INTERNSHIP CONTRACT
REMUNERATION: R100 000 per annum (all inclusive)
Suitably qualified individuals are hereby invited to apply for the above-mentioned vacancies, to acquire practical experience in Local Government Financial Management. This National Treasury initiative aims to capacitate and train young graduates to develop a career in Local Government.
Internship Overview:
The MFMIP is a structured professional training and work experience programme with the goal of providing high-quality training and practical exposure in all aspects of a Municipal Budget and Treasury Office, which is governed by the Municipal Finance Management Act, No 56 of 2003 and the underlying reforms. The programme has a logical training sequence that builds on the skills and competencies acquired during University and Technikon training and ends with a qualification in Municipal Finance Management in accordance with the Municipal Regulations on Minimum Competency Levels, Gazette 29967 of 15 June 2007.
Key Internship Initiatives:
· Meet specific learning outcomes as set out in the National Treasury Finance Intern Skills Development Programme
· The successful applicants will primarily be trained in the key areas of the Finance, Internal Audit and Risk departments to ensure that adequate skills are developed
· Exposure to the implementation of the MFMA, GRAP Standards, Policies and Procedures
Applicants must have matriculated in the Garden Route District (Knysna, Plettenberg Bay, George, Mossel Bay, Oudtshoorn Hessequa and Kannaland), and must be in possession of a completed three-year Bachelor’s Degree or an Advanced National Diploma (NQF Level 7), with majors in Accounting, Business or Finance. Internal Audit and/or Risk Management will be an added advantage. Reasonable written and verbal communication skills, and computer literacy are further requirements.
The successful applicant will be expected to sign an Internship Agreement, which is in addition to the employment contract. This will ensure commitment to the MFMI Programme, which requires, amongst others, full participation in the training and workplace programs. Interns will be subject to the Municipal Disciplinary Code.
An annual increase determined by the South African Local Government Bargaining Council applies. Only Female applicants will be considered.

MINIMUM QUALIFICATIONS & REQUIREMENTS:
· National Certificate: Accounting/Finance - NQF 5
· 3 years Cashier and Financial systems experience with 1-year supervisory experience
· Good analytical and problem-solving skills
· To be able to reconcile ledger accounts and balance cash daily
· Computer literacy
KEY PERFORMANCE AREAS:
· Supervises all cashiers and third party pay points to ensure that cash procedures are followed.
· Reconcile and control electronic bank payments and unallocated monies to issue valid receipts.
· Reconcile and control Refer to Drawer cheques for correctness.
· Ensure that cash and cheque payments are received by cashiers and that recipients are issued to customers.
· Oversee the issuing of pre-paid electricity vouchers and water tokens.
· Handling all cashier related enquiries and corrections when cashiers need assistance.
· Record all post-dated cheques in a register.
· Perform specific procedures relating to ACB applications.
· Controls the key performance areas and critical outputs of personnel within the section.

MINIMUM QUALIFICATIONS & REQUIREMENTS:
· A relevant 3-year tertiary qualification, preferably a National Diploma or B Com Degree with financial accounting/management as a major subject NQF 7
· Computer literacy: MS Office
· 5-8 years relevant experience of which 2 years must supervisory experience
· Proficient in English and at least one other official language of the Western Cape
KEY PERFORMANCE AREAS:
· Manage and control the verification and provision of information related to billing services transactions
· Manage and control the provisioning of billing services regarding water and electricity and the administration of sundry debtors, cashiering and receipting
· Administer rates and taxes in accordance with laid down legislation
· Manage specific administrative and accounting procedures involving updating and adjustment of the Valuation Roll and property rates data information
· Direct the implementation of specific procedures, systems and controls associated with key functional areas
· Manage the Financial aspects of the Rates and Taxes Division
· Co-ordinates and controls tasks/ activities associated with supervision of staff and controlling personnel performance, productivity and discipline
· Maintain the revenue recordkeeping system

· Assist the electrician with support for general maintenance and repairs of existing services
· Preparation of trenches and laying of cables for new services
· General maintenance and repairs on domestic- and municipal buildings
· Assist with the maintenance and cleaning of assets, equipment, tools boxes and workshop tools
· Cleaning of substations, workshop and vehicle fleet
· Adhering to all safety and health practices and promote good housekeeping on an ongoing basis
