Limpopo Tourism Agency (LTA) is a schedule 3C parastatal mandated in terms of Limpopo Tourism Act of 2009 to amongst other things promote and offer a sustainable and diverse tourism experience through strategic marketing (destination marketing), support and facilitate tourism development programmes, collaborations with stakeholders and sector transformation. The mandate of the entity incorporates the investment and trade promotion of the destination Limpopo. ESSENTIAL REQUIREMENTS OF THE POST

Qualification

• Grade 12

• Degree or Advanced Diploma in Economics/ Business Management or related field

Work Experience

• 4-8 years business promotion, economic development, or international trade experience in the public service environment.

JOB PURPOSE

To drive economic growth by attracting foreign and domestic investment, promoting trade, and facilitating business opportunities in destination: Limpopo Province

 

DUTIES OF THE POST

Planning and Development:

• Participate and provide input to the Chief Executive Officer in the process of setting or reviewing the vision and mission of the Limpopo Tourism Agency

• Provide input into the sustainable and resilient strategy in line with the vision of the Limpopo Tourism Agency

• Evaluate and comment on the applicability of specific operational key performance indicators and measures against outcomes detailed in the Limpopo Tourism Agency’s strategic plan

• Develop, review and monitor the 5-year strategic plan for the division

• Develop, integrate and monitor the annual performance plan for the division

• Approve and oversee implementation of Divisional operational plans

• Perform regular reviews and analysis of trends and performance related to the division, make policy adjustments as required and facilitate the approval process by the Board

• In order to ensure all required plans, policies and procedures are efficient and effective and support the accomplishment of service delivery objectives.

 

Stakeholder Relations and Communications:

• Identify, assess and inform the Executive team and the Board (or other appropriate stakeholders) of internal and external status, progress or matters that affect the division

• Communicate strategies, plans and policies of the division to all relevant stakeholders

• Build and maintain relationships with internal and external stakeholders in order for information, advice or opinions on relevant matters is made available and/ or communicated appropriately and timeously

• Establish good external working relationships and collaborative arrangements with investors, traders, funders, community groups, service providers, shareholder, provincial and national government and other organisations to help achieve the goals of the entity.

• Represent the Limpopo Tourism Agency at various forums and committees

• Collaborate with different stakeholders to ensure effectiveness of Limpopo Tourism Agency

• Align to the provincial stakeholder management plan and assigned responsibilities

• In order ensure that information, advice or opinions on relevant matters are made available and clearly communicated through various channels and platforms to all relevant stakeholders.

 

Human Resource Management:

• Establish and/ or review, in collaboration with Human Resources, the optimum structure for the division and support the approval and implementation thereof

• Participate in the recruitment and selection of individuals according to organisation structure, job requirements, EE targets and guidelines

• Lead, mentor and empower employees and manage change within the division to ensure a positive work environment in which employees develop and perform optimally

• Develop performance contracts and job descriptions for direct reports and ensure all work is completed in compliance with the performance contract

• Manage people development initiatives, succession planning and talent management to meet performance standards

• Drive a high-performance culture by taking accountability for an effective and well-articulated performance management process

• Facilitate formal and informal mentoring and coaching for subordinates to drive continued improvement in competency and capability

• Address discipline and workplace conflict through the initiation and coordination of consultative processes and implementation of appropriate policies and procedures

• In order to create and maintain a conducive working environment, apply fair and consistent processes to manage employees and ensure employees are engaged and optimum performance is realised.

 

Financial Management and Control:

• Contribute to the Limpopo Tourism Agency financial planning processes to give effect to the long term operational and strategic goals of the Limpopo Tourism Agency

• Develop, manage and control the short- and medium-term capital and operational budget of the entity

• Review trend analysis and operating requirements as prepared by direct reports as part of annual budget motivations

• Monitor expenditure, recommend and implement corrective measures to rectify deviations to budgetary provisions and audit requirements

• Consolidate and provide division’s financial accounting-related information for the annual report in compliance with relevant financial reporting standards

• Authorise invoices and requisitions for expenditure, within levels of authority

• Take accountability for any unauthorised, irregular or fruitless and wasteful expenditure within the division

• Comply with Public Finance Management Act (PFMA), Supply Chain Management (SCM) and all other financial regulations applicable over the Limpopo Tourism Agency

• In order to manage the capital and operational budget (where applicable) and ensure financial controls are in place and supports the accomplishment of mandate and strategic objectives.

 

Asset and Resource (Materials and Tools) Management:

• Oversee and monitor the compliance of all policies and procedures pertaining to both movable and fixed assets, according to Supply Chain Management and Asset and Risk Management requirements for the division

• Accountable for the availability of assets and resources (materials and tools) to meet strategic plan and employee work objectives for the division

• Evaluate requests, incorporate in budget and provide motivation of the acquisition of assets/ resources to enable effective service delivery.

• In order to ensure required assets and resources (materials and tools) are available to enable effective and efficient delivery on the mandate and strategic objectives of the Limpopo Tourism Agency.

 

Governance and Risk:

• Comply to all regulations, policies and procedures applicable to Limpopo Tourism Agency

• Adhere to provincial compliance standards, risk management practices and audit requirements

• Maintain knowledge of, and monitor changes in, relevant legislation and the regulatory environment, develop and oversee the systems that ensure compliance

• Implement controls within the division which minimise potential risk to stakeholders

• Monitor divisional risks and take decisive actions to minimise risks

• Define, recommend and manage Service Level Agreements or contracts within levels of authority

• Attend and participate in Limpopo Provincial Government structures and forums

• Implement the decisions taken by the Board and provincial government structures

• In order to enable efficient and effective decision making within the Limpopo Tourism Agency, risks are anticipated and mitigated to prevent a disaster or serious financial loss, and compliance systems are in place and adhered to.

Monitoring and Reporting:

• Compile reports on the status and performance of the division as required

• Monitor departmental and operational budgets

• Approve expenditure within level of authority and within approved budget

• Prepare and submit monthly, quarterly, bi-annual, annual and ad-hoc reports for the division as to meet the requirements of applicable legislation and requirements

• Prepare and package division’s documents for Auditor General or Internal Audit

• Take overall responsibility for reports generated within the division

• In order to ensure reporting requirements are complied with and accurate information is disseminated to support specific decisions or actions.

 

Investment and Trade Promotion:

• Create and implement strategies that align with national , provincial, and regional / district economic objectives

• Identify, court, and secure new foreign and domestic investment opportunities to promote economic growth

• Support local companies in expanding into international markets, identify trade opportunities, and promote exports

• Support investors from the initial inquiry stage, through feasibility studies, to final implementation, including navigating regulatory frameworks

• Build relationships with government agencies, potential investors, embassies, and industry leaders to build a network of opportunities

• Manage and coordinate projects, including developing business cases and tracking investment performance

• Research economic trends and identify barriers to trade or investment to inform policy change

• Regional Marketing and Promotion: Develop marketing campaigns to position the province or specific region/s or district/s as a/the favourable investment destination/s

• In order to ensure provincial economic growth by attracting foreign and domestic investment, promoting trade, and facilitating business opportunities.

 

Business tourism:

• Develop and implement an effective strategy to grow and diversify the business tourism market

• Designing frameworks to drive organizational competitiveness, business travel growth, and market expansion

• Lead efforts to expand business tourism infrastructure within municipalities

• Oversee development of tourism packages for meetings, incentives conferences and exhibitions (MICE), conventions and families accompanying business travellers

• Lead the efforts to innovate adventure travel, as well as airport tourism

• Overseeing the successful coordination of international trade shows, product launches

• In order to exercise oversight on business tourism growth.
