Matzikama Municipality is situated in the West Coast of the Western Cape Province and serves the following towns: Vredendal, Vanrhynsdorp, Klawer, Lutzville, Koekenaap, Doringbaai, Strandfontein, Ebenhaeser, Papendorp, Bitterfontein, Nuwerus, Kliprand, Stofkraal, Molsvlei, Putsekloof and Rietpoort. 

 

Suitably qualified individuals with the necessary skills and experience are invited to apply for the following permanent, performance-based positions: 

 

DIRECTORATE CORPORATE SERVICES 

MANAGER: LEGAL & ADMINISTRATION SERVICES 

 

Location: Municipal Head Office, Vredendal, Western Cape

 

Key performance areas : Manage the provision of efficient administrative processes to the division and facilitate proficient administrative practices and procedures ∙ Advise Council and specifically the Speaker during Council Meetings ∙ Manage the Municipal Call Centre to ensure its smooth operation ∙ Performs tasks associated with the development, application and interpretation of legislation, agreements and policies in order to safeguard the municipality’s interests in all legally related matters ∙ Manages and controls the relevant processes and activities pertaining to the provision of legal services and provide legal guidance and advice to enable the municipality to operate within relevant legal parameters ∙ Manage and coordinate efficient office auxiliary and provide secretariat / committee services to the council and other specific committees of the municipality ∙ Advise council and committees of council of their powers and responsibilities ∙ Manage all legal matters pertaining to the municipality ∙Manage sound record keeping and record management practices, including the document flow and management system (Collaborator) according to relevant Archive legislation ∙ Controls the administrative requirements associated with the flow of functional documentation / information and correspondence ∙ Ensure that the registry office, office auxiliary, committee services and the switchboard are functional and efficient ∙ Prepares draft capital and operating estimate and controls expenditure against the approved budget allocations in respect of the division ∙ Manages, coordinates and control task / activities associated with personnel performance, productivity and discipline ∙ Manages and coordinates specific administrative and reporting requirements associated with the key performance indicators of the function ∙ Responsible for the archive of the municipality’s securities i.e. lease agreements, deeds of sale, purchase deeds, title deeds, notarial deeds, servitude, guarantees, indemnities and agreements ∙ Handle the necessary statutory and audit requirements of the division ∙ Interacts with all spheres of government ∙ Perform other general administrative tasks and supervisory duties. 

 

Minimum requirements : B-Degree in law/public administration or equivalent qualification (NQF Level 7) ∙ Compliance with the Municipal Regulations on Minimum Competency Levels of 15 June 2007 regarding “other financial officials” will serve as recommendation ∙ Knowledge of legal & administrative services and processes ∙ 4 years managerial experience in a legal environment at local- provincial- and national sphere of government ∙ Admittance as an admitted attorney or advocate would be an advantage ∙ Computer literate ∙ Valid Code B driver’s licence ∙ Proficiency in at least 2 official languages of the Western Cape (Afrikaans and English or Xhosa) ∙ Good management, human relations, interpersonal and communication skills. 

 

Salary : R675 804 per annum (TASK post level T16) and participation in the Municipality’s Motor Vehicle Scheme for Senior Officials.
