RE-INVITATION FOR NOMINATIONS OF CANDIDATES FOR THE NATIONAL DEPARTMENT OF HUMAN SETTLEMENTS’ DATABASE FOR SELECTION OF THE BOARDS OF DIRECTORS (BOARDS) OF COMMUNITY SCHEMES OMBUD SERVICE (CSOS), HOUSING DEVELOPMENT AGENCY (HDA), NATIONAL HOUSING FINANCE CORPORATION (NHFC), NATIONAL HOME BUILDERS REGISTRATION COUNCIL (NHBRC), PROPERTY PRACTITIONERS REGULATORY AUTHORITY (PPRA), SOCIAL HOUSING REGULATORY AUTHORITY (SHRA), OFFICE OF DISCLOSURE, SECTIONAL TITLES SCHEMES MANAGEMENT ADVISORY COUNCIL AND NATIONAL HOME BUILDERS REGISTRATION COUNCIL ADVISORY COMMITTEE

The Department of Human Settlements (DHS) hereby invites nominations from individuals, organisations, institutions and civil society structures for suitable candidates to be included in the DHS’ database for selection on the Boards of Public Entities/SOCs/Regulatory Offices, Sectional Titles Schemes Management Advisory Council (Advisory Council) and National Home Builders Registration Council Advisory Committee (Advisory Committee) that report to the Minister of Human Settlements. 

 

The DHS is mandated, in terms of Section 26 of the Constitution of the Republic of South Africa of 1996 and Section 3 of the Housing Act of 1997, to establish and facilitate a sustainable national housing development process in collaboration with provinces and municipalities. In fulfilling its mandate, the Department continues to focus on developing integrated human settlements, upgrading informal settlements and creating an enabling environment for affordable housing by continually reviewing policy and implementation programmes. 

 

In addition, the DHS provides support and has an oversight role on provincial departments and municipalities as implementors of human settlements programmes. In an endeavour to discharge its mandate effectively and efficiently, the Department has six (6) Public Entities and the Office of Disclosure that are reporting to the Minister as a Shareholder representative. 

 

In line with the provisions of the various legislation that establish the Public Entities of DHS and specifically the following provisions: Section 6(3) of the Community Schemes Ombud Service Act, 2011 (Act No. 9 of 2011); section 18 of the Sectional Titles Schemes Management Act, 2011 (Act No.8 of 2011), Section 9 of the Housing Development Agency Act, 2008 (Act No. 23 of 2008); section 4(1) and section 23 of the Housing Consumers Protection Measures Act, 1998 (Act No. 95 of 1998); clause 6.1 of the National Housing Finance Corporation Memorandum of Incorporation; section 7 of the Property Practitioners Act. 2019 (Act No. 22 of 2019); section 9(1) of the Social Housing Act, 2008 (Act No.16 of 2008); and section 6 of the Home Loan and Mortgage Disclosure Act, 2000 (Act No. 63 of 2000) the Minister of Human Settlements hereby calls for nominations. 

 

Requirements: The Minister of Human Settlements intends to enhance a Database of persons who, when viewed collectively have wide experience & who: Are suited to serve on the Board or related bodies by virtue of their qualifications, expertise and experience in the fields of: 

Actuarial Science, Sectional Titles Dispute Resolution, Sectional Titles Schemes Management and Administration, Community Schemes Administration, Community Scheme Dispute Resolutions, Mediation, Adjudication, Consumer Education, Public Education and Training, Human Resource Management, Accounting, Auditing, Commerce, Legal, Legislative drafting and interpretation, Compliance, Governance, Ethics, Risk Management, Development Finance, Public Finance, Financial Management, Supply Chain Management, Budgeting and Reporting, Investment Management, Global Economic Analysis, Macro-Economics, Banking, Home Loans, Credit Risk, knowledge of the Consumer and Credit Landscape, Housing Insurance, Information Technology, Civil Engineering, Construction Engineering, Architectural Science, Town Planning, Land Reform and Development, Urban Development, Infrastructure Development, Structural Defects, Project Management, Environmental Engineering, Transformation, Promotion and Protection of Consumer Interests, Housing Consumer Protection, Property Practitioners, Property Estate Management & Administration, Construction Dispute Resolution and Construction Adjudicators, Business Management, Socio-economic Development, Public Policy, Public Administration, Social Housing, Property & Rental Administration, Intergovernmental Relations, Stakeholder Relations Management, Policy Development Skills and experience. 

The Database will remain valid for a period of five (5) years. The Database will be used to appoint a full Board or fill any vacancies that may arise in the Boards, as well as in the Advisory Council and Advisory Committee, from a pool of candidates in the Database. Members of the public are hereby invited to nominate persons who have the required knowledge, skills, understanding of the mandate and experience in any of the Entities or related bodies of the Department of Human Settlements listed above to send their nominations. 

 

Nomination Procedure: 

(a) Written nominations must contain the full name, address and contact numbers of the person or organisation making the nomination. A signed acceptance of the nomination by the nominee. 

(b) A Curriculum Vitae of the nominee, providing the following information: Full name; Identity number and gender; latest address; contact(s) details including cellphone and email; previous experience quoting dates and organisations or institutions concerned; academic qualifications and other directorships; certified copy of the identity document and qualifications; At least two names and contact details of references, Membership of all Boards the nominee currently serves on or has served on in the past ten (10) years and any other information that may be of assistance to the DHS in making recommendations. 

 

Further considerations: Self-nomination is not allowed. Security clearance in the form of background verification including criminal records, directorship, ITC and citizenship checks will form part of the selection process. It is the responsibility of the nominee to have foreign qualifications verified by the South African Qualifications Authority (SAQA). Preference will be given to candidates whose appointment will enhance representativity.

The Minister of Human Settlements reserves the right to determine the appropriate remuneration allowances and other benefits of the Chairperson, Board members or members of other bodies, and in consultation with the Minister of Finance, where applicable.
