NOMINATION OF PERSONS TO SERVE AS MEMBERS OF THE MINISTERIAL ADVISORY PANEL IN TERMS OF THE HOUSING ACT, 107 OF 1997, AS AMENDED
1. Notice is hereby given in terms of the Housing Act, 107 of 1997, as Amended, that the Minister of Human Settlements invites nominations of persons to be appointed to serve as Members of the Ministerial Advisory Panel, to advise the Minister on matters relating to Human Settlements development.
2. Persons who are experienced, qualified, knowledgeable and skilled in the following fields, should be nominated; and such competencies be clearly reflected in their curriculum vitae:
Qualifications
· Qualifications in the Built Environment (such as Town/Urban and Regional Planning; Construction Management; Housing; Project Management; Civil Engineering.) at NQF Level 7, or above as recognised by SAQA.
· Qualifications in Public Administration/Public Management (NQF Level 7 or above as recognised SAQA).
· Qualifications specialising or majoring in Developmental Studies at NQF Level 7 or above, as recognised by SAQA.
Knowledge and skills (Competencies)
· Theoretical and/or practical knowledge in human settlements policy development.
· Extensive knowledge in human settlements financing.
· Engineering and/or Town and Regional Planning skills.
· Specialised Infrastructure Finance (PPPs, Social Housing Funding, Subsidy Management)
· Mobilisation and organisational skills; and
· Legal and governance frameworks.
Remuneration
The appointed members will be remunerated according to the approved Departmental rates in terms of section 3.1.6 of the Treasury Regulations read with paragraph 20.2.3. The members will be appointed for a period of three (3) years and will be required to sign a contract with the Department.
NB: The appointed candidates will be subjected to a vetting and screening process.
3. The following provisions of the Act have a bearing on the appointment of the members of the panel:
A panel shall consist of not more than six proper persons who have knowledge, qualifications or experience in the field of human settlements development.
· Members of a panel shall be appointed in accordance with procurement policy that is consistent with section 217 of the Constitution and must be appointed only after the Minister has through the media and by notice in the Gazette invited nominations of persons as candidates for the respective positions on the panel.
· A member of a panel is appointed for the period determined by the Minister at his or her appointment, and may, subject to subsection (3), be reappointed on the termination of that period.
· The Minister may at any time terminate the membership of a member of a panel for reasons which are just and fair.
· A member of a panel other than a person who is in the full-time employment of the State, is paid an allowance determined by the Minister with the approval of the Minister of Finance.
· A member of the panel ceases to be a member if:
(a) he or she resigns;
(b) his or her estate is sequestrated, or he or she applies for assistance contemplated in section 10(1)(c) of the Agricultural Credit Act, 1966;
(c) he or she becomes of unsound mind;
(d) he or she is convicted of an offence and sentenced to imprisonment without the option of a fine; and
(e) he or she becomes a member of Parliament, a provincial legislature, a municipal council, the Cabinet or the Executive Council of a Province.
4. A nomination must be accompanied by a comprehensive curriculum vitae, certified copies of academic qualifications, copy of the ID of the nominee.
5. Nominations must be submitted to the Department of Human Settlements on or before 31 July 2026 at 16:00.
