Land and Property Identification

Land Suitability Assessment
- Assess land potential in terms of the approved pre-acquisition feasibility model in relation to geo-physical parameters.
- Implement the pre-acquisition feasibility model for all potential land transactions.
- Undertake land suitability assessment and identification within the scope of sustainable human settlements development.
- Develop and maintain periodic registers on land suitable for human settlements development.
- Develop reports with recommendations detailing the outcome of the assessments and feasibilities.
Town planning policy and guidelines
- Review previous policies or guidelines with regard to town planning issues.
- Provide input in the drafting of policies/guidelines with regard to town planning issues (dwellings, churches, rezoning, subdivision, home enterprises, guest houses, pre-schools etc.).
- Keep abreast with building control legislative requirements impacting on land use planning, conduct investigations into best practices and determine the appropriateness of specific legal procedures for implementation.
- Consult with other municipalities and town planning consultants with regard to existing and new policies and guidelines.
- Distribute approved new policy or a guideline document to HDA for final approval after Portfolio meeting.
- Advise and provide guidance to the public, applicants and contractors regarding land use issues affecting the approval of building plans (height restrictions, building lines, etc.).
- Provide land use planning comments on building plans referring specifically to the zoning scheme regulations, architectural guidelines and appropriate planning legislation.
Land use and developmental applications
- Receive applications, verify the correct land use of properties in terms of the zoning scheme and issue zoning certificates confirming existing zoning rights.
- Advise applicants and consultants regarding application procedures and town planning issues affecting the decision making process (public representations, etc.).
- Process applications in terms of laid down guidelines and procedures (advertising for public comments, obtaining views from interested/affected parties, etc.).
- Assess applications (rezoning, subdivision, departure, consent use, street and open spaces closures, trade- and liquor. licenses, removal of title deed restrictions, etc.) for compliance with specific town planning regulations, environmental and related legislation and/or input from internal/external commentators.
- Coordinate and follow-up on the administrative process (compilation of notices and advertisements, etc.) including obtaining the necessary comment from internal and external departments.
- Undertake need and desirability assessments, site inspections and investigate the development history of sites.
- Compile reports motivating recommendations on the assessment of applications and appropriate requirements and conditions of approval for specific applications.
Manage future planning initiatives
- Facilitate future planning to the advantage of the entire population of the area in contexts of a sensitive bio-physical environment.
- Manage all aspects relating to spatial forward planning within the area of jurisdiction like identifying forward planning projects.
- Draft and manage the budget for the projects and source external funding.
- Draft the terms of reference for forward planning projects and appoint consultants in line with the approved budget.
- Manage the projects and monitor that specifications and timelines are adhered to.
- Appoint and manage consultants to prepare forward planning documentation e.g. Spatial Development Framework, Sectorial Plans, Structure Plans, Development Plans, Biodiversity, Climate Change, Environmental. Management/Conservation (coastal/estuaries) and cultural Conservation.
- Draft policies and by-laws as well as zoning scheme regulations in collaboration with consultants for approval by HDA.
Stakeholder relations
- Participate in various meetings (internal and external forums, applicants, objectors, etc.) and provide comments/opinions on matters affecting or concerning the functionality
- Collaborate with external departments/professions on complex issues related to land use planning and related principles (environment, agriculture, etc.) with a view to aligning internal processes
- Attend meetings with project managers, developers, attorneys and other stakeholders
Requirements
- A relevant degree in the Built Environment, Urban Development and/or Town and Regional Planning is required.
- Relevant Professional Registration within the Built Environment will be an added advantage.
- A minimum of 6 years’ experience in the built environment is required.
- Experience in the human settlements environment will be an added advantage.
- Be prepared, willing and able to travel extensively, so a code 8 (B) drivers’ license is essential.

General Programme operational support
- Provide operational and administrative support to the provincial office.
- Develop and implement office management systems that facilitate in the smooth operation of the office and support a pleasant working environment.
- Maintain the diary and meeting schedules for the Provincial Management.

- Sourcing and booking venues and meetings rooms when required.
- Rendering support and assistance to all strategic planning, monitoring, and evaluation-related functions.

Meeting Management
- Arrange and facilitate meetings.
- Arrange and facilitate various Committee Meetings on behalf of the Provincial Manager recording and taking of minutes, consolidation and follow up action plans.
- Ensure set-up for critical meetings are in order i.e. tools, documentations, projectors etc.
- Drafting, receiving approvals and distribution of relevant documentation (agenda’s, minutes, report, presentations etc.) for meetings as required.
Document Management
- Facilitate the gathering of relevant information and reports.
- Oversee storage and maintenance of existing documents within the document management system.
- Provide training to users e.g., project teams, Project administrators on usage of electronic version of the document management system.
- Monitor, update, and store information and/or data.
- Maintain database of service providers, clients, and other key stakeholders.
Reporting
- Ensure timeous submission of all monthly and quarterly Reports to the Regional Manager/ Organisational Performance/ M&E/ the department and municipalities.
- Assist in the development, implementation and tracking of the Provincial Annual Performance Plans (the statement of intent/ IPWs).
- Develop and track the Operational Risk Register for the provincial office and ensure adherence to risk mitigation strategies and delivery timelines.
- Ensure information is consolidated and uploaded onto the HDA Dashboard or any reporting tools (Information Management Tool M&E) for strategic reporting.
Performance Management
- Render support in the development of scorecards/ performance contracts for all staff (probation contracts/coaching and performance reviews).
- Co-ordinate submission of performance contracts and assessments for provincial office.
- Ensure accurate Quarterly Evidence Files (POE) are submitted by all staff.
Personnel Management
- Liaise with HR Support in arranging interview sessions.
- Liaise with HR support to organize training courses for staff.
- Liaise with HR support with the administration of personnel matters, salary matters.
- Assist in the updating and amendment of the Provincial Structure to align to the needs.
- Update employees with new information and adhere to requests from HR Support.
Finance Management
- Manage office procurement requirements.
- Preparation and submission of invoices for payments.
- Ensure provision of relevant financial information for use by the Programme Manager & team in decision making processes.
- Ensure regular provision of financial information related to projects for statutory and other financial reporting requirements.
Requirements
- Grade 12 and National Diploma in office administration/project management or equivalent qualification
- Competent in MS Project, Outlook, Excel intermediate and Word intermediate
- 3-5 years’ experience in a similar role

Responsibilities
Strategic management
- Contributing as a manager to the overall effective functioning of the HDA assigned projects in the Province.
- Ensuring integration of the different project function within the Provincial Office to ensure optimal delivery of the HDAs mandate.
- Ensure the alignment of projects to the broader HDA strategy and strategic intention.
Project Development
- Develop and maintain the programmes.
- Align programme to HDA strategic direction, policy, and plans.
- Take into account and accommodate sector development and changes in the programme approach and strategy tailored for specific service offering to organs of state.
Programme support and services to clients
- Develop project plans to ensure achievement of agreed services
- Define project feasibility factors, resourcing requirements and project deliverables and time frames
- Develop project plans in line with HDA project service offering
- Develop appropriate terms of reference for appointment of project resources
- Implement appropriate procurement practices to ensure appointment of required project resources in line with project timeframes.
- Reporting in terms of service to client
- Accommodate any changes and/or specific related client request as part of programme offering
- Provide relevant engineering technical support, comments and inputs to all NW provincial projects
- Manage the implementation of engineering related projects including but not limited to the Asbestos removal programme
- Develop and or manage the development of bulk and internal engineering infrastructure services reports and the implementation thereon.
Programme Resource Management and alignment
- Procure required project resources by meeting the requirements of HDA SCM policy.
- Monitor performance and provide feedback to identified resources on performance.
- Ensure alignment of external resources to project, regional and internal capacity support on the programme.
Programme Budgeting and Financial Management
- Develop project/programme budgets in line with agreed feasibilities and available funding.
- Monitor project expenditure against budget and project deliverables.
- Address any project budget variance.
- Provide feedback and input to overall HDA budget.
Develop support tools, products, lessons learnt and Best Practice
- Identify project design, planning, implementation, management and monitoring best practices that emerge from HDA projects and programmes interventions.
- Identify and develop possible support tools and product and opportunities.
- Identify and develop opportunities to enhance and improve any existing support tools and products.
- Review best practices developed and amend to accurately reflect lesson learnt.
- Integrate lesson learnt into new project design, planning, implementation, management, and monitoring methodologies.
Requirements
- Civil Engineering Degree or equivalent
- Project and programme management qualification will be added advantage
- Registration with relevant professional body will be added advantage
- A minimum of 6 years’ experience in the built environment is required.
- Experience in the human settlements environment will be an added advantage
- Driver’s license
- Willing to travel extensively
