SENIOR MANAGER: REVENUE & PROPERTY MANAGEMENT
Salary: (T17/D4) R98 927.40 per month (Total Cost to Company)
JOB PURPOSE
To provide strategic leadership and co-ordination of property management unit and implementing the entity’s strategy through coordinating property leasing, developmental planning, sourcing of budgets, tenant compliance management and overseeing the management of facilities.
DUTIES AND RESPONSIBILITIES
· Ensure all tenants have valid and legal lease agreements.
· Oversee the timeous renewal and termination of lease agreement as necessary.
· Prepare reports by collecting, analyzing and summarizing data and trends.
· Collect monthly rental as per lease terms and enforce Joburg Markets credit control policy.
· Oversee the full property function i.e billing, collections and lease negotiations.
· Manage the facility and ensure compliance of the building and amenities to company, municipal and governmental policies and regulations.
· Oversee the maintenance and upkeep of the facility to meet the set standards of food safety facilities (Reg 962 of Food Stuff and Cosmetics Act, SANS 1049, HACCP etc) as necessary.
· Advice and interpret policies to departments, staff and outside persons such as vendors, funding source representatives, and board members, explain billings, reports and resolve related problems.
· Identify risks and develop risks risk treatments strategies for the property portfolio.
· Monitor the compliance to lease conditions by all tenants.
· Conduct periodic inspections of properties and facilities.
· Develop budgets and ensure budget compliance.
· Interact with internal and external auditors and participate in occasional auditing projects or provide information and access to accounting records as required.

SENIOR MANAGER: INFORMATION TECHNOLOGY

JOB PURPOSE
To provide planning, implementation, maintenance, and continuous improvement of the Company's information systems, infrastructure, applications, and technology services to enable efficient service delivery, informed decision-making, business continuity, and organisational resilience.
DUTIES AND RESPONSIBILITIES
· Strengthening IT Governance and Risk Management.
· Ensure stable and reliable IT Operations.
· Optimize technology to support Joburg Markets operations.
· Provide Strategic support to the Chief Information Officer.
· Define and build IT architecture for Joburg Markets systems.
· Define, communicate and enforce IT policies, standards and procedures.
· Conduct strategy analysis, industry and commodity analysis to align IT to Smart Market Strategy.
· Budgeting and project management of IT projects.
· Vendor Management and Contract Governance within the business unit.
· Procurement and asset management of IT hardware and software.
· Manage IT security, network and system administration.
· Manage Desktop and Helpdesk support.
· Compile and submit reports as required.
· Perform miscellaneous job-related duties assigned.
TECHNICAL SKILLS
· Project management.
· Network system administration expertise
· IT governance.
· Change management.
· Knowledge of business practices and procedures.
QUALIFICATIONS
· Degree/Btech (NQF 7) in Information Technology/ Computer Systems/IT Project Management or related.

COMPANY SECRETARY
Salary: (T18/D5) R111 948.35 per month (Total Cost to Company)
PURPOSE
· Provides professional company secretarial services as envisaged in the Companies Act and its regulations, the King Report and Code for Good Corporate Governance in South Africa, 2009 (King V) and other corporate governance instruments and guidelines.
DUTIES AND RESPONSIBILITIES
· Ensure compliance with all relevant statutory and regulatory requirements and best practices (King V) with due regard to the specific business interests and activities of Joburg Market
· Ensure that statutory returns are up to date and certify the Annual Report for compliance with the Companies Act.
· Timeously report any failure to comply with legislation or good governance to the CEO and Chairman of the Board.
· Ensure compliance with the Memorandum of Incorporation, the policy and procedures on Corporate Governance and other high-level policies and by-laws relevant to the Board.
· Provide assurance to the Audit and Risk Committee that matters are dealt with through effective reporting of incidents and actions plans.
· Ensure the compilation of detail and professional Communication notes and meeting minutes.
· Guidance and support to Board Members - Guide and advise the Board collectively, and each director, individually, as to their duties and responsibilities in terms of compliance and governance.
· Facilitate the assessment of specific training needs of Directors and Executive Management in regard to the fiduciary and other responsibilities.
· Ensure full access to information by all Board and committee members so that they can contribute to Board meetings and other discussions.
· Manage/Sponsor projects and/or task teams at the request of the Board or CEO.
· Attend all Board meetings and meetings of committees of the Board to ensure continuity and proper communication and raise matters at meetings that may warrant the attention of the Board or CEO.
· Attend, as an observer, meetings of the EXCO to ensure that all the relevant issues and policies agreed to by the Board are implemented and that the operational activities, strategies and goals of the service comply with legislation and are aligned with corporate policies.
· Ensure that the Non-Executive Directors remuneration and expense reimbursements are efficiently administered by the department.
· Ensure Annual Report is sent to members and relevant stakeholders within required timeframes.
ESSENTIAL SKILLS
· Excellent written and verbal communication skills and the ability and presence to engage at a high level with regulators, stakeholders and professionals’ advisors.
· Ability to interact with employees and management in a team environment.
· Knowledge of legal contract, agreement and settlement procedures and documentation.
· Ability to ensure that the standards, disciplines and procedures of the company are strictly maintained.
QUALIFICATIONS
· LLB / Bcom Law.
ADDED ADVANTAGE
· Charted Institute of Secretaries (CIS) Qualification.
· Admitted attorney.
EXPERIENCE
· 5 years’ experience in a Company Secretariat role.

SENIOR MANAGER: SUPPLY CHAIN MANAGEMENT

JOB PURPOSE
Manage the Supply Chain Management Department. Review and coordinate complex purchase requests, including requests for quotes, tenders, proposals, complex one time orders, complex multi-term orders in accordance with company policies, the Municipal Finance Management Act and other related legislation applicable to a municipal environment.
DUTIES AND RESPONSIBILITIES
· Prepare all aspects of procurement solicitations for formally advertised or negotiated procedures which includes scope of work, and compliance with company, municipal and governmental regulations.
· Manage and conduct tender openings; evaluate tenders and proposals to determine responsive bid.
· Assure full completion and documentation of actions.
· Issue award letters and contracts.
· Research sources of supply, determine sole source validity and methods of procurement action.
· Monitor and evaluate supplier performance in terms of PPPFA.
· Manage the SCM team, provide leadership, direction, control and compliance.
· Advise departments on cost effective alternatives.
· Resolve procurement problems in conjunction with legal services i.e, tender disputes and vendor protests in conformance with contract law and legislation applicable in a municipal environment.
· Maintain records in accordance with established policies, procedures and audit guidelines.
· Manage and/or coordinate multiple projects which require specialized services and large in scope.
· Ensure supplier selection in accordance with established criteria.
· Monitor compliance with relevant legislation throughout organization, whilst engaging with all business units.
· Conduct benchmarks to evaluate suppliers.
· Create Supply Chain Management strategies that increases efficiency and speed.
· Conduct market research, benchmarking on new developments in practices to improve efficiency of the organization.
ESSENTIAL SKILLS
· Ability to use independent judgment and to manage and impart confidential information.
· Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
· Ability to assess contract compliance and product/service quality.

QUALIFICATIONS
· Bachelor Degree (NQF Level 7) in Supply Chain Management, Logistics, Procurement, Commerce, Finance or Business Management.
EXPERIENCE
· 5 years’ experience at Middle Management Level.
ADDED ADVANTAGE
· NQF Level 8 in related field or above.
· Professional SCM certification (eg CIPS, SAPICS, or equivalent).
· Public Sector or Municipal SCM environment with demonstrated knowledge of the PFMA/MFMA, Treasury Regulations and SCM projects.
· Proven Experience in Demand, Acquisition, logistics and contract management, bid committees, procurement governance structure, supplier management, contact administration and performance monitoring, audit processes, including addressing audit finding and implementing corrective action plans.
