Description
PRIMARY PURPOSE OF THE JOB:
To provide strategic and operational legal advisory services to the RSR, ensuring compliance with applicable legislation, strengthening governance and supporting the organisation in fulfilling its mandate within a regulated public sector environment.
The Legal Advisor will act as a trusted partner to executive management, providing expert legal opinion on regulatory, corporate and administrative law matters, while safeguarding the organisation against legal and reputational risk.
Requirements
REQUIRED QUALIFICATIONS AND EXPERIENCE
- NQF 7 (Degree / Advanced Diploma): Law, specifically - LLB degree (or equivalent recognised law qualification)
- Admission as an Attorney or Advocate of the High Court of South Africa or demonstrable eligibility for admission
- 5 years’ experience in providing legal support to regulatory or enforcement operations, including compliance monitoring, administrative decision-making and dispute or appeal processes in a regulated environment.
ADDED ADVANTAGE
Preference will be given to candidates who:
- Has an LLB Degree;
- Is admitted as an Attorney or Advocate of the High Court of South Africa;
- 8+ years’ post-qualification legal experience in regulatory compliance, administrative law, enforcement support or operational legal advisory work, preferably within a public-sector, regulatory or safety-critical environment.
KNOWLEDGE AND SKILLS
- In-depth knowledge of the Public Finance Management Act (PFMA)
- Knowledge of court processes;
- Experience in the legal field with extensive exposure to Public Law, Administrative Law, Contract and Corporate Law
- Proficient legal drafting
- Experience in litigation and dispute resolution
- Negotiation, Mediation and Arbitration
- Legislative interpretation, implementation and enforcement
- Corporate governance
- Compliance
- Interpretation of Statutes
- Knowledge of risk management
- Knowledge of the South African Rail Transportation industry and the relevant legislation
- In-depth knowledge of railway safety management systems
KEY PERFORMANCE AREAS
- Management of Litigation matters
- Compliance Management (with all legislative prescripts)
- Provision of general legal advice and support, drafting of legal opinions, contracts, agreements and advisory notes

- Legislative Training and Enforcement of the Regulatory Framework
