Synopsis

To support Team by providing efficient administrative support in the day-to-day operations and reporting on the Tirisano Construction Fund (TCF) Programmes.


Background of the Tirisano Construction Fund

Seven Construction Companies entered a Settlement Agreement with the South African government to establish the Tirisano Construction Fund. The Fund is constituted as a Trust and the Trustees are designated by seven construction companies and Government, plus a Trustee from SAFCEC - as outlined in the Settlement Agreement.

The Settlement Agreement stipulates that the construction companies should collectively contribute R1.5 billion over 12 years (an average of R125 million per annum). The funds will be used for social and economic benefit to the construction industry, in seven programmes as follows:

  • Enterprise Development Programme (EDP): the development and promotion of construction firms owned and managed by Black People through, for example, providing working capital at concessional rates;
  • Engineering Bursaries Programme (EBP): providing bursaries to previously disadvantaged persons studying engineering, building science or quantity surveying at a tertiary institution, principally based on mentorship programs guaranteeing future employment for such previously disadvantaged persons in the Construction Companies, to the extent feasible at the time;
  • Construction Occupations Development Programme (CODP): providing bursaries to previously disadvantaged persons being trained as artisans and/or the equivalent level of construction occupations, principally based on mentorship programs guaranteeing future employment for such previously disadvantaged persons in the Construction Companies, to the extent feasible at the time;
  • Basic Education Programme (BEP): supporting and enhancing mathematics and science education at public schools;
  • Social Infrastructure Programme (SIP): promoting social and economic welfare, including funding social infrastructure build programs for student accommodation, health clinics, rural bridges and sports fields at public schools;
  • Technical Capacity Programme (TCP): funding the appointment of professionals to provide the Government with engineering, project management and other services that assist the Government (and local government), and strengthen its capacity, to design, construct, operate and maintain public infrastructure through, amongst others, the secondment of skilled personnel from organisations operating in RSA; and
  • Professionalising Engineering Practitioners Programme (PEPP): through funding the relevant training academies and/or mentoring institutions which provide a structured development program for graduate engineers, to facilitate such engineers' registration by the Engineering Council of South Africa as "professional engineers" in terms of the Engineering Profession Act No. 46 of 2000.

 

Job Description

MAIN DUTIES AND RESPONSIBILITIES

Internal / Operational Processes

  • Facilitating TCF SAP information.
  • Assist team in receiving, registering and organising applications to TCF Bid Windows, recruitment and other procurement.
  • Assist team in screening applications for administrative and technical compliance.
  • Assist in maintenance of pipeline status of applications, tracking and variance reporting to CEO and other senior managers.
  • Assist in writing acknowledgements, acceptance for DD and rejection letters to conclude Bid Windows.
  • Directly engaging with TCF Team to ensure that all documentation is on record and administration is up to date.
  • Directly engaging with TCF consultants to ensure that all documentation is on record and administration is up to date.
  • Being a conduit between TCF service providers and the relevant stakeholders.
  • Ensure the integrity of the fund information.
  • Timeous and accurate maintenance of the database of all projects in the Fund Portfolio.
  • Ensure the execution of all administrative tasks of the funds managed by the programme.
  • Support technical teams in Scoring of applications to Tirisano Programmes.
  • Attend meetings as required by the CEO or other managers.
  • Ensure that all correspondence is generated and records are kept in accordance with the IDC Processes.
  • To ensure that all data capturing requirements are appropriately carried out
  • To ensure both manual and electronic filing are effectively and efficiently carried out.
  • Liaise with various stakeholders on administrative issues relating to the Fund.
  • Attend construction site visits where required and support the team in reconciliation of expense claims and/or follow up administration.
  • Assist in tracking and regularly report TCF Consultant Payments (Salaries and Travel Claims) to CEO and other managers.
  • Tracking and regularly report TCF Disbursements of all programmes to CEO and other managers.
  • Tracking and ensuring up-to-date repositories of TCF documents on Teams Portal (agreements, board resolutions and the like).

Synopsis

The EDP Senior Manager is accountable for the end-to-end management and continued development of TCF’s Enterprise Development Programme across Bid Windows; new, active and legacy portfolios. The role integrates programme strategy and governance, programme entry and funding, contractor development, loan and portfolio management, recovery and legal matters, and programme reporting and financial control.

Operating within a small TCF team, the EDP Senior Manager is expected to combine senior judgement and governance accountability with hands-on portfolio control and delivery. The Senior Manager leads the Primary Specialist and Targeted Specialist resources, coordinates appropriate support from the TCF Administrator and other IDC/TCF functions, and establishes fit-for-purpose systems, processes and support arrangements as the programme evolves.

Job Description

  • Own and implement the EDP strategy, operating model, annual priorities, governance framework, controls, budget and programme performance.
  • Translate TCF decisions into practical programme action; maintain an integrated view of portfolio performance, risk, resources and emerging priorities.
  • Develop and refine programme systems, procedures, templates, controls and improvement initiatives using implementation experience and lessons learned.

2. Programme Entry, Evaluation & Funding

  • Lead EDP Bid Window 5 implementation.
  • Coordinate multidisciplinary assessments, site and specialist inputs, risk evaluation, funding recommendations, approval documentation, contracting, conditions precedent, onboarding and disbursement readiness.
  • Ensure evaluation and funding decisions are properly documented, defensible and implemented in accordance with approved mandates and governance requirements.

3. Contractor Development, Project Performance & Specialist Support

  • Maintain effective oversight of participating contractors, supported by the Primary Specialist as the principal contractor-facing professional resource.
  • Review contractor project, commercial, operational and capability performance; identify material risks, development needs, PIP actions and required interventions.
  • Appoint, direct and manage Primary and Targeted Specialist resources within approved scopes, budgets and deliverables; assess the quality and effectiveness of specialist interventions.

4. Loan Portfolio Monitoring & Financial Risk

  • Own the consolidated financial and portfolio position across active and legacy EDP loans, including amounts due and received, arrears, balances, repayment and settlement compliance, cash-flow information and overall exposure.
  • Develop and maintain appropriate portfolio dashboards, risk and action records; investigate exceptions and determine follow-up, intervention or escalation.
  • Coordinate routine SAP/Finance information and administrative support through the TCF Administrator and relevant IDC functions, while retaining responsibility for analysis, reconciliation and action.

5. Recovery, Restructuring & Legal Management

  • Assess distressed and defaulting accounts and determine proportionate recovery, restructuring, settlement or enforcement strategies, taking account of programme objectives, affordability, legal risk and recovery prospects.
  • Manage attorney and legal-service-provider engagements, instructions, litigation and enforcement progress, security or asset-recovery processes, legal costs and required governance approvals.
  • Negotiate or coordinate repayment and settlement arrangements and monitor compliance; 

6. Programme Reporting, Records & Financial Control

  • Prepare and present decision-ready management, CEO and Trustee reporting, annual-report inputs, programme-impact information
  • Maintain complete, accurate and auditable programme records and ensure appropriate audit, compliance and FICA
  • Control EDP programme expenditure and coordinate consultant, specialist and legal invoices,

 

Qualification and Experience

 

QUALIFICATIONS (Formal qualifications)

  • Relevant Postgraduate qualification in commerce, finance, business, engineering, construction management, quantity surveying, project management or a related field.
  • Masters in business, finance, project/programme management or a related discipline will be an advantage.
  • Relevant professional registration or recognised professional membership will be an advantage.

 

KNOWLEDGE & EXPERIENCE

  • Minimum 8–10 years’ relevant professional experience, including at least 3 years in a senior management, programme leadership or portfolio-management role.
  • Strong knowledge and practical understanding of the construction and contractor environment, including contractor business models, project delivery, cashflow and payment cycles, commercial and contractual risk, and the challenges affecting developing contractors.
  • Relevant experience across contractor or enterprise development, development finance, SME funding, construction/infrastructure programmes and/or investment or loan portfolio management. A combination of these areas is preferred; experience in every area is not essential.
  • Strong practical understanding of funding and portfolio management, including financial assessment, due diligence, loan performance, arrears, restructuring, recoveries and post-investment monitoring.
  • Experience managing or contributing to structured programme entry, application and evaluation processes, due diligence, funding or investment recommendations, contracting and post-investment or portfolio monitoring.
  • Strong governance and stakeholder-management experience, including executive and/or Trustee reporting, financial oversight, audit and compliance, and effective engagement with legal, financial, commercial and technical advisers.
  • Proven ability to lead multidisciplinary resources, interpret complex construction, financial, legal and programme information, and balance contractor development and sustainability with funding discipline, portfolio risk and governance requirements.

Synopsis

The Senior Project Manager will be responsible for three (3) of the seven (7) programmes, SIP, TCP and PEPP. The Senior Project Manager will be accountable for the end-to-end management and continued development of the programmes across Bid Windows; new, active and legacy portfolios. The role integrates programme strategy and governance, programme entry and grant funding, and programme reporting and financial control.

Operating within a small TCF team, the Senior Project Manager is expected to combine senior judgement and governance accountability with hands-on portfolio control and delivery.


Background of the Tirisano Construction Fund

Seven Construction Companies entered a Settlement Agreement with the South African government to establish the Tirisano Construction Fund. The Fund is constituted as a Trust and the Trustees are designated by seven construction companies and Government, plus a Trustee from SAFCEC - as outlined in the Settlement Agreement.

The Settlement Agreement stipulates that the construction companies should collectively contribute R1.5 billion over 12 years (an average of R125 million per annum). The funds will be used for social and economic benefit to the construction industry, in seven programmes as follows:

  • Enterprise Development Programme (EDP): the development and promotion of construction firms owned and managed by Black People through, for example, providing working capital at concessional rates;
  • Engineering Bursaries Programme (EBP): providing bursaries to previously disadvantaged persons studying engineering, building science or quantity surveying at a tertiary institution, principally based on mentorship programs guaranteeing future employment for such previously disadvantaged persons in the Construction Companies, to the extent feasible at the time;
  • Construction Occupations Development Programme (CODP): providing bursaries to previously disadvantaged persons being trained as artisans and/or the equivalent level of construction occupations, principally based on mentorship programs guaranteeing future employment for such previously disadvantaged persons in the Construction Companies, to the extent feasible at the time;
  • Basic Education Programme (BEP): supporting and enhancing mathematics and science education at public schools;
  • Social Infrastructure Programme (SIP): promoting social and economic welfare, including funding social infrastructure build programs for student accommodation, health clinics, rural bridges and sports fields at public schools;
  • Technical Capacity Programme (TCP): funding the appointment of professionals to provide the Government with engineering, project management and other services that assist the Government (and local government), and strengthen its capacity, to design, construct, operate and maintain public infrastructure through, amongst others, the secondment of skilled personnel from organisations operating in RSA; and
  • Professionalising Engineering Practitioners Programme (PEPP): through funding the relevant training academies and/or mentoring institutions which provide a structured development program for graduate engineers, to facilitate such engineers' registration by the Engineering Council of South Africa as "professional engineers" in terms of the Engineering Profession Act No. 46 of 2000.

 

Job Description

MAIN DUTIES AND RESPONSIBILITIES

Develop and/or refine all aspects of Programme Management (including Bid Windows, project execution and close out) for programmes 5, 6 and 7 (SIP, TCP and PEPP);

Manage contracting and execute tight contracts management controls (incl. all aspects of procurement as required by IDC and/or Board);

Develop and implement operational systems, processes and procedures for efficient management of the Fund:

Develop and implement suitable processes and systems to conduct pragmatic project and programme monitoring and reporting;

Manage the Consultants to the technical work streams, including:

  • Set and agree performance targets for all obligations;
