PROJECT COORDINATOR
RUMENERATION: R1 056 624 TOTAL COST TO COMPANY PER ANNUM
PURPOSE:
To coordinate projects and manage project data information within Programme Management Unit (PMU) and ensure efficient and sustainable compliance with COJ and JW legislative requirements for appropriate implementation and management of JW Capital Programme.
KEY RESPONSIBILITIES:
Coordinate, consolidate and verify data integrity and compliance to EPWP and SMME and Project requirements. Manage and maintain data of EPWP and SMMEs. Capture and maintain EPWP, SMMEs and other project data. Manage records and filing for data for ease of retrieval and audit purposes. Analyze data for reporting purposes. Monitor and evaluation performance on EPWP and SMME programs. Management of Service Level Agreement (SLA) information. Monitor project data to ensure projects spend as per agreed SMME and EPWP objectives. Ensure that SMME and EPWP developmental objectives are implemented on various projects. Ensure salaries for CLO, SMME and EPWP are as per approved gazette. Manage and reconcile the meter inventory. Assess water supply data into the project area. Build an inventory for projects in construction all projects. Compile and consolidate reports. Ensure that all reports are accurate and consistent. Monitor the work activities of learnership contractors and Contractors EPWP personnel. Report on progress on programs. Monitor training and development programs against the set targets. Evaluate Learner contractors for inclusion into the development programme including any new programme for capacitating SMMEs. Prepare requirements for selection of Leaner Contractors including procurement. Establish project monitoring and reporting templates. Deploy consistent processes, templates and best practices. Provide systems support to all Users. Ensure systems’ effectiveness. Update or input to Business Dashboard reporting (BI, SAP, IPPM, CIMMOREP, Risk, etc.). Develop and ensure availability of User Manual for all systems. Plan, direct & supervise work activities of subordinates. Ensure that subordinates comply with conditions of services and code of conduct. Ensure performance contracts for subordinates are in place and performance reviews are conducted on time. CHIEF QUANTITY SURVEYOR (24 MONTHS FIXED-TERM CONTRACT)
REMUNERATION: R1 484 376 TOTAL COST TO COMPANY PER ANNUM
PURPOSE:
Assist Senior Manager (CMU) in management and control of all contractual aspects of projects, ensuring that all contracts purpose, scope, objectives, constraints and risks are developed, managed to ensure effective and efficient implementation of projects in line with the company strategic objectives and are in compliance with relevant policies and legislations.
KEY RESPONSIBILITIES:
Directly manage all Commercial aspects of CAPEX Projects. Assist Senior manager in developing and implementing policies, procedures and guidelines for CAPEX Contract administration with the latest MFMA, PFMA and JW SCM policies. Develop and implement monitoring and evaluation in line with SDBIP/ Infrastructure Planning/ PMU and ESU standards. Implement SHREQ where appropriate. Apply General Business Practices (Business Acumen). Performing and discussing, in line with Performance Management System, the Performance Appraisal on a quarterly basis. Recommend training needs of the Quantity Surveyors. Manage contractors and project implementation in liaison with Senior Manager PMU. Manage procurement process for all CAPEX Contractors. Manage the quality of Tender/Bid Documents prepared by PMU/ESU and Outsourced Service Providers. Develop appropriate procedures (SOPs) to provide sustainable Legal Contracts Management services. Develop and manage CAPEX budget control expenditure by ensuring spending is appropriate and necessary for achievement of objectives. Administer the CAPEX Legal Contracts Management Dashboard. Compile reports and statistics on Legal Compliance. Manage and utilize in-house MIS system relevant to the discipline. Manage and utilize the relevant software to meet contractual MFMA and PFMA requirements. Assist PMU in procurement process of Capital and Operation projects within the CAPEX environment. Be directly responsible for CAPEX/OPERATIONS Procurement Documents from Bid documents reviews to Tender Award. Utilize the latest Quantity Surveying information technology and cost measurement techniques to eliminate contradictions of BoQ’s and Specifications. Ensure that there is value for money on all CAPEX projects.
JOB REQUIREMENTS: ESSENTIAL QUALIFICATIONS AND EXPERIENCE
- Degree in Quantity Surveying
- Minimum 15 years’ experience in infrastructure projects and Contract Cost Management including bulk wastewater schemes.
- Strong background in cost estimation, elemental pricing, and full-cycle contract administration.
- Understanding of Supply Chain Management & related experience in MFMA and Contract Law
- Knowledge and experience in NEC / JBCC /FIDIC/ GCC
- Valid Drivers’ License + own transport

PLANNING MANAGER: WORKS
REMUNERATION: R1 484 376 TOTAL COST TO COMPANY PER ANNUM
PURPOSE:
Managing the investigation and planning of the Wastewater Treatment Infrastructure – to ensure the current and long-term sufficiency, sustainability and cost effective compliance with the City of Johannesburg and Johannesburg Water’s goals for the provision of wastewater treatment works infrastructure.
KEY RESPONSIBILITIES:
Investigation of Wastewater Treatment Works capacity in order to support the development of CoJ. Identify the need for major treatment capacity expansion projects for WWTW by monitoring and projecting sewage flows, estimate cost and ensure that budget provision is timeously in place for implementation. Investigate the condition of existing WWTW facilities and implement solutions where necessary in accordance with JW’s Asset Management Strategy. Investigate, prioritise and estimate costs of projects, draw up and update annually a 5-year infrastructure repair/ replacement programme. Appoint and manage external consultants for investigations iro WWTW infrastructure. Manage progress and expenditure through to completion of project. Preparation and compilation of the Capex programme (annual, 3- & 5-year budget) for WWTWs. Identify and prioritise proposed projects in liaison with Operations Department and produce cost estimates. Project initiation and monitoring of WWTW Capital Projects. Initiate monitoring of projects to ensure compliance with planning objectives. Ensure compliance with relevant company policies and procedures. Contribute to monthly progress report. Contribute to quarterly Capex reports. Submit monthly HR reports. Attend external infrastructure related forums: Promote, present and defend JW and CoJ interests. Management of planning legislation compliance. Develop and manage the section’s operating budget. Develop and manage WWTW capital budget Develop individual and team competencies individual and team performance. Ensure compliance with HR and IR policies and procedures. • Professionally Registered with ECSA

METER READER X3
REMUNERATION: R241 632 BASIC SALARY PER ANNUM
PURPOSE:
Ensure that all meters are read accurately and consistently with a high level of integrity.
KEY RESPONSIBILITIES:
Confirm plotting of walling routes, GIS maps and data of electronic devices as well as manually spread sheets daily. Give input to Senior Meter Reader related to route anomalies found on site or requirement for re-ordering. Accurately locate the relevant water meter using address, GIS and meter number to verify its validity. Identify new meter and/or change meters and record the data accordingly. Ensure the submission of manually recorded data. Perform revisits on no access codes previously obtained, daily per route issued. Perform data cleansing activities as and when required including but not limited to unmetered properties, unbilled properties, meter master data and initial property usage data on questioner. Advise customers on measures that would help reduce water wastage or high bills due to unseen leaks e.g. (how to detect a leak). Log the following customer service issue on route, using relevant coding e.g., leaking/burst water meters, leaking/burst pipes, blocked/damaged sewer pipes or external utility issues.

CONTROL ROOM OPERATOR
REMUNERATION: R241 632 BASIC SALARY PER ANNUM
PURPOSE:
To Manage the Control Room and its Resource Systems and to Have full control of all sites reporting to the controller and to manage incidents and short comings effectively
KEY RESPONSIBILITIES:
Report the number of security officers on duty for the particular site and shift Report on an hourly basis, if not the controller must follow up on reasons why Report S/o’s on leave , short postings , AWOL etc. and the controller must record and report this in accordance with Control room documentation .Ensure all deviations on posting are rectified by Supervisory staff / mobile supervisors .Ensure all deviations are reported to relevant managers .Arrange security officers to fill short postings / shortages/ AWOL. Ensure all sites report back on an hourly basis, reporting all in order and or report any irregularities as they happen. Issue an OB number to the control room and issue an OB number in return, for reference purposes. Report all incidents on site to the control room and the Operator must make an OB entry pertaining all details and complete an incident report. Report any irregularities to the Controller which they might incur on their visits. Follow Emergency SOPs in any incidents. Ensure that Guard monitoring systems gives warnings to the control room and the controller follows up if no patrols are done or points are skipped on patrols. Send out mobile supervisors to problem areas if there is no response from S/o’s on site. Report and handover all incidents /violations and posting sheets to the Control Room manager. Communicate with guards and controllers via electronic resources e.g. Radio, WhatsApp and SMS. Report lost & faulty equipment. Use the landline only for emergency calls and ensure they are recorded in a register. Keep the working environment clean and tidy at all times, including equipment and resources Communicate with team members on radios and all communication channels in English.
