  • The Monitoring & Evaluation Manager will provide strategic leadership in the successful delivery of complex programmes and initiatives within the Finance Business Unit.
  • The incumbent will be responsible for leading programme execution, developing robust Monitoring and Evaluation (M&E) frameworks, analysing programme performance data, ensuring benefit realisation, and supporting evidence-based decision-making.
  • The role serves as a strategic business partner to the Finance Business Unit, translating executive mandates into actionable initiatives and integrating advanced analytics, predictive modelling, artificial intelligence and automation capabilities into programme management practices.
  • The incumbent will oversee programme coherence, manage interdependencies, ensure alignment with strategic objectives, and promote a culture of data-driven decision-making and continuous improvement.

Minimum Requirements

  • Bachelor's Degree in Finance or equivalent qualification.
  • A Master's Degree in Business Administration, Finance, Economics, Programme Management or related discipline.

ADVANTAGEOUS QUALIFICATIONS

  • Project Management Professional (PMP) certification.
  • Qualification in Data Science, Statistics or Computer Science.
  • Certifications in Artificial Intelligence, Machine Learning or Business Intelligence.
  • Examples include:
  • – Microsoft Certified: Azure AI Engineer – AWS Machine Learning Certification – Advanced Python or R Analytics Certifications

EXPERIENCE

  • 8–10 years' experience at Senior Management level.
  • Extensive experience in Programme Management and Monitoring & Evaluation.

Primary Duties

Planning and Design

  • Develop and maintain Monitoring and Evaluation frameworks aligned to Finance Business Unit strategic objectives.
  • Develop M&E plans, methodologies, indicators and reporting mechanisms.
  • Conduct baseline studies and establish programme performance benchmarks.
  • Define programme goals, objectives and measurable outcomes.
  • Develop programme logic models, implementation plans and timelines.
  • Establish strategic investment governance mechanisms and value realisation frameworks.
  • Architect AI-enabled data pipelines to support predictive analytics and automated reporting.

Programme Management

  • Lead and coordinate strategic programmes and special initiatives within the Finance Business Unit.
