REQUIREMENTS
Relevant B-degree (NQF level 7) or equivalent qualification in Human Resource Management, Human Resource Development, Industrial Psychology, Public Administration, Labour Relations discipline. Proven experience in employer representation before the SALGBC and CCMA, including conciliation, mediation and arbitration proceedings. -Excellent communication, interpersonal and stakeholder management skills, with proven leadership and management ability, including analytical thinking, strategic planning, conceptual ability, problem-solving, decision-making, negotiation, conflict management, presentation skills, empowerment, adaptability and attention to detail. Demonstrated project management, financial management and governance skills, with the ability to interpret, implement and enforce legislation, policies and collective agreements. Ability to work effectively under pressure while thinking strategically, innovatively and creatively. -A minimum of ten (10) years' relevant Human Resource Management experience across multiple HR functional disciplines, of which at least three (3) years must have been at senior management level.
DUTIES
To perform a professional, technical, budgetary, analytical and strategic function relevant to the management and coordination of Human Resources Services including assuming responsibility for the full range of HR related functions, respond to legislative mandates regarding Recruitment, Training & Development, Employee Assistance, Benefits Administration, Labour Relations, Occupational Health & Safety and Time & Attendance. To ensure that an efficient and effective service by the Human Resources Directorate is rendered within the Midvaal Municipality by managing the effective implementation of all relevant legislation, policies and procedures. Implement, coordinate and manage different Human Resource related capital projects as approved in the IDP and annual Capital Budget. Ensure proper workflow planning, resource corrective actions, evaluation of performance contracts (score cards), in terms of: Recruitment Processes, Employee Assistance Programme, Benefits, Time & Attendance, Leave Administration, HIV Workplace program Labour Relations, Occupational Health & Safety and Training & Development and related functions. Develop and implementing operational / business plans in conjunction with key stakeholders; implement and monitor time frames, evaluate, maintain and update of such plans. Ensure that the directorate comply with the requirements of the MFMA. Define guidelines and assist in the managing of all assets as well as the safe keeping, maintenance and utilisation thereof. To ensure efficient functioning of the Section by providing administrative guidelines and supervision to subordinates. Evaluate, manage and control performance management systems of internal staff and external service providers. Perform any other related tasks as instructed by the Executive Director: Corporate Services from time to time.

DUTIES
-Coordinate and implement pollution control strategies, promote sustainability development and conservation of natural resources. -Ensure legal compliance of principles of sustainability development. -Coordinate Municipal comments on EIA processes and reports. -Provide comments on environmental impact assessments (EIAs), environmental management programme reports, mine closure reports and other technical reports. -Conduct and coordinate environmental education, awareness campaigns and training. -Coordinate compliance, monitoring and enforcement activities for the Municipality. -Conduct regular compliance monitoring at industries. -Conduct internal audits on the status of compliance, with regards to the conditions set out by the EA and EMPr, as well as providing recommendations to improve overall environmental compliance. -Responsible for implementation of projects like recycling, waste minimization, separation at source or waste to energy-efficiency improvements. -Assist in the development of waste and environmental management Standard Operating Procedures (SOPs). -Logistical management of assets. -Manage and maintain specific administrative and reporting requirements associated with the key performance and result indicators. -Attend to complaints related to environmental management. -Coordinate and control the implementation, monitoring, evaluation and reporting sequences of outcomes associated with plans and programmes designed to accomplish key service delivery objectives with respect to the environmental management in order to ensure the provision of a clean and healthy environment conducive to and supporting a better quality of life in Midvaal. -Perform any other related ad hoc duties as required by management, from time to time.

DUTIES
Site Operations: Ensure landfill sites and transfer station are opened and closed as per designated operating hours. -Coordinate, assign and direct the daily tasks of subordinates, including equipment operators, supervisors, access controllers and general workers. – Prepare and review employee work schedules and time & attendance, coordinating staffing and overtime as required. – Train subordinates in safe and proper operational practices, procedures and techniques. – Monitor work in progress, evaluate quality, maintain work standards, and be involved in performance reviews and disciplinary actions. – establish a positive working climate, communicate instructions effectively, and maintain discipline. - Responsible for all operational, maintenance and construction aspects of landfill sites and transfer stations. Administration and Record Keeping: - Prepare and oversee the completion of essential administrative and operational reports, including, daily activity and tonnage reports; accident and injury reports; equipment condition reports and maintenance records; timesheets overtime documentation. -Planning of all daily work activities according to a weekly program and submit monthly status report on operation and management of landfill sites and transfer stations. - Responsible for requesting of hired machinery and monitoring of compliance with the hiring contract conditions. -Responsible for checking invoices for accuracy and sending documentation relating to payment to service providers before submitting to the Assistant Director. - Assists in the preparation of written policies and procedures for operations and management of landfill sites and transfer stations. - Responsible for general administrative functions including, administration of leave and sick-leave, time and attendance, and occupational health and safety issues including vehicles, equipment, and personnel, controls all activities within the section. -Analyse equipment breakdowns and coordinate with the Fleet Coordinator to ensure prompt repair and preventative maintenance to maximize the availability of all heavy machinery. – Order and maintain adequate inventory of tools, supplies and machinery for continuous operations. – assist management in the preparation of the budget by providing input on needed materials, tools and equipment replacement schedule. Customer Service and Public Assistance: - Assist the public with guidance related to recycling and proper waste disposal methods. – Respond to inquiries from the public regarding waste disposal, recycling and site hours. - Educate users on the proper disposal of different materials to minimize contamination and ensure compliance. - Receive landfill sites and transfer stations waste complaints and issue work orders to teams accordingly. Compliance, Safety and Reporting: - To ensure that daily operations comply with licence conditions and other applicable legislations and regulations. - Upload monthly waste data volumes received at operational landfill sites on Gauteng Waste Information System (GWIS). – Develop, promote and strictly enforce safety practices and procedures for all personnel and public users. This includes conducting safety training and investigating accidents. - Investigate and report disposal of hazardous, medical, and other illegal dumping at landfill sites and transfer stations. - Planning and investigating all aspects of services to be rendered daily. Perform any other related Ad Hoc tasks and duties as requested or required by management (supervisor) from time to time.
