FINANCIAL REPORTING SPECIALIST 

Employment Status : Permanent 

Department : Office of the CFO 

Purpose of the Job: To manage the financial reporting function, project costing, work in progress and commitment register of JOSHCO thereby ensuring compliance with the legislative requirements (MFMA, GRAP, Taxation etc.) 

 

Responsibilities (but not limited to the following): 

·       Ensure accuracy and reliability of financial reporting e.g. for EXCO, AFS, National Treasury, City of Johannesburg and Budget office. 

·       Compile monthly, quarterly and annual financial reports for CFO 

·       Analyse and interpret financial results from management information and for performance measurement. 

·       Prepare the interim and year-end financial statements and coordinate the preparations and review of the relevant schedules. 

·       Develop the plans for the preparations of interim and annual financial statements 

·       Liaise with the all-relevant stakeholders at CoJ in terms of Annual Financial Statement requirements. 

·       Develop action plans to address audit findings related to financial reporting 

·       Identify key risk areas and maintain risk register, implement mitigating actions. 

·       Develop systems to identify and assess potential risks involved in the financial system. 

·       Liaise with auditors and manage audit process. 

·       Develop and review policies and procedures relating to the function 

·       Ensure integrity of work in progress and commitment register 

·       Maintain integrity of the trial balance and reconciliations (assertions always satisfied). 

·       Working with other staff members in maintaining project accounting, budgeting and capital planning systems. 

·       Implements ideas, procedures, or systems for improving communications, tracking, or other business systems or methods. 

·       Collecting and analysing financial data 

·       Conducting market research to support future business planning. 

·       Developing financial models to ensure cost-effectives, quality and productivity. 

 

Minimum job Requirements, interested applicants must be in possession of: 

·       A bachelor’s degree in finance, Accounting, or a related field at National Qualifications Framework (NQF Level 7). 

·       CA(SA).

·       A minimum of 3 years’ experience in a financial reporting and/or external audit environment. 

 

Advantageous

·       Experience working in a public service or local government environment. 

·       Capital/infrastructure development experience. 

·       Financial Modelling will be an added advantage.

Purpose of the Job: To assist in the overall functioning of the Internal Audit Department so that it fulfils the purpose, role and responsibilities as established in the Audit Charter. 

 

Responsibilities (but not limited to the following): 

·       Implement the Audit plan as agreed with management and the audit committee. 

·       Develop and Implement Audit programs and procedures. 

·       Identify control weaknesses and deviations from operating standards. 

·       Communicate deviations to relevant stakeholders so that corrective action can be implemented.

Purpose of the Job: Ensure that quality goods/services are procured at the right quantities and at competitive prices as per specifications. Co-ordinate and undertake the effective functioning of the procurement processes based on required internal control measures. 

 

Responsibilities (but not limited to the following): 

·       Receiving and assessing the requisitions with the purpose of determining the procurement strategy to be used. 

·       Issuing and placing request for quotations in the relevant media and JOSHCO website. 

·       Evaluating suppliers’ offers in line with the Preferential Procurement Policy framework Act and the JOSHCO Supply Chain policies and procedures. 

·       Identifying and analyzing commodities with the objective of creating contracts.

·       Compiling monthly reports for SCM Manager.

Purpose of the Job: The SCM Specialist will develop and maintain the supply chain management system and oversee the compliance and implementation of the supply chain policy and related prescripts which also include the demand, acquisition, logistics, disposal, performance, and risk management. The incumbent will also review the supply chain management policies and related SOPs and make recommendations to address any deficiencies. 

 

Responsibilities (but not limited to the following): 

·       Implementing and reviewing SCM policy, processes and procedures and ensure alignment to CoJ/National Treasury prescripts. 

·       Guiding and advising JOSHCO employees on SCM matters to promote correct implementation and sound SCM practices. 

·       Training all JOSHCO staff on SCM policies and procedures and ensuring adherence to processes. 

·       Providing monthly SCM reports on procurement of goods and services. 

·       Coordinating and facilitating the monthly SCM reports on procurement of goods and services. 

·       Keeping record of statistics required for achievement of SCM goals.

Advantageous

·       Minimum of five (5) years relevant experience (implement or and/or external audit) in an SCM environment, of which three (3) years must be at middle management level in the Public Sector environment will be an added advantage. 

·       Post-graduation in any of the above fields will be advantageous.

MANAGER: OFFICE ADMINISTRATION(FACILITIES) 

EMPLOYMENT STATUS : PERMANENT 

DEPARTMENT : CORPORATE SERVICES 

 

Purpose of the Job: The Administration Manager is responsible for planning, coordinating and managing the facilities of JOSHCO’s head office building, infrastructure, equipment and support services to ensure a safe, functional, cost effective and compliant working environment. The incumbent will oversee maintenance, security, health and safety compliance, space management to support business operations. 

 

RESPONSIBILITIES (BUT NOT LIMITED TO THE FOLLOWING): 

 

Facility Management by: 

·       Develop and implement facilities management strategies, policies and procedures. 

·       Oversee the day-to-day operation and maintenance of buildings equipment and infrastructure. 

·       Conduct regular inspections of facilities to identify maintenance and repair requirements.

·       Coordinate office renovations, relocations and refurbishment projects. 

·       Ensure generators are serviced in accordance with manufacturer specifications. 

·       Monitor generator performance and reliability. 

·       Coordinate periodic generator testing and load tests. 

·       Ensure sufficient diesel/fuel levels are maintained. 

·       Oversee the maintenance and operation of all lifts and systems. 

·       Monitor lift downtime and ensure prompt response to faults. 

 

Cleaning Service Management by: 

·       Develop, implement, and monitor daily, weekly, and monthly cleaning rosters. 

·       Supervise cleaning staff and ensure adequate staffing levels across all facilities. 

·       Allocate cleaning responsibilities and resources to ensure effective service delivery. 

·       Monitor the quality of cleaning services and ensure adherence to hygiene standards. 

·       Conduct regular inspections of offices, boardrooms, kitchens, ablution facilities, reception areas, and common areas. 

·       Ensure cleaning materials and consumables are available and adequately controlled. 

 

Reception and Front Office Management by: 

·       Oversee the effective functioning of reception services. 

·       Ensure professional reception and customer service standards are maintained. 

·       Supervise reception personnel and monitor performance. 

 

Health, Safety and Environmental Compliance by: 

·       Ensure compliance with Occupational Health and Safety legislation. 

·       Conduct facility inspections and risk assessments. 

·       Ensure emergency evacuation plans are implemented. 

·       Manage health and safety audits. 

 

Security Management by: 

·       Develop, implement, and maintain security policies, procedures, and protocols for all organizational facilities. 

·       Oversee the day-to-day management of security services and security personnel. 

·       Ensure that all facilities are adequately protected against theft, vandalism, unauthorized access, and other security threats. 

 

Budget and Financial Management by: 

·       Prepare and manage the facilities budget. 

·       Monitor expenditure on maintenance, cleaning, lifts, generators, and facility operations.

 

Records Management by: 

·       Develop, implement, and maintain records management systems, procedures, and controls for both physical and electronic records. 

·       Ensure that all organizational records are created, classified, stored, maintained, and disposed of in accordance with approved records management policies and legislative requirements. 

·       Manage the organization's registry and records management functions. 

·       Maintain an approved file plan and records classification system. 

 

People Management by: 

·       Lead, manage, and supervise facilities staff, including cleaners, receptionists, maintenance personnel, and other support staff. 

·       Develop work plans and performance objectives for staff members. 

·       Monitor employee performance and provide regular coaching and feedback. 

·       Conduct performance reviews in accordance with organizational policies. 

·       Identify training and development needs and facilitate employee development programmes. 

 

MINIMUM EDUCATIONAL QUALIFICATIONS 

·       Grade 12/Matric. 

·       Bachelor’s Degree in Public Administration/ Facilities Management/Operations Management/ Property Management/ Building Management/ Property Management/ Building Management/ Business Administration or equivalent. 

·       Certificate in Project Management will be an added advantage. 

 

SKILLS, KNOWLEDGE AND EXPERIENCE REQUIRED 

·       4 to 5 years proven working experience in Facilities Management/Building Maintenance, which 3 years must be at Supervisory level. 

·       Valid Driver’s Licence is required.
