The norms and standards regulations for quality and safety, applicable to different categories of health establishments were promulgated by the Minister of Health in 2018 and have since been implemented across the  health sector by the Office of Health Standards Compliance to determine compliance of health institutions with health standards aimed to improve the quality of services.

The OHSC wishes to invite technical experts to participate and support a national project to review the current norms and standards regulations.  The technical experts should have competencies in various health related and other fields to form part of the Standards Development and Review Committee (SDRC).  The committee is envisaged to be multidisciplinary, composed of at least 60 members with expertise and authority required to guide the development and review of norms and standards regulations for quality and safety in the health sector.

The composition of the committee will include internal stakeholders within the OHSC as well as experts from outside the organisation. The required expertise/specialists are in the fields of  Quality and Patient Safety,  Clinicians from various disciplines, Public Health, Infrastructure, Engineering, Infection, Prevention and Control, Occupational Health and Safety, Research Experts, Representatives from Professional bodies, Patient advocacy groups,  Regulatory entities: South African Nursing Council, Health Professional Council of South Africa, South African Pharmacy Council, Patient Advocacy Groups, Civil Society Forum Representatives, Health Systems. It is essential that all nine Provincial Health Departments be represented to ensure alignment with provincial priorities and operational realities.

The functions of the committee will be as described below:

• Ensure alignment with legislation and national health priorities.
•  Review regulations for evidence, research, and international best practices.
•  Consider patient safety risks and quality outcomes.
•  Ensure that the revised health regulations/standards are practical, understandable, achievable and implementable across different categories of health establishments.
•  Ensure that the standards/regulations reflect stakeholder input.
•  Ensure that the regulations promote continuous quality improvement.
•  Ascertain that the regulations have considered and will be applicable to local settings.
• Recommend health regulations/standards for submission, review and consideration by the   OHSC Board and National Health Committee and the Minister of Health.

Furthermore, the Standards Development and Review Committee will serve as a quality assurance body that oversees and reviews the work of the National Technical Working Group.  The National Technical Working Group was established and assigned the function to review and update the norms and standards regulations, published in 2018, applicable to different categories of health establishments.

1. Applicants must possess an appropriate tertiary qualification and a minimum of ten years practical experience in the related field they represent.

2. Modalities of work

a) Committee members will conduct their services remotely, with occasional contact /physical meetings as dictated by the milestones achieved.

b) Travel and accommodation will be arranged at the expense of the OHSC for physical meetings.

c) Committee members will be utilised as and when required.

d) The dates and timelines for such services will be determined during the development of the scope of work.

e) The OHSC will provide the necessary operational and administrative support to the Standards Development and Review Committee

Compensation

1. a) Travel, accommodation, and expenses incurred for in-person meetings will be covered by the OHSC.
2. b) Services will be required on an ad-hoc basis and communicated as the OHSC.

Conflict of interest and confidentiality

a) Committee members shall be expected to adhere to OHSC policies relating to ethics, conflict of interest, information disclosure policy and treatment of confidential information.

b) Members of the Committee shall be expected to disclose any existing or potential conflict of interest that may arise in relation to any project / work allocated by the OHSC.
