DutiesRender the AARTO Call Centre Service – Agency Matters: *Receive telephone call, emails and fax queries, escalate matters to relevant sections within the Agency. * Advise callers on status of representation, instalment and revocation of enforcement orders applications submitted to the Agency. *Provide callers with relevant information regarding the AARTO processes and prescribe documents to be completed. 

Render an AARTO Call Centre Service Issuing Authority Matters: *Provide callers with the status of election to be tried in court submitted and or nomination of a driver request submitted. *Special arrangements regarding AARTO elective options received: *Print all incoming faxes received through the AARTO fax to email facility. * Acknowledge all applications for instalments applications, representations and revocations of enforcement orders on the NCR as prescribed, distribute the documents to the relevant sections with the RTIA.

Required Competencies: 

*This role involves providing leadership, coordination, and management of the Project Management Office's processes and functions, including planning and delivering information technology (IT) projects in accordance with the company's Project Management Framework and other applicable IT standards, while adding value and tracking benefits. *The position acts as a communication link between project managers, the business, implementing partners, the South African Post Office (SAPO), Road Traffic Management Cooperation (RTMC), Government Printing Works, Issuing Authorities (IAs), Provincial Areas, project owners, IT, and Exco, who make strategic decisions for the programme. 

 

Duties: Programme and project management: 

*To develop the PMO strategy, manage and improve the PMO delivery frameworks and policies, aligning them with industry standards, regulatory requirements, governance, and risk management, in a manner suitable for RTIAs' needs to ensure consistency and accountability. *• Oversee the enterprise-wide portfolio of the PMO, which includes a dedicated team of Project Managers, Programme Managers, Administrators, and Analysts (both permanent and contracted) responsible for executing various operational and strategic projects and programmes end-to-end within the Agency's project and programme delivery framework daily. * Collaborate with stakeholders across the Agency to ensure the successful execution of projects and programmes against Business Cases and Benefits, completing within set timelines and budgets, while maintaining professional standards. *Lead by example by embodying the RTIA Values and fostering ongoing care and development of the team to stay aligned with best practices, ensuring the delivery of positive outcomes and success in line with organisational objectives and priorities. *Provide continuous professional guidance, mentoring, coaching, development, and on-the-job training to team members to guarantee excellence and continuous improvement in the overall capabilities and execution success of the PMO. *Managing programme-level budgets, timelines, and resource allocations, including forecasting and risk mitigation. *Orchestrating dependencies and trade-offs across multiple initiatives to maintain alignment and momentum. *Driving stakeholder engagement through structured communication, reporting, and alignment meetings. *Fostering a high-performing programme delivery organisation, including cultivating delivery talent. *Tracking success metrics and business impact, ensuring each programme delivers clear value and aligns with corporate objectives.

Duties: Implement effective financial control systems for RTIA 

*Implement the financial governance and operational structures in terms of ‘best practice’ in financial management. *Ensure a clear segregation of duties exists between check writing and check signing; receiving, invoicing, accounts payable, and account reconciliation. *Ensure that relevant accounting standards are reviewed and implemented throughout the Agency to accurately report financial data. *Ensure that the control processes surrounding accounting and financial data are effective through proactive involvement in financial and accounting matters. *Ensure the Management team reviews and evaluates financial performance and ensures that finance and accounting staff has appropriate knowledge and skills. Ensure accurate and timeous financial reporting 

*Assume responsibility for the preparation of financial statements, in consultation with the CFO.*Design report templates that are in line with the legislative frameworks.*Establish and manage an effective accounting systems for the Agency.*Monitor accounting records of the Agency necessary to reflect the transactions and the financial statements.*Ensure that annual financial statements of administrative units are consolidated in time for submission by the CFO and other parties including the Auditor General.*Ensure that financial statements are compiled in a format approved by the Auditor General.*Collect all relevant financial information and consolidate it to report periodically.*Provide an accurate analysis of information collected for reporting.*Compile and prepare financial statements in accordance to RTIA’s set formats and ensure sign off by the CFO.*In consultation with the CFO, consolidate all financial statements of the various administrative units of the Agency. 

Ensure effective spending against budget within RTIA 

*Implement and monitor expenditure management system in the Agency. *Manage the implementation of the payroll calendar for RTIA. *Oversee the maintenance of the payroll Systems. *Implement financial controls within the unit and manage compliance with all Finance policies and procedures.*Manage and control all RTIA’s expenditure in line with legislative frameworks.*Implement and develop an effective expenditure management framework that includes procedures for approval, authorization, withdrawal and payments of funds.*Implement an internal controls system in relation to creditors and payments.*Determine and approve budget availability against various Divisions’ request.*Ensure efficient processing of short and long-term payments and that it complies with the policies and procedures.* Ensure monthly reconciliation of all records relating to the function.*Adhere to approved overdraft limits.
