FACILITATORS – 120 (SHORT-TERM CONTRACT)
Reporting Line: National Dialogue Project Coordinator: Content & Programmes
Location: Various Provinces (Nationwide)
Closing Date: 09 July 2026
Main Purpose
To facilitate inclusive, trauma-informed, respectful, and participatory ward-based and sectoral dialogues as part of the National Dialogue Pilot Phase. The Facilitator will create a safe and enabling environment where all voices, especially those of marginalised and vulnerable groups are heard, and meaningful engagement is promoted.
Key Responsibility Areas:
Dialogue Facilitation
· Facilitate ward-based and sectoral dialogues using the approved National Dialogue methodology.
· Create a safe, inclusive, and trauma-informed space for open dialogue.
· Manage group dynamics, conflict, and power imbalances constructively.
· Ensure active participation of all attendees, including persons with disabilities.
Application of Principles
· Uphold the National Dialogue principles of neutrality, respect, inclusivity, and Ubuntu.
· Apply trauma-informed facilitation techniques.
Pre- and Post-Session Support
· Attend pre-dialogue briefings and orientation.
· Collaborate with rapporteurs to ensure accurate documentation of discussions.
Ethics and Compliance
· Maintain strict neutrality and confidentiality
· Adhere to the National Dialogue Code of Conduct and safeguarding principles.
Minimum Requirements
· Proven experience in facilitating community dialogues, public consultations, workshops, or similar participatory processes with active involvement in community or sectoral work within the last two years.
· Fluency in at least two official South African languages, with strong command of the dominant local language of the assigned community.
· Strong interpersonal, listening, and conflict management skills.
· Cultural sensitivity and emotional intelligence.
Note:
Steering Committee members and government employees (national, provincial, and local) are not eligible for paid facilitation roles under this process.
Remuneration Scale: 2
R2,500 per dialogue, this is an all-inclusive fee payable only upon successful completion of the assigned dialogue and submission of all required reports and supporting documentation to the satisfaction of the National Dialogue Secretariat.

RAPPORTEURS - 120 (SHORT-TERM CONTRACT)

Main Purpose
To accurately capture, synthesise, and produce high-quality, impartial records of National Dialogue sessions. The Rapporteur will ensure that key points, diverse perspectives, agreements, and outcomes are documented comprehensively to support national synthesis and social compacts.
Key Responsibility Areas:
· Documentation
· Take detailed, accurate, and neutral notes during dialogues.
· Capture key discussion points, divergent views, agreements, and recommendations.
· Ensure the dialogue is recorded and transcribed (must have a recording device)
Report Writing
· Produce clear, structured, and objective dialogue reports using the approved template.
· Synthesise complex discussions into coherent summaries.
Quality Assurance
· Collaborate with the Facilitator to verify accuracy of captured content.
· Ensure reports reflect the diversity of voices heard.
Compliance
· Maintain confidentiality and uphold ethical documentation standards.
Minimum Requirements
· Minimum of 1 year experience in minute-taking, rapporteur work, report writing, transcription, or similar documentation roles.
· Excellent listening, note-taking, and writing skills.
· Fluency in English and at least one other official South African language.
· Ability to remain neutral and objective under pressure.
Remuneration Scale:
