DEPARTMENT: MUNICIPAL MANAGERS OFFICE

POSITION: AUDIT COMMITTEE MEMBER X3

The remuneration will be in accordance with that of Audit Committee Members as determined by Council.

Term of the office: The term of office shall be for a period of three (3) years, commencing from the official date of appointment.

 

In accordance with the provisions of Section 166 of the Local Government: Municipal Finance Management Act 56 of 2003, Council is required to constitute an audit committee. Applications are hereby invited from suitable qualified candidate to apply to be appointed as a member of the Inxuba Yethemba Local Municipality’s Audit Committee.

 

Council invites suitable qualified persons to submit their CV’s and motivation for their appointment to serve in the municipality’s audit committee. Candidate should possess the following qualities and competencies:

 

MINIMUM REQUIREMENTS:

An appropriate, recognized Undergraduate Qualification (NQF Level 7) or Postgraduate Qualification (NQF Level 8) in any of the following fields: Internal Auditing / Accounting / Financial Management Risk Management / Performance Management Legal Services / Law Information and Communication Technology (ICT)

Experience: A minimum of five (5) years of progressive professional experience in Auditing, Governance, Compliance and Risk Management in the Local Government Environment

Added Advantage: Prior experience serving as a member of an institutional oversight committee (e.g., Audit Committee, Risk Committee) will be a distinct advantage.

 

KEY COMPETENCIES:

Leadership & Character: Proven leadership capabilities, excellent communication skills, and strong analytical reasoning abilities. Candidates must demonstrate absolute independence, uncompromised integrity, and a willingness to dedicate the necessary time and energy to committee duties.

COMMITTEE MANAGEMENT: Demonstrated ability to conduct Audit Committee affairs efficiently, effectively, and in accordance with institutional governance standards.

LOCAL GOVERNMENT KNOWLEDGE: A profound understanding of the statutory challenges, issues, and legislative frameworks affecting local government.

SPECIALIZED EXPERTISE: Prior experience, skills, or advanced expertise in any of the following fields will serve as a distinct advantage:

 Financial Management & Human Resource Management

 Labour Relations & Corporate Governance

 Risk Management & Performance Management

 Legal Services & Compliance Monitoring

 

KEY RESPONSIBILITY AREAS:

In accordance with Section 166 of the Local Government: Municipal Finance Management Act (MFMA), the Audit Committee will execute the following functions:

•Strategic Advisory: Advise the Municipal Council, political office-bearers, the Accounting Officer, and management on matters relating to internal financial control, internal audits, risk management, accounting policies, and adequacy of reporting.

•Financial Statement Review: Review the annual financial statements of the municipality to provide Council with an authoritative, credible, and objective view of the institution's true financial position, efficiency, and compliance with applicable legislation.

•Auditor-General Liaison: Review and report to Council on all issues, findings, and remedial action plans raised by the Auditor-General (AGSA) in their audit reports.
