ICT STEERING COMMITTEE CHAIRPERSON

(3 Year contract)

 

Nyandeni Local Municipality is committed to strengthening its Information and Communication Technology (ICT) governance to ensure that technology investments support the Municipality’s strategic objectives, improve service delivery, promote digital transformation, and enhance compliance with applicable legislation and governance frameworks

To achieve this objective, the Municipality hereby invites suitably qualified and experienced individuals to serve as the Independent Chairperson of the ICT Steering Committee.

The Chairperson will provide independent leadership to the ICT Steering Committee and ensure that the Committee effectively discharges its responsibilities relating to ICT governance, digital transformation, cybersecurity, ICT risk management, and strategic ICT planning.

 

a) Key Responsibilities

The successful candidate will be expected to:

·       Chair all ICT Steering Committee meetings.

·       Provide strategic leadership and independent oversight on ICT governance.

·       Ensure alignment of ICT initiatives with the Municipality’s strategic priorities.

·       Monitor implementation of the Municipal ICT Strategy and ICT Master Plan.

·       Guide the Committee on ICT governance best practices and compliance.

·       Oversee ICT risk management, cybersecurity, disaster recovery and business continuity planning.

·       Monitor ICT project implementation and performance.

·       Promote sound ICT investment decisions and value for money.

·       Facilitate effective decision-making by the Committee

·       Use the Risk Management and Audit Committees to assist the Council to fulfil its responsibilities.

·       Ensure compliance with applicable legislation, standards and governance frameworks.

b) MINIMUM REQUIREMENTS

Applicants must possess:

·       A relevant Bachelor’s degree (NQF Level 7) in Information Technology, Computer Science, Information Systems, ICT Governance, Engineering or a related field.

·       A Postgraduate qualification in ICT, Governance, Business Administration or Project Management will serve as an added advantage.

·       At least 5-year proven experience in ICT Management coupled with knowledge of ICT Governance

·       Demonstrable experience in ICT Governance, Digital Transformation or ICT Strategy.

·       Extensive knowledge of ICT governance frameworks such as:

·       ISO 27001

·       ITIL

·       King IV Report on Corporate Governance

·       COBIT, ISO/IEC 38500

·       Knowledge of the Local Government environment and applicable legislation

c) COMPETENCIES

The successful candidate should demonstrate:

·       Excellent leadership skills.

·       Strong governance and oversight capability.

·       Excellent communication and presentation skills.

·       Sound analytical and problem-solving ability.

·       Decision-making capability.

·       Integrity and professionalism.

·       Ability to work independently and objectively.

·       Strong stakeholder management skills.

d) TERM OF APPOINTMENT

·       The Chairperson shall be appointed for a period of 3 Years .

e) REMUNERATION

·       The successful candidate shall be remunerated in accordance with the Municipality’s approved tariffs for Committee Chairpersons or as determined by Council.
