CHIEF HERITAGE OFFICER

The above position is available in the Heritage, Research & Education Department at Robben Island Museum. The purpose of this position is to enhance internal strategic alignment at RIM for the organization to grow and fulfil its vision, mission and strategic goals as a declared cultural institution and World Heritage Site, in accordance with UNESCO’s requirements. The CHO role is to develop and lead strategies for RIM’s Heritage cluster, ensure that the Heritage cluster functions efficiently and effectively through research, innovation and business process optimization, Lead and guide operational governance, compliance and reporting, ensuring smooth and effective functioning to support the achievement of RIM strategic objectives and mandates. The Chief Heritage Officer administer and co-ordinate internal initiatives and activities in accordance with RIM policies, goals, and objectives. Influence strategic change and lead the delivery of objectives across Heritage and Research, Public Heritage Education (PHED), Conservation and collections and champion a collaborative culture by partnering with the organisation to foster a positive, inclusive, and engaging work environment. 

 

Responsibilities:

·       Provide strategic leadership and direction on the development and implementation of an integrated Heritage Cluster strategy for Heritage & Research; Public Heritage Education (PHED), Conservation and Collections 

·       Translate RIM’s overall strategy into programmes, initiatives, and projects and ensuring that projects are appropriately selected, prioritised in accordance with the requirements of a World Heritage Site 

·       Oversee the development and implementation of the Integrated Conservation Management Plan (ICMP) 

·       Enhance the internal processes and infrastructure that will enable the smooth running of Heritage, Collections Education & Public Programmes, and Conservation 

·       Align functional practices with the organisation’s strategy, annual plans, statutory, including but not limited to the PFMA, South African labour legislation and Heritage regulations 

·       Advise the RIM Council, Regulatory Committees, Executives and Management teams, on new legislative developments 

·       Ensure development and continuous improvement of processes, policies and compliance frameworks for functions in the Operations Cluster 

·       Provide enabling mechanisms for a seamless end-to-end value chain management to sustain functional effectiveness, including legal and financial risk management 

·       Ensure implementation of the performance management system within the cluster, evaluating and monitoring system application to give feedback to Human Capital for continuous process improvement 

·       Ensure sound labour relations and legislation compliance within own cluster 

·       Oversee application of principles of good governance and legislative compliance 

·       Lead strategic innovation through benchmarking, research and trend analysis

Minimum Requirements: 

·       Master’s degree in heritage/museum studies, history/social sciences, education, environmental studies (NQF 9) or a related discipline 

·       Business Management qualification will be an added advantage 

 

Work Experience: 

·       A minimum of fifteen (15) years relevant experience of which at least seven (7) years must be at senior management level 

·       Must have experience working in Heritage, Research, Education and Conservation environment 

·       Knowledge and understanding of national heritage legislation and international museum organisations 

·       Knowledge of UNESCO’s World Heritage Conventions 

·       Knowledge of the Heritage Tourism Sector 

·       Knowledge and application of all applicable legislation and regulations (including but not limited to the PFMA, South African Labour, Heritage standards);

SENIOR MANAGER: HUMAN RESOURCES 

3 MONTHS CONTRACT 

 

The above position is available in the Corporate Services Department at Robben Island Museum. The purpose of this position is to ensure that HR programs and services support and drive the strategic objectives of RIM. The Senior Manager HR will guide and manage the overall provision of Human Resources services, policies, and programs for the RIM. 

 

Responsibilities

·       Provide strategic leadership and support on the development of Human Resource departmental plans and Implementation of integrated strategies to achieve set goals. 

·       Plan, direct and organise the analysis, activities, and preparation of Human Resource systems, procedures, and practices. 

·       Plan and develop the Human Resource departmental budget, reviews and recommend controls to the approved budget 

·       Establish Human Resources procedures and operations consistent with legislative requirements (BCEA, EEA, OHSA, SDA, SDLA) and RIM policies; studies and evaluates current procedures and recommends changes. 

·       Ensure support and implementation of RIM core values and ethics programmes. 

·       Serve as liaison with RIM management and staff to discuss and resolve a variety of Human Resource matters such as staffing, reorganization, policy and rule interpretation and related personnel issues. 

·       Conduct research, analysis and studies to address major issues and problems related to Human Resource and recommend or initiate programs or actions to resolve problems and enhance services 

·       Ensure that staff database is developed, data is gathered and trends are analysed for strategic Human Resource decision-making

HEAD IN THE OFFICE OF THE CEO 

3 MONTHS CONTRACT 

 

The above position is available in the Office of the Chief Executive Department at Robben Island Museum. The purpose of this position is to provide high-level strategic support to the Chief Executive Officer (CEO) in planning, executing, and ensuring the success of the CEO’s mandate. It is to lead and guide institutional and corporate governance framework, ensuring alignment of organisational policies, procedures and related protocols to ensure effective program and project delivery. The purpose of this role is to ensure the smooth running of the CEO`s office operations including effective and efficient system of document management and decision-making processes. Provide executive assistance to the CEO in an effective and efficient manner, working independently on projects, from conception to completion, including overseeing special and/or flagship projects. Head in the Office of the CEO will plan for and coordinate internal and external stakeholder relations efforts and protocol for the office of the CEO and represent CEO and act as the point of contact with the organization`s cluster, strategic partners and stakeholders where required and delegated to do so.

PARAMEDICS (BASIC LIFE SUPPORT) X3 

PERMANENT 

 

The above positions are available in the Safety & Security Department at Robben Island Museum. The purpose of this position is to deliver immediate medical care in emergency situations, provide essential lifesaving treatment, including first aid, to individuals in critical conditions, making a significant impact on saving lives and promoting patient well-being. 

 

Responsibilities

·       Operate ambulances and other company equipment safely and efficiently 

·       Comply with all applicable federal, state, and local regulations and laws pertaining to but not limited to protocols, standard of care, motor, vehicle operations, and patient rights, as well as all Robben Island Museum Ambulance rules, policies, directives, or instructions from management 

·       Prepare inventories, stocks supply and inspect equipment for proper operation 

·       Maintain professional, pleasant and polite demeanour, demonstrating courteous and ethical behaviour 

·       Demonstrate the attitude of a Health Care Professional to include, but not limited to, maintaining personal hygiene, a clean appearance and in complete uniform 

·       Work cooperatively with other members of the EMS Health Care System and key stakeholders

SENIOR MANAGER: INFORMATION AND COMMUNICATION TECHNOLOGY (ICT) 

FIVE (5) YEAR FIXED-TERM CONTRACT 

 

The above-mentioned position is available in the Corporate Services department at Robben Island Museum. The main purpose of this role is to lead, design, implement, and manage the organisation’s ICT infrastructure, systems, and digital strategy to ensure secure, efficient, and reliable technology services that support organisational operations, compliance, and strategic objectives and strategic objectives. 

 

Key performance areas: 

·       Provide strategic leadership and support on the development of departmental plans and implementation of integrated strategies to achieve set goals. 

·       Provide strategic input on digital transformation initiatives and emerging technologies. 

·       Support RIM departments with ICT and Infrastructure planning, including asset allocation 

·       Oversee the ICT Infrastructure Management, installation, configuration, and maintenance of ICT infrastructure, including servers, networks, and end-user devices.

MANAGER: CONTRACTS & SUPPLIER MANAGEMENT 

PERMANENT APPOINTMENT 

 

The above position is available in the Finance Department at Robben Island Museum. The purpose of this position is to develop best practice procurement and contract management function that provides data to support strategic decision -making and risk management. The incumbent will develop and maintain supply chain management policies and procedures and ensure optimum compliance on these policies as well as supply chain management prescripts, they will ensure effective management, performance, maintenance and monitoring of supplier contracts. 

 

Responsibilities

·       Daily contract management administration 

·       Conduct monthly/quarterly contract performance and monitoring 

·       Develop and review SCM policies 

·       Ensure daily optimum compliance on SCM policies and prescripts 

·       Assess SCM performance compliance, on a quarterly basis 

·       Develop standard procedure manuals and finance instruction 

·       Compile and maintain the annual demand management/procurement plan and the contract register and submit these, and all SCM reports required by the National Treasury within the prescribed timeframes 

·       Manage the contracts and supplier management function across all elements required by Treasury Regulation 16A3.2- demand, acquisition, logistics, disposal, risk and performance management 

·       Administer the bid committee system (specification, evaluation and adjudication committee), including secretariat support, declarations of interest, and safe custody of bid records 

·       Verify supplier eligibility prior to award, including Central Supplier Database registration, tax compliance status, and screening against the National Treasury Database of Restricted Suppliers and the Register for Tender Defaulters 

·       Advertise bids and publish awards on the e-Tender publication portal and the RIM website as prescribed by National Treasury 

·       Record, report and monitor deviations from competitive bidding, contract expansions and variations, and submit these to the National Treasury within prescribed reporting periods 

·       Detect, prevent, record and report irregular, fruitless and wasteful expenditure, maintain the related registers and monitor remedial and consequence management action in terms of the Irregular Expenditure Framework 

·       Monitor payment of valid supplier invoices within 30 days as required by National Treasury Regulation 8.2.3 and report non-compliance 

·       Ensure procurement gives effect to section 217 of the Constitution and PPPFA and its regulations, including preference point scoring, B-BBEE and designation local content requirements 

 

Minimum Requirements: 

·       Bachelor's degree or advanced diploma (NQF 7) in Logistics Management, Cost Management Accounting, supply chain management, business management or any related qualification, numerical or legal discipline 

·       Membership of the Charted Institute of Procurement and Supply (MCIPS) or other relevant professional qualification 

·       A postgraduate qualification (NQF 8) or MBA will be an added advantage 

 

Work Experience: 

·       Minimum of five (5) years Supply Chain, with contract management experience, of which three (3) years must have been at middle management/assistant manager level
