Main purpose of the role

To be the custodianship of the Annual Financial Statements as well as the Monthly and Quarterly Financial Reports and to oversee the operations of the various Finance Divisions.

  • Provide support and input in the development and implementation of the SABC financial strategy and as it supported and feeds into the Corporation’s strategy.

PURPOSE:

The position requires support of the SABC Post Production and News Room systems in order to ensure that the facilities and equipment are in peak condition and thereby ensuring high on air quality and operational broadcasts 24/7. This entails corrective, preventative maintenance, planning and installation, trouble shooting, repair of equipment, systems and operational support.

 

DUTIES AND RESPONSIBILITIES:

  • Perform, plan and control the efficient preventative and corrective maintenance and repair of technical equipment to provide optimal functionality, whilst ensuring adherence to manufacturing specifications.
  • Provide efficient and effective assistance and support for production operations during productions and Broadcast.

  • A comprehensive understanding of digital television standards, file formats and acquisition formats. 
  • Interpret and use the digital test instruments.
  • Electronic equipment and project design, construction, modifications and repairs to component level.
  • Mechanical repairs and modifications of equipment or accessories (e.g. video tape machines, Autocue systems, LTO tape systems, etc.)

MAIN PURPOSE OF POSITION

Responsible for the performance, integrity and security of all databases allocated. Provide the planning and development of the database, as well as troubleshooting any issues on behalf of the users. Ensure that data remains consistent across the database, data is clearly defined, users access data concurrently, in a form that suits their needs, there is provision for data security and recovery control (ensuring all data is retrievable in an emergency). Provide an effective and secure database infrastructure for the South African Broadcasting Corporation nationally ensuring availability, safety, security, storage, recoverability, and integrity of databases.

 

KEY ACCOUNTABILITIES

DEVELOPMENT AND IMPLEMENTATION OF STRATEGY

  • Perform Database design, interactive applications with an objective to meet business strategies. 
  • Provide technical advice in support of the IT strategy for development and DevOps services.

  • Knowledge of programming languages and API.
