NATIONAL STUDENT FINANCIAL AID SCHEME (NSFAS)

 

 

CALL FOR APPLICATIONS: THREE (3) CO-OPTED NSFAS BOARD MEMBERS

 

AREA OF EXPERTISE: FINANCIAL MANAGEMENT, GOVERNANCE AND FIDUCIARY OVERSIGHT 

 

The National Student Financial Aid Scheme (NSFAS) invites applications from suitably qualified and experienced individuals for three (3) positions to be co-opted to the NSFAS Board, in accordance with section 5(1)(b) of the National Student Financial Aid Scheme Act, 1999 (Act 56 of 1999), as amended. 

The co-opted members will contribute specialist expertise to strengthen the Board's fiduciary oversight, financial governance, strategic oversight, risk management, and effective governance of the Scheme. 

 

REQUIRED EXPERTISE AND QUALIFICATIONS: 

·       A postgraduate qualification in Financial Management, Accounting, Auditing, Finance or a related field, or CA(SA) status; 

·       At least 5 years' relevant senior management, executive or Board-level experience in finance, accounting, auditing, risk management, investment management or a related field; 

·       Demonstrable expertise in public-sector financial management and governance, including knowledge and understanding of the Public Finance Management Act (PFMA) and applicable Treasury Regulations; 

·       A proven track record in financial oversight, risk management, auditing, accounting, investment management and/or organisational governance; 

·       At least 3 years' experience serving on a Board and/or Audit and Risk Committee, Finance Committee; 

·       Knowledge and understanding of the higher education and student funding environment will be an advantage; 

 

KEY RESPONSIBILITIES:

The successful candidates will be expected to: 

·       Provide strategic oversight and contribute to the effective governance of NSFAS; 

·       Provide specialist financial and fiduciary oversight; 

·       Exercise independent judgement in the best interests of NSFAS; 

·       Oversee and monitor financial, audit, risk and compliance matters within the Board's mandate; 

·       Participate actively in Board and relevant Board Committee (e.g., Audit and Risk, Finance);

 

 


 

APPLICATION REQUIREMENTS: Each application must be accompanied by: 

1.     A comprehensive and up-to-date Curriculum Vitae (CV), clearly demonstrating the applicant's qualifications, experience and relevant governance responsibilities; 

2.     Certified copies of relevant qualifications and Identity Document (ID); 

3.     At least two professional reference letters; and 

4.     A declaration of any actual, potential or perceived conflict of interest, including any business, financial, professional or other interests that may conflict with the responsibilities of a Board member. 

 

TERM OF OFFICE 

The term of office of a co-opted Board member will be determined by the NSFAS Board in accordance with the NSFAS Act.
