Responsibilities

Building Inspection

  • Complete inspections according to schedule and plan.
  • Check building is being constructed on correct erf.
  • Check layout of unit/ house is according to the approved plan and is orientated correctly.
  • Ensure foundation is laid out correctly.
  • Ensure foundation is cast according to specification and that contractors Engineer signs off the foundation.
  • Inspect house/ building to ensure it has been constructed according to the required specification e.g. Brick force used correctly, roofs tied down correctly, two coast of specified paint applied correctly.
  • Check all walls, windows and doors are installed straight and meet specifications.
  • Check all plumbing and electrical work is installed as per approved plan, works and is compliant.
  • Ensure houses/ units meet all quality standards as agreed by Project Managers an NHBRC.

Civil works

  • Performs inspections of road works, storm drains, water & sewer mains and other services.
  • Ensure that work complies with standard specifications, detailed plans and standard practices.

Service Provider Liaison

  • Identify issues and proactively resolve these with relevant contractors and service providers.
  • Coordinate with NHBRC regarding non-compliance of issues identified by them.
  • Resolve non-compliance and quality issues with contractors in a proactive and effective manner.
  • Monitor and ensure service provider integrity in all issues and matters.

Administration

  • Schedule and plan inspections in conjunction with project managers.
  • Conduct inspections according to schedule.
  • Input information from inspections accurately and completely.
  • Complete comprehensive checklists for each house/ unit inspected.
  • Prepare and keep accurate records for preparation of regular weekly and monthly reports.
  • Draft reports as required.
  • Plan and participate in meetings.
  • Develop and maintain an appropriate filling system of all inspection documentation.
  • Investigate and report on complaints and enquiries as required.
  • Recommend for works to be signed off by Project Manager as complete.

Snagging

  • Establish and monitor deadlines for completion of work.
  • Complete final snagging of units prior to sign- off.
  • Complete de-snagging of units.
  • Sign off completion of handover documents once all snags and issues are resolved.

 

Requirements

  • Matric or equivalent qualification.
  • Civil Engineer Diploma or equivalent.
  • Project Management qualification will be an added advantage.
  • Ability to read, interpret, understand and manage building plans to ensure construction is aligned and compliant.
  • Knowledge and ability to ensure compliance of plumbing and electrical requirements in building.
  • Construction/ inspection related qualification is recommended.
  • Having a working knowledge of health and safety legislation.
  • 3-6 years’ experience in a similar role, must have experience in a large scale low cost housing construction environment and must have quality construction management capacity.
  • Must have a Driver’s license(B& C1) and be willing to travel.
  • Computer literacy in Micro Outlook, Excel and Word.

Responsibilities

Project Planning and Design

  • Carry out technical and feasibility studies and draw up blueprints that satisfy technical specifications of projects
  • Analyse survey reports, maps, drawings, blueprints, aerial photography, and other topographical or geologic data to plan
  • Develop and design systems and structures, in line with built environment standards, using design software and drawing
  • Conduct on site investigations and analyse data (maps, reports, tests, drawings and other)
  • Assess potential risks, materials and costs
  • Provide advice and resolve creatively any emerging problems/deficiencies
  • Estimate quantities and cost of materials, equipment, or labour to determine project
  • Manage the planning and implementation of Human Settlement Development projects undertaken by the Provincial Department of Human Settlements which includes the following:
  • Plan and develop new housing and infrastructure projects to be implemented by the Provincial Department of Human Settlements.
  • Oversee construction and on-going monitoring and evaluation of projects planned and implemented by the Provincial Department of Human Settlements.

Project Development

  • Develop and maintain the programme.
  • Align programme to HAD strategic direction, policy and plans.
  • Take into account and accommodate sector development and changes in the programme approach and strategy tailored for specific service offering to organs of state.

Strategic Management

  • Contributing as manager to the overall effective functioning of the HDA assigned projects in the province.
  • Ensuring integration of the different project functions within the Provincial Office to ensure optimal delivery of the HDAs mandate.
  • Ensure the alignment of projects to the broader HDA strategy and strategic intention 
  • Contributing towards identifying and facilitating new business opportunities.

Programme support and services to clients

  • Develop project plans to ensure achievement of agreed services.
  • Define project feasibility factors, resourcing requirement and project deliverables and time frames.
  • Develop project plans in line with HDA project service offerings.
  • Develop appropriate terms of reference for appointment of project resources.
  • Implement appropriate procurement practices to ensure appointment of required project resources in line with project timeframes.
  • Reporting terms of service to client.
  • Accommodate any changes and/or specific client related requests as part of programme offering.
  • Provide relevant technical support, comments and inputs to all Limpopo provincial projects.
  • Manage the implementation of engineering related programmes.

Programme resource management and alignment

  • Procure required project resources by meeting the requirements of HDA SCM policy.
  • Monitor performance and provide feedback to identify resources on performance.
  • Ensure alignment of external resources to project, regional and interna capacity support on the programme.

Programme Budgeting and Financial Management

  • Develop project/programme budgets in line with agreed feasibilities and available funding.
  • Monitor project expenditure against budgets and project deliverables.
  • Address any project budget variance.
  • Provide feedback and input to overall HDA budget.

Develop support tools, products, lessons; learnt and Best Practice

  • Identify project design, planning, implementation, management and monitoring best practices that emerge from HDA projects and programmes interventions.
  • Identify and develop possible support tools and products and opportunities.
  • Identify and develop opportunities to enhance and improve any existing support tools and products.
  • Review best practices developed and amended to accurately reflect lessons learnt.
  • Integrate lessons learnt into new project design, planning, implementation, management and monitoring methodologies.

Compliance Management

  • Ensure that service providers comply with stated service level agreements and contractual obligations.
  • Provide timely feedback to Provincial Department of Human Settlements management regarding any contractual transgressions that may occur during projects implementation.
  • Ensure implementation of projects are within established policies, systems, procedures, processes and practices.
  • Provide advice and assistance to others in order to ensure their compliance with policy, governance procedures, as well as industry standards.
  • Identify areas of non-compliance and implement corrective action.

 

Requirements

  • Civil Engineering Degree or BTech.
  • Project and Programme management qualification will be an added advantage.
  • Relevant Professional Registration within the Built Environment will be added advantage.
  • Minimum of 6 years’ relevant engineering experience.
  • Experience in Human Settlement Environment will be an advantage.
  • Must have a Driver’s license (Code B or C1) and must be willing to travel.

Responsibilities

General Programme operational support

  • Provide operational and administrative support to the provincial office.
  • Develop and implement office management systems that facilitate in the smooth operation of the office and support a pleasant working environment.
  • Maintain the diary and meeting schedules for the Provincial Management.
  • Manage office procurement requirements.
  • Sourcing and booking venues and meetings rooms when required.
  • Rendering support and assistance to all strategic planning, monitoring, and evaluation-related functions.

Meeting Management

  • Arrange and facilitate Meetings.
  • Arrange and facilitate various Committee Meetings on behalf of the Provincial Manager recording and taking of minutes, consolidation and follow up action plans.
  • Ensure set-up for critical meetings are in order i.e. tools, documentations, projectors etc.
  • Drafting, receiving approvals and distribution of relevant documentation (agenda’s, minutes, report, presentations etc.) for meetings as required.

Document Management

  • Facilitate the gathering of relevant information and reports.
  • Oversee storage and maintenance of existing documents within the document management system.
  • Provide training to users e.g., project teams, Project administrators on usage of electronic version of the document management system.
  • Monitor, update, and store information and/or data.
  • Maintain database of service providers, clients, and other key stakeholders.

Reporting

  • Ensure timeous submission of all monthly and quarterly Reports to the Regional Manager/ Organisational Performance/ M&E.
  • Assist in the development, implementation and tracking of the Provincial Annual Performance Plans (the statement of intent/ IPWs).
  • Develop and track the Operational Risk Register for the provincial office and ensure adherence to risk mitigation strategies and delivery timelines.
  • Ensure information is consolidated and uploaded onto the HDA Dashboard (Information Management Tool M&E) for strategic reporting.

Personnel Management

  • Liaise with HR Support in arranging interview sessions.
  • Liaise with HR support to organize training courses for staff.
  • Liaise with HR support with the administration of personnel matters, salary matters.
  • Assist in the updating and amendment of the Provincial Structure to align to the needs.
  • Update employees with new information and adhere to requests from HR Support.

Finance Management

  • Manage office procurement requirements.
  • Preparation and submission of invoices for payments.
  • Ensure provision of relevant financial information for use by the Provincial Manager & team in decision making processes.
  • Ensure regular provision of financial information related to projects for statutory and other financial reporting requirements.

 

Requirements

  • Matric.
  • National Diploma in Office Administration or equivalent qualification is required.
  • Sound financial knowledge or a relevant financial qualification will be considered an added advantage.
  • Competent in MS Project, Outlook, Excel intermediate and Word intermediate.
  • Proven experience in a similar role is required.

Responsibilities

Meeting Management

  • Arrange and facilitate all site / technical and allocation meetings
  • Arrange and facilitate relationship meetings between the contractors and beneficiaries in matters relating to rectifying defects
  • Arrange and facilitate all meetings that lead to the successful completion of the project.
  • Management of project filing systems.
  • Recording and taking of minutes for project related meetings.

Project Coordination

  • Plan and coordinate inspections.
  • Coordinate the collection and collation of project documentation.
  • Coordinate the collection and collation of subsidy documentation as required to facilitate the development process.
  • Implement Project Managers communication plan.
  • Coordinate on site activities as determined by Project Managers.
  • Coordinate and assist in the collation of all project documentation from contractors.

Unit handover / takeover

  • Arrange and coordinate the takeover/handover of units, keys, certificates etc.
  • Coordinate training of residents (consumer education).
  • Coordinate all installations of technical items after beneficiary handover.
