CHIEF INFORMATION OFFICER (CIO)

MICT SETA seeks to employ a suitably qualified and competent Chief Information Officer (CIO)

 

The Chief Information Officer is tasked with ensuring the development, enhancement, communication, implementation, reporting and oversight of the MICT SETA’s ICT Management strategy, frameworks, policies and associated tools and processes, ensuring that these are supportive of the MICT SETA strategy and mitigate business risks for the organisation.

The role will be based at Midrand Head office and will report to the Chief Executive Officer

 

MINIMUM/COMPULSORY REQUIREMENTS:

• Relevant Bachelor's Honours Degree or Postgraduate Diploma (NQF Level 8) in Information Technology, Computer Science, Information Systems, Informatics, Computer Engineering, Electronic Engineering, or a related ICT discipline.

• Minimum ten (10) years' operational experience in ICT Management, which must include at least three (3) years' leadership and people management experience at Senior Managerial level and at least three (3) years' experience serving as a Chief Information Officer (CIO) or in a comparable senior ICT role.

 

ADDED ADVANTAGES:

• A relevant Master's Degree (NQF Level 9), such as a Master of Information Technology, Master of Computer Science, Master of Information Systems, Master of Engineering (ICT-related), or Master of Business Administration (MBA), will serve as an added advantage.

• Membership of a recognised ICT professional body and/or registration as a Chartered IT Professional will serve as an added advantage.

• Relevant professional certifications in ICT Governance, Enterprise Architecture, Cybersecurity, Project Management, Cloud Computing or IT Service Management (e.g. COBIT, CGEIT, TOGAF, ITIL, PRINCE2, PMP, CISA, CISM or CISSP) will serve as an added advantage.

• Knowledge of the PFMA will be serve as an added advantage. OTHER ATTRIBUTES:

ROLES AND RESPONSIBILITIES

 

Strategic Leadership

• Direct the planning and implementation of enterprise Information and Communication Technology systems in support of MICT SETA operations in order to improve cost effectiveness, service quality and mission development.

• Oversee the development of the ICT Strategies and operational plans in line with the strategic and annual performance plans of the MICT SETA.

• Achievement of business process re-engineering and digitized as an enabler for the MICT SETA.

• Manage, monitor, evaluate and report on the implementation of the operational plan, taking corrective actions where necessary.

• Ensure measures are in place for implementation of ICT Strategy

• Oversee the development of business applications that match business requirements.

• Ensure optimal functioning and maintenance of the MICT SETA ERP systems.

• Ensure adequate technical infrastructure capabilities.

• Custodian of the MICT SETA ICT governance framework.

• Gives direction to team in realising the organisation’s strategic objectives.

• Impacts positively on team morale, sense of belonging and participation.

• Develops detailed action plans to execute strategic initiatives.

• Monitor performance measures to evaluate the success of strategies.

• Achieves strategic objectives against specified performance measures.

• Communicate strategic plans to the organisation.

• Utilise strategic planning methods and tools.

• Participate in the deliberations of the Executive/Senior Management Team meetings as appropriate.

• Continual analysis of the external environment to provide adaptability of the internal environment.

• Account on the activities to the relevant stakeholders such as MANCO, CEO, EXCO, ICT Steering Committee, and Board, in line with requirements.

 

Budget and Financial Management

• Develop and manage of the budget of the Division by ensuring financial stability within the ICT.

• Ensure expenditure is in line with budget requirements.

• Monitoring financial control, budget management and the procurement process to ensure compliance with the legislation e.g. (PFMA, PPPFA, and B-BBEE, SCM policies)

 

Project Management

• Monitor the implementation of strategic ICT projects.

• Establish broad stakeholder involvement and communicate the project status and key milestones.

• Define roles and responsibilities for project team members and clearly communicate expectations.

• Establish Project Steering Committees

• Balances quality of work within deadline and budget.

• Identifies and manages risks to the project by assessing potential risks and building contingencies into project plan.

 

Client Services and Stakeholder Management

• Oversee ICT service delivery and ensuring high levels of service to the organisation.

• Ensures that communication strategies and platforms are in place to create awareness of ICT related matters by ensuring that consultation forums remain operational, and that accurate information is communicated to all stakeholders.

• Ensure annual ICT satisfaction surveys and an overall improvement in staff morale.

• Ensure change management of approved policies and procedures are implemented throughout the organization.

• Offer advisory service to EXCO, ICT Steering Committee (ICTCOM), Audit and Risk Committee (ARC) and Board on ICT issues.

 

Information and Data Management

• Oversee and ensure the development, maintenance and updating of databases of Stakeholders.

• Manage the provision of records management/ archiving support services.

• Oversee and ensure the proper record archiving and management including the updating of MICT SETA database.

• Ensure the integrity of data through the regular review and audit of information to enhance data quality and apply remedial measures where required.

 

Risk Management

• Align IT risk management with enterprise-wide risk management.

• Provide input into risk registers in consultation with the CEO.

• Ensure the mitigation of MICT SETA risk profile through the application of fraud controls and risk prevention principles and implementing of sound governance and compliance processes and tools to identify and manage risks.

• Responsible for the coordination and maintenance of quality risk management in line with relevant requirements.

• Manages and calculates risks in collaboration with Risk and Compliance Unit.

• Monitor changes in the regulatory environment and ensure that appropriate operational controls are implemented to address new requirements.

• Support and provide evidence to all internal and external audit requirements.

• Oversee the maintenance and enforcement of all ICT Level Agreements to minimise business risk and ensure business continuity.

• Ensure adherence in the MICT SETA team to all relevant laws, policies and Standard Operating Procedures throughout the organisation.

 

People Management

• Build and lead an effective and cohesive team through the effective management of resources.

• Drive the implementation of talent acquisition, succession planning, development, and retention strategies for the office.

• Ensure the enhancement of relevant knowledge and skills through continuous coaching, mentoring and nurturing of talent in the business unit.

• Create a high-performance culture and manage team performance effectively by translating and communicating the annual performance goals and measures into individual work plans based on agreed upon objectives.
