INDEPENDENT RISK MANAGEMENT COMMITTEE CHAIRPERSON

 

King Cetshwayo District Municipality hereby invites applications from suitably experienced and qualified person to fill the position of Independent Risk Management Committee Chairperson the period of 2026/27, 2027/28 and 2028/29 financial years. 

In accordance with the provision of Section 24(3) of public sector risk Management framework, the Municipality requires the services of a qualified and interested person to serve as the Chairperson of its Risk Management Committee. This will ensure that the Municipality maintains an effective and transparent system of financial and risk management and internal controls in fulfilling mandate as required by section 62(1)(a) of the MFMA. 

 

Key Qualifications And Requirements

Education & Professional Certificate: • A minimum of a Post Graduate Degree (NQF 8/9) Risk Management, Auditing, Commerce or Finance, combined with 5 to 10 years of executive-level experience in Risk and Governance • Valid professional Certificates (e.g. Certified Risk Management Professional, CIA or CA)

 

Technical Knowledge: The ideal candidate must have deep understanding of Public Finance Management Act (PFMA), Municipal Finance Management Act (MFMA), Treasury regulations, ISO 31000 standards, COSO model and King V Report on Corporate Governance.

 

Duties: The primary objective of the Risk Management Committee Chairperson is to assist the Accounting Officer in fulfilling his oversight responsibilities regarding Enterprise Risk Management. 

 

The incumbent’s duties will be to: • Provide oversight on the review of key risk management governance documents (framework, policy, charter, strategy, implementation plan, appetite and tolerance statement) • Provide guidance on integration of risk management into planning, monitoring, and reporting process • Lead the Committee in conducting its activities in terms of the Public Sector Risk Management Framework, MFMA, Risk Committee Charter and King V Report on Corporate Governance • Prepare quarterly reports to the Accounting Officer and Audit Committee • Perform any other duties of the Risk Management Committee as specified in the Charter. 

 

Term Of Appointment: Appointment will be made for a period of 3 years, subject to renewal at the discretion of the Municipality. The Chairperson may not serve more than two terms. This is not a full-time appointment. Risk Management Committee has four statutory meetings per financial year, and additional meetings may be convened by the Chairperson as deemed necessary by the Committee or Accounting Officer. 

 

Remuneration: A professional fee will be paid for the services performed as stipulated in the National Treasury Regulation: “Remuneration of Non-Official Members: Commissions and Committees of Inquiry, and Audit Committees.

Schedules in this regard are issued annually with specific hourly or daily rates. All other refundable expenses are based on the Municipal related policies in line with the National Treasury guidelines.
