PURPOSE:
To provide strategic, managerial, governance, and advisory support to the Chief Executive Officer (CEO) through the management and coordination of strategic programmes, organisational performance monitoring, executive governance processes, stakeholder relations, and the implementation of Board and Executive Management decisions to ensure the achievement of organisational objectives. The role serves as the central coordination point between the CEO, Executive Management, Board Committees, EXCO, the Board, and key stakeholders, ensuring effective execution of strategic priorities and organisational accountability.
MINIMUM REQUIREMENTS:
- Postgraduate Qualification (NQF Level 8) in Business Administration, Public Management, Strategic Management, Governance, or related field.
- MBA or equivalent qualification will be an added advantage.
- Minimum 8–10 years' relevant experience in strategy, governance, executive support, organisational performance management, corporate services, or public sector administration.
- At least 5 years' management experience at a middle or senior management level.
- Demonstrated experience in working with Executive Management, Boards, or Board Committees.
- Experience in strategic planning and organisational performance monitoring.
KEY RESPONSIBILITIES:
Strategic Management and Executive Support
- Provide strategic advice and support to the CEO on organisational priorities, risks, opportunities, and emerging issues.
- Coordinate the implementation of the Strategic Plan, Corporate Plan, and Annual Performance Plan (APP).
- Drive strategic initiatives and special projects on behalf of the CEO.
- Conduct strategic research and environmental scanning to support executive decision-making.
- Monitor organisational performance against approved targets and strategic objectives.
- Prepare executive briefings, strategic reports, presentations, and submissions.
Governance, Compliance and Risk Oversight
- Monitor the implementation of Board, Board Committee, and Executive Committee resolutions.
- Coordinate governance reporting and organisational compliance activities.
- Monitor implementation of audit findings, risk mitigation plans, and governance improvement initiatives.
- Ensure alignment with legislative and regulatory requirements.
- Provide assurance to the CEO regarding governance and compliance matters.
Organisational Performance and Business Integration
- Coordinate enterprise-wide performance monitoring and reporting.
- Facilitate integration of divisional plans and organisational priorities.
- Track strategic and operational performance indicators.
- Escalate performance risks and implementation challenges to the CEO.
- Coordinate organisational reviews and performance improvement initiatives.
Stakeholder and Executive Relations Management
- Manage strategic relationships between the CEO and key stakeholders.
- Coordinate high-level stakeholder engagements and strategic forums.
- Represent the Office of the CEO in internal and external meetings as delegated.
- Ensure effective management of stakeholder commitments and action plans.
- Support the CEO’s communications and stakeholder engagement strategies.
Management of the Office of the CEO
- Manage the operations and resources of the Office of the CEO.
- Develop and implement systems to improve efficiency and accountability.
- Manage budgets and resources allocated to the Office.
- Lead and manage employees reporting to the Office of the CEO.
- Promote good governance, ethical conduct, and high performance.

PURPOSE:
Provide legal support and assistance with legal advisory, compliance, governance, contract management, litigation support and legal risk management services to the organisation in order to ensure compliance with applicable legislation, regulatory requirements and good corporate governance principles.
MINIMUM REQUIREMENTS:
- Bachelor’s degree in law or LLB
- 3-5 years’ experience in legal background
- Corporate legal knowledge
- SETA experience will be an added advantage
- Valid driver’s license
KEY RESPONSIBILITIES:
- Coordinate the activities of the legal office and provide support on legal cases, legal opinions and advice.
- Organize and maintain documents in paper or electronic filing system.
- Office administration and safeguarding of information.
- Prepare legal documents and correspondence.
- Keep up to date with legislation by tracking laws and regulations governing/affecting the HWSETA, conduct legal research to ensure consistent and constant compliance with regulatory laws and regulations.
- Monitor and Maintain Policy Register, timeously alert the business units of reviews.
- Support the internal stakeholders of HWSETA regarding compliance and quality assurance matters related to key stakeholders, to mitigate any risk.
- Quality Assure HWSETA MOAs and Addendums.
- Assist with the planning, organising and implementation of POPI compliance requirements and standards throughout the organisation.
- Compile annual reports in respect of section 32 and 83 (4) of PAIA, for all information request and processed by the HWSETA.
- Support the organisation with corporate governance, identifying gaps and offering recommendations, as required from time to time.
- Prepare, review and vet contracts with all stakeholders.
- Monitor, Maintain and update contract management process or SOP.
- Maintain up-to-date contracts register, timeously inform the end-user about the looming expiry of the contract/s.
- Annually review the templates for MOAs and Addendums.
- Quality Assure all the MOAs for recommendation and approval.
- Gather, analyse and communicate legal updates, such as statutes, decisions, and legal articles, relevant judgements in order to provide legally sound advice, opinion and mitigate legal risk.
- Assist with Investigations on matters of fraud, corruption, misconduct, complaints/ queries / allocations / tipoffs and reporting thereof.
- Investigate facts and case law and search pertinent sources, such as public records, to determine causes of action and to prepare cases.
- Conduct research to assist in drafting opinions.
- Monitor, Maintain and update the HWSETA tip-off register, liaise with the complainants, internal units for testing the allegations and reporting.
- Assist with statements to court through external legal firms and preparation of statements.
- Assist with opening SAPS cases in respect of Section 34(1) of PRECCA matters.
- Assist with instituting civil action in case of breach of MOA and other related civil matters that may arise out of ordinary cause of HWSETA business.
- Represent the HWSETA at the CCMA as and when required.
- Coordinate consultation with relevant external stakeholders regarding matters of the HWSETA, lawyers, DHET, SAPS, providers, learners.
- Monitor progress of the resolution of civil and SAPS cases managed by external legal representation and SAPS.
- Attend to escalated complaints of a legal nature.
- Assess the legal needs and matters of the HWSETA.
- Provide reports on the legal matters to the Line Manager.
- Provide timeous feedback to stakeholders (internal and external).
